12.5 to around 12.8 is usual for a car which has stood for only a short time
and assuming no load. 13.8 to 14.4 is usual for a car with the engine running.

Conscious of the problems of deriving adequate voltage from a car battery, a
few years ago I bought myself a little gadget (SMPSU) which can be plugged
into a lighter scket and can deliver amps at any regulated voltage you choose
between around 9v and 19v and with a variety of adaptor plugs on the output.
It works most of the stuff I might want to plug in even when I'm parked and
only cost œ15 from Maplins I think. I was on the point of ordering the bits
from  them to build a dedicated 13.8v output one myself, when I spotted this
unit.
