I' ve read the message about the FT-817 on a car and the 
cigarette lighter connection. 
You can build a regulator that accepts less than 12V and delivers 12V:
you could use a switching regulator using a transformer, for instance.
Anyway, the FT-817 should deliver 5W power on 2M and lower freuencies even with
an 11.2 V supply. On 70cm the output could be lower (mine is only 4.2 W at 13.8 V).
Anyway I think that the best solution is to take the power directly from the 
battery leads, with fuses on both negative and positive wires, and to add
an LC filter and a diode to reduce noises and stop
negative spikes on the power supply.

The cigarette ligher, I think isn't a good choice because the wires
used are shared with other appliances, that could inject RF noise 
on the power supply anyway.

For instance in the Fiat Panda (old) the ligther is daisy-chained with the car radio supply
and the internal light.

On newer cars yuou can find that they used the same wires to supply 
a lot of gizmos (and anyway even in the new Panda the internal light is controlled 
with a transistor and a pwm circuit...)
