Lazarus Long and the Gay deceiver were both creations of Robert Heinlein.
Gay first appeared in "The number of the Beast". From memory, "Gay,
bounce" was an immediate command to increase altitude by translation of 3
dimensional coordinates. Robert Heinlien tended to reintroduce characters
from other stories in quite a few of his books, but I have no recollection
of Isaac Asimov ever using them.
The Mule? Boy, I haven't read the original Foundation trilogy for quite a
while. As I recall, it was inferred that he was sterile. By use of his
mental powers, he was able to produce unquestioning loyalty in his
followers. By the use of a "Visisonor" he was able to extend hi influence
to large crowds of people with little effort.
