Small correction, the heaters are needed in any environment below the
boiling point of mercury. That's what they're for, if you examine one
you'll find tiny globules of mercury on it which need to be vaporized
before the lamp will operate.
Quite true, the lamps will "fail" in the cold, but unless it's REALLY
cold not entirely. Many times I have seen them outdoors flickering,
barely operating at substantially reduced output on cold winter days. I
don't suppose they would operate at all in certain areas of say, Canada
where temps hovering around -30F are common. It stands to reason, in such
low temparatures the lamps dissipate heat at a fantastic rate and the
mercury fails to vaporize properly if at all.
