Just like it does over ethernet or over PPP yes.

Not yet. My test code uses the IPv4 PID and checks the version field is
4 or 6. Nobody has actually specced out an IPv6 link layer addressing
scheme yet

Subject: New version of ETHRAX25 uploaded
I've uploaded a new version of the ETHRAX25 packet driver to ftp.ucsd.edu as
hamradio/packet/tcpip/incoming/ethrax25.1.03.zip.
It is also available from my Web page at http://www.mv.com/users/grebus/
There are a few minor enhancements and bug fixes. The README file
is shown below. Enjoy.
------------------------------
This is Version 1.03 of the ETHRAX25 Ethernet to AX.25 Packet Driver.
ETHRAX25 is a packet driver which provides an Ethernet (Class 1)
interface to the application, and produces AX.25 UI frames,
encapsulated in KISS, on a serial port. When used in conjunction with a
suitable TCP/IP stack (like Trumpet), it allows Winsock applications to be
used over radio links via a KISS TNC.
Changes from the original version.
Added support for multi-port KISS TNC's.
Added the ability to set promiscuous mode on the driver (note this
confuses some TCP/IP stacks like Trumpet).
Fixed the driver to not discard incoming broadcast packets.
Changed the pseudo-ethernet address encoding to something simpler.
Fixed the problem that the driver sometimes failed to receive
packets until it had transmitted some (failed under Windows 3.1).
For documentation (such as it is) refer to ETHRAX25.TXT.

a) Is there a packet driver that will provide PPP via IRQ 15
that can be used with KA9Q.
