If I am following this, the idea is to have some "storm proof" digi/weather
stations that can get of the Outer Banks during and after major storms.
Here is a suggestion:
Use the normal 144.39 gear with a reasonable path AND get something like a
surplus 6 meter land-mobile radio that runs 100 watts.
This would require a few volunteers to gate from 6 meter back to the APRS
system, but I am betting a good antenna and 100 watts on 6 meters would get
quite a long way on the first hop.

The CWS would not work for us due to the normal "first to go" loss of
our fiber optic cable that carries all phone services on and off
Hatteras Island. We will use RF. at the moment the offending
station is off the air. it needs to be mounted to it's pole and not
strapped to a 4x4 for trials. that will give me a few days to fix the
path issue. from what i am reading. 2 will do.
Sorry about the flap over the path.
gotta tell you all though. there was ample information in our brag
file and both Randy W4HAT and I are listed EVERYWHERE.... and danny
n4aay has had nothing to do with our repeaters or weather stations or
packet nodes for years and years yet his call is one someone fished out
of the vapors
AND the first we knew there was a problem was by flame-o-gramme and NOT
by either a nice call or even a nice e-mail... no... it was a FLAME.
red hot and directed at "our bad amateur practice" !
Welcome to APRS !
Nice to meet you too !
In my mind.... THATS bad amateur practice.
hope everyone enjoys the weather data from Rodanthe.
The site is within 300 yards of the atlantic, sits high enough not to
be shadowed, for good wind direction and speed. and houses
our 444.325 repeater, part of our SCAIDA system and a Load Management
transmitter.

Can anyone fill me in on how they do this? How to set up a backpack tiny
tracker like this?
Thanks!

I usually stay away from commenting on statements such as your's Mark but I
feel I must reply to your biased, baseless, and generalized statement that
"Advanced and Extra Class Amateur License Holders are the WORST people..."
Tell me, with your Technician class license, how can you make a generalized
statement concerning on air practices when you cannot operate legally
anything under 6 Meter? Granted you may have privledges on lower bands if
you managed to pass a 5 wpm code test but very limited to make such a
sweeping statement.
Your statement only goes to perpetuate the schism between the higher class
license holders and the no-code technician license holders.
There are as many or more Techies using poor on air operating practices. It
is to everyones benefit to kindly and gently remind or help out those that
may be operating poorly rather than making a sweeping statement criticizing
one or two groups.
My 2 cents worth...

Bob et al.,
Richard exactly points out the reason why I think that auto-emails of
"your path is too long" (which is what you proposed in a separate
thread) are not a good thing...
If you see someone with a path that is too long, read his/her beacon
text or query the station, look up the callsign in QRZ, figure out the
phone number in switchboard.com, and have a local HAM (who supposedly is
the victim in this case) give the person a call. Send the person an APRS
message asking him if it's OK to call him (because it's hard having a
detailed conversation using APRS messaging). Email is good for
discussion lists and exchange of information with friends, but it's a
very bad method of "First Contact".

Packet Police part 2.
Other things volunteer code writers could do is simply write parsers for
bad posits. Many DIGI's where the posit is manually edited by a human
have typo's that cause the digis position to be wrong. Here is a list of
digis with typos from last Nov that Steve found.
Probably all are fixed by now, but I only provide it here as an example of
how there are lots of areas where people can help the network by helping
identify bad packets...

Again, these are assumed to be fixed now, and are only included to show
how a little volunteer effort can help the network find problems.

Speaking of outrageous paths, look at this one I just grabbed off my
computer:
EA8ADH-15>APU24V,14103*,TRACE7-7,WIDE,TRACE7-7,WIDE,TRACE7-7,RELAY,TRACE,qAr
,DF5FF-14:
;GATEWAY *140436z4553.64N/05906.27E& gateway 28128 21117 14103 10151 144800
Can anyone tell me why you would want that for a path? And even worse is
that he's got several objects that he's running with the same path.

Okay, here's what I want to do...
Receive all of one type (say Maritime mobile) symbol world-wide, and receive
all packets from within say 800K. So, would I just send something like:
Filter (whatever the appropriate symbol is for MMs) r/XXX/XXX/800 ?

Basically correct.
filter s/Mmsymbol r/XXX/XXX/800
Use the s option for symbols.
