That answer is easy.  It was me.

Kenwood had no room in the ROM for the radios for the 7 different WX
formats that were THEN on the air.  AND everyone that was then involved
with APRS then knew that just in the previous two years or so, PEET
brothers had introduced 3 NEW formats, all different and all slightly
differrent.  And then a 4th that year! Also DAVIS came on line, and now
there were 9.

AND not one single group of APRS gurus could agree as to what was right.
MPH, Knots, Inches per hour, inches since midnight, UTC or local time, Peak
wind, average wind.  Every issue was frought with opinions and
disagreement.

Knowing that Kenwood's product had to me a one-time only ROM and knowing
the track record to date of new WX formats every few months, I told them it
would be impossible to accomodeate them all, and even if they did, every
new WX manufacturer and format would result in nothing but griping and
complaining.  Hence, there was only one answer.

Support the single APRS WX format and if people want to send APRS WX, then
send it IAW the APRS SPEC.

No amount of Monday afternoon quarterbacking is going to change that
decision.  And it was the right one at the time.

For some reason, the baro 9930. Is there a way to get to read the right baro
so it will show the right reading?

OTHER THAN PACLEN, what might be causing the packets from Roy's station to
get chopped up, as in the below example from Findu?  He's using an RS 
DigiTraveller connected to an MFJ TNC in GPS mode.

Judging from the preponderance of $GPVTG strings overwriting $GPRMC
strings, I would guess that there is a problem with either his TNC, GPS,
or the connection between the two.  Just guessing, the TNC might be
getting overrun.

I'm guessing here, but do you mean overrun because of a setting that's not
quite right?  Or something else?

And -- I'm gonna be a pig here -- but here's a DISP from his TNC.  Anybody
see anything not quite what's necessary to get his tracker working when put
in GPS mode?
