It depends on your layout in the are where you are.  If you
have plenty of packet type digipeaters in your area you can
spend all your time just using a simple TNC at 1200baud if
your have the correct software for whatever computer your
going to use.   If your going into packet big time and want
the fancier modes like PACTOR (much more effective than 
packet for traffic handling) and/or  psk31 (the ultimate
in traffic handling) your gonna need PACTOR capability in
your TNC.  Not all offer this.  Later versions of PK232's
and Kantronics do have it.   You would also need dual/port
software for your computer, and the TNC must offer dual
port handling.   I/E 1200 baud to your VHF stuff on one
port, and 9600 baud or more on your HF port to your HF rig.
Now with psk31 its a whole difference ballgame and requires
the computer have a soundcard in it also "digipan" type
software.  This stuff permits extremely narrow band 
digital xmission on HF and even at low power levels like
5 watts or so gives maximum efficiency for traffic handling.
So you have to decide how deep your going into packet and
its related modes.   I only use vhf packet and help maintain
the ARMY MARS PBBS system.

As others have stated, you probably have the connections reversed... had the
same problem here since Kenwoods documentation is misleading... Note that if
you are trying to use with APRS program (such as WINAPRS) I've found you
will need to switch to Packet mode instead of APRS mode (2nd push on TNC
button) to get the data out of the PC port.... check out the following links
