 PLT/BPL/PLC--THE WORLD MAKES A NOISE! 
 Don Beattie, G3BJ in this months IARU newsletter says " Member societies
 should be on the lookout for any signs that PLT is being planned in their
 country. Alone, it is unlikely that amateur radio can fight the
 supporters of PLT/BPL/PLC but if member societies work with other users
 of the HF spectrum in their country to build an alliance to protect the HF
 frequencies, there is much more chance of success.
 That is the challenge for us all".

 Phil Waite, who we heard last week on QNEWS says re the BPL/PLC/PLT scene,
 they are "receiving a huge amount of information concerning BPL from many
 organisations".

 In many ways the proposed BPL system is a dinosaur. In today's society the
 need is for faster data allowing the new digital formats such as MP4 and
 Video-on-Demand to be transferred quickly. Traditional multi-drop cable and
 BPL systems are built on 1960's cable architecture and will not provide
 sufficient bandwidth to each home for tomorrow's applications. Rather a
 deep fibre network with a minimum of homes connected to each node will be
 required. For these reasons the `window of opportunity' for deployment of
 BPL systems' is quite narrow.

 Australia is a country that relies more heavily on HF radio than most.
 Our military, civilian, and emergency communications systems rely heavily
 on HF radio, and the Over The Horizon Radar System processes very weak
 signals indeed. BPL technology needs to be very carefully evaluated in
 this light.




 ACA DISCUSSION MEETINGS ACROSS VK
 Mike VK8ZMA, Trevor VK5ATQ, and Dennis VK6KAD each recorded material from
 their "home" ACA meetings this week, for which we thank them.

 In Darwin it was said "On the whole the meeting was fairly tame with
 about 30 attendees. Two did a 1600 kilometre run from Alice Springs."

 VK8ZMA said "I think one of the points that came out of the night was the
 apparent lack of trust as to what the ACA are ultimately up to and some
 general discord about the support the WIA is offering to its members".
 
 NewsWests VK6KAD also spoke of VK6 Amateurs "not believing" the words
 spoken to try and ease Hams concerns of Class licensing and Interference
 problems.

 In VK5, 2 interstate visitors arrived, including the President of
 WIAVictoria.

 will allow a more 'in depth' observation of VK1/4/5/6/8 ACA meetings to date.

 However for our email/packet readers, those without web access, let me
 introduce the VK5/8 President, Trevor VK5ATQ.

 "Over 100 Amateurs attended the ACA meeting in Adelaide on Tuesday 30th.

 Mark Loney and Christine Allen were present along with management of our
 local Adelaide ACA branch. And a big welcome to our interstate visitors
 Col Christiansen VK2BCC and Jim Linton VK3PC

 It was forecast to rain in the afternoon - that being a little strange
 for us in VK5, and I was concerned it would keep some away. I need not
 have worried. Over 100 amateurs packed the room with about a dozen
 standing. I sincerely thank all who took the trouble to attend. The
 meeting itself was well structured, and followed the survey questions.
 Mark led us through each point and gave a brief description of what and
 why. We then went over each point with comments from the floor. From
 this meeting there cannot be any resolutions, but we are all clearer of
 our needs and desires and what the questions are about, and with Mark
 and the ACA receiving feedback, especially to early resolution of the
 Morse code issue, and Limited calls being allowed on the HF bands.
 
 Mark described how difficult and time consuming it is to try to broker
 individual agreements with overseas administrations regarding reciprocal
 licensing. The preferred method is to use a multi lateral mutual
 agreement where a group of countries can sign once. This allows a block
 of countries to access international agreements.
 
 On the issue of what type of licence. The recent productivity commission
 did not indicated the need to include a separate Amateur licence as an
 amendment to our Radio Communications Act. 
 
 The class licence also includes many earth stations 
 
 Of course the interference issue raised a lot of interest with the many
 points of view being aired and a more workable position presented by
 Mark than is inferred by the written survey. 
 
 Some other points are:
 The Australian government decided not to require immunity standards for
 household equipment, as the overall cost of filters was perceived to be
 greater than the cost of the resultant interference suffered by the
 community.
 
 The ACA is the spectrum manager and will continue it's role of
 compliance. This can only protect amateurs from external interference.
 
 We managed to wrap up by 10pm, only 30 minutes over target, with many
 people continuing with their own after the meeting meetings well into
 the night.
 
 Overall amateurs are in agreement on the majority of expected outcomes,
 and feel better positioned to make constructive comments in our replies
 to the survey.
 
 For amateurs who are still awaiting their meeting - It is well worth
 attending. It is time to show who we are as a National asset to the
 community of Australia. 
 
 Remember. Definitely put in your written submission to the survey, even
 if you cannot attend a meeting.

 DCITA NEWS
 New institutional arrangements for the ACA and Australian Broadcasting 
 Authority (ABA) as discussed in their discussion paper 2003 saw less than
 a dozen submissions reaching the Department of Communications,
 Information Technology and the Arts by the cut off date Mid September.
 
 Following consideration of submissions, the Australian Government will
 consider whether change to the current arrangement is desirable and what,
 if any, legislative amendments or transitional arrangements would be
 required.
 In basic terms, the proposal would see the ABA/ACA unite as the one
 regulator  of spectrum and communication in Australia.

 WICEN NORTHERN RIVERS
 Five operators attended the Edan Creek Horse Enduro providing the safety
 comms. WICEN say "We do need some younger oprs to become involved in these
 field exercises. They are good training and a fun, if hectic, weekend".
 The Endurance Club rides again in February.
 RESCUE RADIO:  TEXT MESSAGE RESCUE
 If you think that Morse code is still needed for a successful rescue 
 at sea, guess again.  Three men who were rescued from the hull of a 
 capsized boat on Saturday, September 13th definitely know this.  You 
 see, they were saved after one of the sailors sent an electronic text 
 message to his father using a two-way pager.

 Caught in what the British Coastguard later described as rough seas 
 and gusts up to 45 knots, the men used a combination of a mobile 
 phone and VHF radio to call for help.  The Coastguard first received 
 an emergency assistance request at 4:50 pm UTC but that call was 
 dropped due to poor signal strength.  

 Then came a signal from an emergency locating beacon triggered by the 
 men.  It showed the vessel to be south-west of St. Catherine's point 
 on the Isle of Wight.  But it wasn't until the Coastguard received a 
 call from one man's father - calling from his home, near Southampton -
 that the position was confirmed.  His son had sent him a text 
 message that he passed onto the Coastguard.  A helicopter was 
 dispatched and the men were plucked to safety.

 Commenting on the rescue, and the way text messaging can often make 
 it through when coverage is patchy was Watch Manager Colin 
 Griffiths.  He said that the incident adds to the number of times the 
 Coastguard has been alerted to a marine incident by just such a text 
 message.

 Just now some of the background work done at WRC03 is coming to light,
 the work was intensive, main conference hall had over 1500 seats,
 simultaneous translation in 7 languages often more than 10 meetings going on
 at the same time, distributed in three adjacent buildings.

 Some meetings went on till the wee hours of the morning and resumed at the
 usual time the next morning!

 The growing number of completely new radio services clamouring for spectrum
 allocation, such as for example space borne radars for terrestrial
 observation, high altitude platforms together with the ever increasing
 number of new ITU Member States with active participation made the
 deliberations that much more difficult.

 Region 3 amateurs who participated in WRC 03 were Chairman/Director Fred
 Johnson ZL2AMJ on the New Zealand delegation, David Wardlaw VK3ADW and
 Keith Malcolm VK1ZKM on the Australian delegation, Director Y S Park HL1IFM
 as R3 representative and Rhee Joong Guen HL1AQQ on the Korean delegation,
 Secretary K Komuro JA1KAB and Jay S Oka JA1TRC from the Region 3 Secretariat

 "SINGERS" HAMS SING FOR JOY.
 Singapore Amateur Radio Transmitting Society has been 
 advised by the nations Info-comm Development Authority
 the requirement for a Morse code examination for HF
 operating privileges in Singapore has been removed.
 All current and future licenses have become convertible
 to the Singapore General Class. This, with full
 High Frequency operating privileges.

 Singapore is thought to be the first country in Asia to adopt
 the recent amendments of Article 25 of the ITU Radio Regulations.

 Each 2 years an election is held in Germany for the board positions
 of their national society, DARC (EC).
 Hans DJ6TJ advises the only minor change is that Hardy Zenker, DL3KWF
 resigned from his post as DARC vice president.
 He is replaced by the new elected vice president Ingobert Dittrich, DK9MD.
 Ingo is surely well known as a former representative of the broadcasters at
 a lot of committees within Europe.

 Bryan VK4KWB says the BARC work benches are alive to the smell of
 'rosin' in the mornin's and nights!
 Projects Officer Kev VK4ZR has BARC busy with PIC controlled FREQUENCY 
 COUNTER BUILDING  and other great projects in mind .
 QRP section under Ron VK4EV is going well with interest shown by all club 
 members.
 There is also great interest shown in slow scan TV using computer sound
 cards and software  with several members sending and receiving SSTV.

 Their AGM at Camp Fairbairn last weekend took place in fantastic weather
 and great company plus some good VHF DX happening through the clubs
 RHR and RSP repeaters.

 John/VK4JKL a direct path of 690km!

 A bit of serious business happened on Saturday evening with the
 election of office bearers for the 2004 year.

 New President is Mark Robinson VK4KMR and his vice president will be
 Larry Munns VK4CLM, this year earmarked for completion will be the
 restoration of their repeater linking's

 Sunday morning no one could leave until everyone
 posed for the "family portrait" with Margaret VK4AOE who had made
 the trek north from Dalby, no doubt we'll see that in one of

 ARRL "LOGBOOK OF THE WORLD" GOES LIVE!
 The long-awaited QSL-cardless ARRL awards and contact credit 
 system "Logbook of the World" (LoTW) has officially opened for business 
 and within its first five days of operation, the system--which 
 is open to all--already had attracted more than 1000 requests for a 
 digital certificate, the essential pass key to LoTW.

 Participants will use their digital certificates to "sign" and upload 
 either Amateur Data Interchange Format (ADIF) or Cabrillo-formatted 
 files. 

 At the heart of the Logbook of the World concept will be a huge 
 repository of log data provided by operators--from individual DXers 
 and contesters to major DXpeditions--and maintained by ARRL. Mills 
 says the system will benefit big and little guns alike by providing 
 quick QSO credit for ARRL-sponsored awards, especially DXCC.

 their propagation information system currently from NOAA, the American
 service, National Oceanic and Atmospheric Administration.  

 This includes real time data on the state of the interaction of the earth's
 magnetosphere with the solar wind and state of the earth's magnetic field.

 These tools have been invaluable to the amateur community worldwide
 for many years and RAC say "if we want to continue to have the data 
 available NOAA needs to be aware of the extent to which this information
 is appreciated and diligently used by millions of Radio Amateurs worldwide..

 Championships Update:
 The Australian ARDF Championships will be held in Ballarat next
 Saturday the 11th October. This will be an great opportunity to
 test out new transmitters, antennas and Sports IDents, and get
 them running smoothly before the Region 3 championships later in
 November.

 DIGITAL COMMUNICATIONS CONFERENCE 2003 A HIT!
 More than 100 Amateur Radio digital enthusiasts showed up for the
 2003 TAPR/ARRL Digital Communications Conference.
 Friday and Saturday forums covered a wide range of topics from APRS to
 software defined radio.
 The ARRL Technical Innovation Award went to  Jonathan Taylor, K1RFD,
 who created the popular EchoLink Amateur Radio/Voice Over Internet
 Protocol network.


 IRLP VoiceMail Gateway Commands
 Speaking of VoIP, Tony VK7AX is our first IRLP station in VK using an
 experimental Voicemail Gateway, this one designed by Ted Freitas KE6YJC.
 Currently you can send a user a voicemail message and they will be notified
 via an email text message that they have a new message waiting.
 Ke6yjc's intention is to make an actual full featured Voicemail Gateway
 that will allow a user to send a voicemail to a user on remote IRLP systems
 running the Voicemail Gateway scripts.
 Oh and Tony VK7AX operates Node 6700 IRLP/VOICEMAIL



 WW SPECIAL INTEREST GROUPS --- RADIO AMATEUR OLDTIMERS
 The man believed to be the oldest Amateur Radio operator in the US,
 Byrl "Tex" Burdick, W5BQU, of El Paso turned 103 on September 25.
 1st. licensed in 1930, Tex is on the air every day most recently on
 or about 21.314 MHz and he enjoys ragchewing.
 The ARRL President Jim Haynie, W5JBP has extended congratulations and
 best wishes.
 Happy Birthday, Tex!
 (VK's oldest active amateur is almost EXACTLY 5 years Tex's junior,
 Alf Webb VK2UC turned 98 years September 10 2003 and was licensed 1947).



 SPECIAL INTEREST GROUPS --- RADIO SCOUTING
 The 46th Jamboree on the Air will take place on the 18th and 19th of 
 October 2003.  Anyone seeking information regarding JOTA can contact 
 Steve Watson the VK Cordinator via the jota site.

 The VK1 Division intends to support two stations for JOTA, Farrer and a
 Station in Queanbeyan. Can you assist?  A minimum of 12 or so operators.

 Westlakes in VK2 is seeking assistance with the Jota week end.
 Contact Westlakes during the callbacks or by phone.
 John Gibling, VK2EKG, is looking for assistance in running a JOTA station on
 the 18th and 19th of October at Gunnamatta Park, Cronulla.
 Tents and equipment are already being provided and he only needs assistance

 John Abbott, VK2SKY, is seeking the loan of a High Frequency SSB for use in
 the upcoming JOTA. Contact SKY  9838-0644

 Queensland JOTA needs a lot of helpers to "make it work".

 Pimlico - Mundingburra Scout Group VK4SBP, Pioneer Park VK4SPP and
 Pioneer Park Scout Den, Thuringowa.


 A call has gone out from VK1 THAT "If you intend to use IRLP with JOTA
 please limit sessions to 15 minutes to allow other stations to have a go".

 WHERE RECORD SPEEDS CAME FROM
 And finally this week, ever wonder why the first successful disk 
 phonograph records ran at 78 revolutions per minute?  Well a posting 
 to one of the audiophile remailers explains it this way.

 Up until the 1920's recordings were made at a variety of speeds from 
 75 rpm to 84 rpm, and sometimes outside this range.  The minimum 
 acceptable speed was governed by the quality of the sound from the
 innermost grooves of the record. By trial and error this speed was found
 to be around 78 to 80 rpm. 

 The speed of records is based on the American electricity AC standard 
 of 60 hertz.   When engineers wanted to standardise the speed of 
 recording equipment in the studios they started using synchronous electric
 motors. 
 These are motors that are locked on to the 60 hertz power and run at 
 precisely 3600 rpm. 

 If you use simple gear ratios then 3600 divided by 46 is 78.26 rpm.  

 And all other phonograph record speeds came from the same source as well.

 3600 divided by 80 gave us the popular 45 rpm record that helped to
 make the rock and roll revolution.

 3600 divided by 108 is responsible for the L-P 33 1/3 rpm record and
 divided by 216 made the somewhat rare 16 2/3 rpm disks. 

 Of coarse most 'black flat' albums have been replaced by digital compact 
 disks,  but the history of grooved disks is an interesting one and now
 you know how it all came about.
