 ACA to be spam watchdog
 The Australian Communications Authority (ACA) is to set to become
 Australia's spam watchdog following the introduction of draft legislation
 in Federal Parliament.

 Mark Loney made passing reference to the ACA's roll re SPAM, during the
 Brisbane public forum on the Amateur Radio Discussion Paper Sept 19.

 ACA Acting Chairman Dr Bob Horton said the draft legislation gave the
 ACA an investigative and regulatory role with the electronic marketing
 industry that was similar to its established role with the
 telecommunications industry.

 Dr Horton added that proposed changes to the existing Telecommunications Act
 would give the ACA the role of promoting responsible practices for
 commercial electronic messages.

 When passed provision has been made for individuals fined up to $44,000 and
 companies up to $220,000 for a first offence.



 PLT/BPL/PLC--THE WORLD MAKES A NOISE!
 A PLC trial in Karaka Street, Takapuna, ZL, is known to have taken place in
 June. Reports are that it had "mixed results". The problem found is that
 the HF modulation will not pass through the pole-mounted step-down
 transformers but it worked fine on the low voltage side.

 Tests over the 400V and 1100V lines gave the same problem.  It is understood
 that development work is being done on a "bypass" to allow PLC data
 to get around the pole transformers and to use PLC over the high voltage
 network.

 No information has been obtained on whether or not the tests considered
 the level of HF radiation from the lines.

 From time to time we hear "water cooler" gossip that the WIA exam service
 is dragging the chain in posting results etc etc.
 More often the case is the examining body or candidate have "mucked up" the
 paper work somehow.
 Well, no matter your thoughts, spare one for our friends in EI land!
  
 In their news service they say "The IRTS Committee is very concerned that
 it has not been possible to arrange Theory Tests for some considerable time.
 Following discussions with ComReg, (Irelands ACA) agreement in principle
 has been reached to hold a Theory Test in Dublin "later in the year".

 And you thought WE were hard done by!

 Many listeners will be aware of the work of the CQVK team on a public
 response to the the ACA's discussion paper.
 The team designed an alternative middle-of-the road entry level licence
 called the Discovery Licence, and published a detailed proposal on the
 CQVK website a few weeks ago to encourage debate and discussion on the
 features of an entry level licence, and the composition of a balanced
 package of features that integrates with a practical licence grade
 structure.

 We have now produced a draft response to the ACA discussion paper
 addressing all the issues raised in the paper. The response contains
 detailed proposals on:

 a recommendation for an early interim arrangement for the removal of the
 Morse code qualification requirement; 

 an integrated licence grade structure;

 transitional arrangements for Novices;

 interference management; and

 class licensing.

 The draft response to the ACA discussion paper will be available on the
 CQVK website for comment from Sunday 12th of October for a short comment
 period.
 The document will be finalised later next week and the CQVK website will
 provide two separate facilities to allow amateurs and others to register
 their support for:

 the Discovery Licence alone; and

 the entire CQVK response to the ACA's discussion paper (including the
 Discovery Licence). 

 If you have already registered support for the Discovery Licence, and you
 wish to register support for the entire CQVK response to the ACA's
 discussion paper, you need to register that support separately.

 Proposal, and support registration facilities are all on the CQVK website

 Special event station VI3BVS
 To commemorate the 200th anniversary of Victoria's first European
 settlement, WIA Victoria is mounting a special event station Victor India
 3 Bravo Victor Sierra is on air Sunday the 12th of October looking for
 contacts.
 The station is being mounted by WIA Victoria at Sorrento on Victoria's
 Mornington Peninsula.
 Lieutenant Governor David Collins first landed near Sorrento 200 years
 ago, and established a camp of 460 people.
 The special event station VI3BVS has received official permission to set
 up at Sullivan Bay,   where the first settlers arrived.
 Operators will be Ron Cook VK3AFW, Jim Linton VK3PC, and Barry Robinson
 VK3JBR.
 Listen for VI3BVS on Sunday 12th of October on the 40, 20, 15 and 10 metre
 bands working DX and local contacts as propagation permits.
 VK3's will also find the station on VHF when time permits.
 A commemorative QSL card will be available. QSL via VK3WI or through the
 bureau.



 INTRUDER WATCH - ENFORCEMENT ZONE

 In England, new powers of arrest were introduced on the 18th of September
 in an attempt to combat pirate radio stations.

 The police, working with Radiocommunications Agency investigators, will
 now be able to arrest a pirate broadcaster or anybody suspected of
 supporting or facilitating illegal broadcasting.

 UK Communications Minister Stephen Timms said: "These new powers will be an
 important weapon in the campaign against pirate broadcasters. By interfering
 with communications services which are vital for public safety, pirates can
 put lives at risk".

 Pirates detained under these new powers could face an unlimited fine or
 up to two years in prison. For other transmitting offences such as
 unlicensed use of business, marine, or amateur radio the maximum penalty
 is a œ5000 fine and / or 6 months in prison plus forfeiture.

 AMATEUR RADIO ENFORCEMENT "THE RILEY WAY" MARKS FIVE YEARS
 Close to 1000 Amateur Radio enforcement cases have crossed his desk since
 Riley Hollingsworth was tapped five years ago to resurrect the FCC's
 Amateur Radio enforcement efforts. That doesn't include countless ham
 radio "situations" he's resolved through informal counseling on the
 telephone or through an exchange of e-mails.

 "The biggest problem we have now, I think, stems from conduct-type
 problems--lack of courtesy, taking serious offense and reacting to what is
 perceived as deliberate interference," Hollingsworth said this week.

 Amateurs "have got to stick together and cooperate and stay away from the
 infighting because they've got some very serious external threats,"
 Hollingsworth said, citing BPL as just one example. "To the extent that
 they're not rowing together, it makes those threats more dangerous."

 In his many public appearances Hollingsworth has stayed "on message" over
 the 5 years of his amateur enforcement tenure. "I just want everyone to
 realize what they have," he said. "We have incredible frequencies, power,
 modes, and so forth." He said a realization of the value of Amateur Radio
 itself is a deterrent to potential rule breakers, but he said Amateur Radio
 enforcement is "permanently ensconced" at the FCC.

 "My greatest satisfaction is thinking that I may have paid back a debt,"
 said Hollingsworth, who's been licensed since age 13. "It's the most
 rewarding thing I've ever done with the Commission."

 volunteers on the information society. She is looking particularly at

 Luxembourg Drops HF Bands Morse Requirement
 Yet another country has announced the dropping of the Morse code 
 requirement for HF bands operation. Since the 25th of September, 
 Luxembourg radio amateurs with a CEPT Class 2 licence - callsigns in the

 All logs up to September the 22nd have now been copied and sent to VK6NE,
 the QSO number would be well over 5000, this is great and VK8NSB Stuie
 says "I hope that the guys who are using the callsign are enjoy themselves
 on Amateur Radio".

 Ron VK8NRI has been working on a VI8 Operator Award signed by The
 Chief Minister, Mayor of Alice Springs and Presidents of the Alice Springs

 ARC and the Darwin ARC.
 This award will be forwarded to all VK8's & SWL operators who have made
 QSO's using VI8NT during the 6 months.

 third party communications ("Winlink" for boats.)
 Third party communications will stis the 46th year for the

 BUT it's the last Jamboree on the Air for Scouting Ireland (CSI)
 Scouting Ireland (CSI) will participate for the last time in the 46th Scout
 JOTA (Jamboree on the air) which will takes on Saturday and Sunday, 18th
 and 19th October next.

 Scouting Ireland (CSI) was founded in 1927 and today has in excess of 26,000
 members on the island of Ireland.  Boys and girls aged from six to nineteen
 are supported by over four thousand volunteer adult leaders who deliver
 a varied programme of activities in the out of doors and in the community.
 On the 1st of January 2004, Scouting Ireland (CSI) will join with Scouting
 Ireland SAI in forming a new association to be called Scouting Ireland.

 If you re-read this weeks QNEWS or listen to segment two you may very
 well learn of many MANY jota stations in north queensland thanks to OG.

 WIA FEDERAL HISTORIAN VK3AFU


 HISTORY OF THE RADIO OFFICER 
 'in the British Merchant Navy and on Deep-Sea Trawlers.

 The first maritime radio operator was Marconi himself. He was returning to
 England on the American Line SS St Paul, after a trip to New York.
 He had attended an international yacht race, as a way of promoting his
 invention - by transmitting the race results to the press, by radio. 

 Marconi set up a station on board the SS St Paul and was able to contact a
 land station at the Needles, on 15 November 1899, whilst still 66 miles out.
 An amazing result at that time!

 This led to the first formal installation of a `ships station' on the
 SS Lake Champlain in 1901, followed by others such as the Lucania and the
 SS Philadelphia.

 The first Radio Officers were telegraphists, who added `radio' to their
 skills, but soon training schools were set up by Marconi.

 A story often does the round's when "Sparks" are gathered, about a
 PM of New Zealand who could claim to have been one of the very
 early maritime radio operators. Around 1909, this fellow was travelling
 on a liner and wished to send a telegram to the UK Chancellor of the
 Exchequer and Postmaster General. He went along to the radio cabin, sat down
 and sent the telegram himself, to the amazement of all.

 That PM was almost certainly Sir Joseph Ward, who was prime minister
 from 1906 to 1912 and again from 1928 to 1930.  He had joined the
 NZ Post & Telegraphs Department as a message boy in 1869
 and learned Morse, as most message boys did, but was soon sacked for being
 "impudent".
 Later, when he became the Postmaster General AND Prime Minister, he was
 well known for sending his own telegrams, when showing dignitaries around.
