WIA Response to the ACA Amateur Radio Discussion paper
The WIA Federal council met at Parramatta on Saturday 22 September in order
to discuss the Federal response to the ACA discussion paper. The meeting
was attended in person by VK1, VK2, VK3, VK4, and VK5/8. VK6 and VK7 were
represented by telephone. The timing of the meeting was such as to allow
feedback on the first of the ACA public meetings to be discussed at the
meeting as well as discussinponse to the discussion paper will reiterate this
position.
The Interference handling proposal
The other area of major concern in the discussion paper was the proposal on
how to handle interference in the context of the Amateur Radio Service. The
WIA opposes the proposal set out in the paper on a number of social justice
and technical grounds.
At the meeting though no clear leading alternate proposal was identified.
A strategy to define an acceptable alternate proposal was agreed upon and
this will be further discussed over the next few weeks in light of the
discussions amongst members and the public hearings.
The Australian Entry level licence
The final areas of discussion at the meeting was around the details of the
proposed Entry level licence. The outcome of the meeting is summarised
below:
That the Entry level licence forms part of a 2 tier system (namely entry
level plus AOCP)
That the Entry level licencee should be allowed to run 100watts (in line
with currently available commercial equipment)
That the licence should grant access to all modes
That the following frequency allocation be sought:
Band Allocation Rational
1.8 MHz Nil To avoid BCI issues
3.5 MHz All except DX window Exclusion of the weak signal segment
7.0 MHz 7.1 - 7.2 MHz The band offers both day and night
propagation.
14.0 MHz Nil Excluded to offer an incentive for
upgrade (This is the main DX band and
we need to be conscious of sensitivity
to international interworking issues)
21.0 MHz All band
28.0 MHz All band
50.0 MHz 52Mhz -54MHz Most of the band excluding the weak
signal segments and avoid broadcast
TV stations.
144.0 MHz 144.625 - 145.800
146.000 - 148.000 Most of the band excluding the weak
signal segments
430.0 MHz 432.625 - 435.000
oes not have to be a limitation on the Amateur Radio service, and that
in conjunction with an Amateur Registration Board a Class License could
free up the administration of Amateur licensing for Australians and
visiting Amateurs.
* It was apparent that the ACA has a preference for a two-tier
licensing regime, but would accept advice from Amateurs.
In general, the attendees were impressed by the ACA's willingness to
listen.

Re the interference "proposal", mention was made at the first public
forum, we, as Hams were "reading to much into it", you mentioned if
we were not causing the interference how could we be blamed.
CORRECT
Does this mean if for example a baby monitor was causing TVI and not
the next door Amateur, ,
we would not be at fault...
we would not have to cease transmitting?
AGAIN IF THE AMATEUR IS BLAMELESS, THERE WOULD BE NO ORDER TO CEASE TX.
So who determines where the interference originates?
ACA or an independent umpire?

THE DOCUMENT WAS PRODUCED AFTER ATTENDING A SYDNEY CONFERENCE ON BPL,
AT THE REQUEST OF THE WIA PRESIDENT.
IT'S PURPOSE IS TO EDUCATE THE AMATEUR FRATERNITY ON THE SITUATION WITH BPL.
IN PARTICULAR I HAVE TRIED TO PRESENT A BALANCED VIEW SO AMATEURS CAN SEE

The BPL conference in Sydnet straw' working night shifts at the Fire Control Centre
over in Yorklea.
Eight operators have worked the shifts with many others working in the
RFS as well.

The Maryborough Amateur Radio Club (VK4) has a Philips FM-828 Mk-1
converted to a WICEN Repeater for portable use surplus to their requirements.

adjustable " on loss of carrier" comes with all circuits and docs and
mounting hardware, some final adjustments to be done, unit has been
tested on air.

ZS AR DEVELOPMENT TRUST TO RAISE FUNDS FOR IARU MEMBERSHIP
The South African Amateur Radio Development Trust has started a
fund raising campaign to fund the SARL's membership of the IARU.
Radio Amateurs are urged to make a donation to the fund.
"It is in every radio amateur's interest to ensure that South Africa
maintains its international relations and sets an example to
Africa. As the largest Amateur Radio Society in Africa and the
country with as many Radio Amateurs as the total for the rest of
Africa, we cannot stay out of the mainstream of organised
amateur radio", SARL President Graham Hartlett, ZS6GJH, said.

WEIRD AND WONDERFUL
PET PATROL!
Amateur Radio Newsline's News Hound Bruce Tennant K6PZW is on the
scent of a unique story, here's Bruce with the details.
Peter Kringle K-C-9-B-I-W of Superior Wisconsin tells it this way.
Peter came home for lunch to find his dog Lilly missing. She has some
how unhooked the standard dog clasp and a locking carabineer.
Peter first walked around the area looking for his dog. He then got
in his car and drove their normal walking loop. But he was unable to
find Lilly.
No report that Peter was calling Here Lilly and looking Hi and Low..

At this point he began asking people in the area, called the local dog
shelters, leaving a description of Lilly in case some one found her
and brought her in.
By this time it was 3 P.M. and Peter decided to try something that he
had not heard of anyone else every trying before. He turned to ham
radio for assistance in finding his missing pup.
2 amateur radio operators answered his call. This meant that there
were now two in cars and K-C-9-B-I-W on foot looking for her. This
meant that the searchers were able to cover much more ground in a
very organised fashion.
It was just before 4:00 p.m. when one of the hams spotted Lilly and
was able to pick her up. He then called out on the repeater to let
every know she was safe. A bit later Peter was able to rendezvous
and take the wandering Lilly back home.
And that's a perfectly happy ending to the story and to this
segment of the weeks qcast as well.

WIAQ COUNCIL NEWS:-
Last weekend the WIAQ attended 3 important meetings in relation to the
ACA discussion paper on the future amateur radio licensing. On the Friday
evening we attended the ACA public discussion meeting in Brisbane.
On Saturday Federal Council met in Sydney to determine a National WIA
policy on the ACA paper. A summary of the Friday evening meeting was
circulated to attendees of the meeting in Sydney before the start of the
WIA meeting there. The Sydney meeting also made use of the opportunity of
having WIAQ Council at the ACA discussion meeting in Townsville on the
Saturday afternoon. Questions from the Sydney meeting were asked at the
Townsville meeting.
In Brisbane we had Bruce VK4EHT and Bob VK4YBN, in Townsville were
Gavin VK4ZZ, Dale VK4DMC and Ken VK4KF and in Sydney WIAQ Federal Councillor
Glen VK4DU. I would also like to thank the 150 or so amateurs who attended
the ACA discussion meetings on that weekend who have effectively
participated in the making of WIA national policy on the ACA discussion
paper.

It's the Southern Cross Award. This one's issued by Melbourne's Eastern and
Mountain District Radio Club. Amateurs and SWLs who log the required number
of EMDRC members may apply for the award.
VK3 stations must work 15 club members plus at least one of the club
callsigns, but those outside the state need only work five EMDRC members
and one club callsign. These are VK3ER, VK3BNW and VK3COD, plus any
special calls operated by the club, such as VI3GP, which airs at
Grand Prix time each year.

This station, if a genuine call would have been "out of band",
being a "Z" call.
I feel, as when he was called in, and that there was no reply,
all on Tony's net were sticking to the rules.
The call VK4ZLY does NOT appear in ACA DataBase.
RADIO LAW FOLLOW-UP: NEVADA TOLD TO SCRAP NEW RADIO SYSTEM
Here's a follow up on a story we brought to you several months ago
regarding a new state wide radio system in Nevada and an oversight by
the regulators planning it.
"As previously reported, the Nevada Highway Patrol had spent $14 million
on a contract with Motorola to build a computerised radio system.
It was activated back in 2000 but nobody from the state ever applied
to the FCC for licenses for the frequencies.
As a result, the FCC had told the Nevada Highway Patrol and other
state agencies to stop using the 140 frequencies by last June.
To comply with the federal order, Nevada has had to scrap a costly
radio system that's less than two yeas old. So on Tuesday, September
9th the Nevada state Board of Examiners voted to spend $16.1 million
on new radio gear for the Nevada Highway Patrol".

ESR Volume 1 Number 1 was released on the 5th September 2003
ESR stands for Electronics Science and Radio which will be the
content area of the magazine. Radio will always dominate and the
