 Hello Graham and hello listeners.

 As we all know, the Australian amateur radio service is facing some
 serious challenges, probably the most serious of the last 50 years.
 
 The ACA have really thrown down the gauntlet with the release of their
 discussion paper on the future of the amateur radio service - the paper
 does raise some contentious issues, the most objectionable of which is
 the ACA's desire to shift the responsibility for the resolution of
 interference problems on to amateur operators alone. 

 However, from a big picture perspective, the paper also provides us with
 a significant opportunity to streamline and revitalise amateur radio.

 The federal council of the WIA is meeting at the VK2 division
 offices in Sydney this weekend to develop a consolidated WIA reply to
 the ACA paper.  If time permits, we will also take the opportunity to
 discuss licensing issues, particularly the proposals for a new licence
 grade and the ACA's delays in the removal of CW as an examination subject.



 PLT/BPL THE WORLD MAKES A NOISE!

 "BPL could be the biggest threat to HF operation that we have faced.  The
  proponents of this technology will receive tremendous support from a
  bandwidth-hungry (dare I say obsessed) general public".

 They were the words of a WIA Federal Councillor this week as Australian
 Amateurs are slowly awakening to the menace of what PLC/BPL can offer!

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 
 Forget plugging into lines and Modems and carrying suitcases full of 
 information.
 Thanks to a Queensland Government initiative, Brisbane's CBD is 
 counting down the days until it goes "Wireless" with 20 sites that will 
 trial high speed wireless internet facilities.

 I.T. Minister Paul Lucas has announced that Queensland Company 
 Hotspot Global  heads a consortium of local wireless technology 
 companies and major national partners who have won the contract for the 
 State Government's Wi - Fi pilot.

 Mr Lucas says the technology will mean people would be able to use 
 wireless enabled laptops and mobile devices to access the internet , check 
 e-mails ,download files and access Queensland Government information 
 services at any of the 20 hotspots around the city.

 Access to the Queensland Government Gateway will be free while other 
 activities such as checking e-mails and surfing the net will cost around 
 20 cents per minute.

 Mr Lucas says  the sites now being trialed include the Roma Street 
 Railway Station , the Law Courts Complex , the Robina Railway Station 
 and Suncorp Stadium.

 Tasmanian Police Commander  P.J. Edwards for his commitment
 as an independent person under the youth Justice System Act 1997,
 for providing support to young people whilst in police custody.

 RESCUE RADIO INTERNATIONAL
 WIRE ANTENNA, BATTERIES, 50W THE ORDER OF THE DAY.

 Amateur Radio became a primary means of contact between Bermuda and 
 the rest of the world as Hurricane Fabian swept across the island
 early September.

 Fabian took out power to about two-thirds of the island as well as all
 radio and TV stations. Additionally, generator problems took the
 government's emergency FM station off the air for a time.

 Tony Siese, VP9HK, reports the only contact with the outside world for
 a couple of hours was via hams like himself relaying information on 2 meters
 to HF operators and getting weather reports from the Hurricane Watch Net
 on 14.325 MHz.

 VP9 hams unfortunately, had to resort to makeshift antennas and back-up
 battery power as the storm approached their locations.
 Brave Bermuda hams, using car batteries, basic wire antennas and only
 50 W of power, were able to send those valued 'surface reports' and
 receive vital hurricane advisories.

 ARRL PRESIDENT HAYNIE ADDRESSES SEPTEMBER 11 ANNIVERSARY NET.
 On the second anniversary of the September 11, 2001, terror attacks,
 ARRL President Jim Haynie, W5JBP, joined Amateur Radio operators across
 the US and around the world in pausing to remember those who died that day.
 Haynie was among the more than 1400 amateurs checking into the
 911 Commemorative Net organised by N2LEN.
 The net linked repeaters across the country--many via the Internet--and
 included opportunities to check in via EchoLink, IRLP and eQSO nodes.

 Seven Amateur Radio operators died in the World Trade Centre and Pentagon
 disasters.

 IARU ADMINISTRATIVE COUNCIL CALLS FOR SPEEDY REMOVAL OF CW.
 The focus was on the future when the International Amateur Radio Union
 Administrative Council met September 6-7 in Amsterdam, the Netherlands.

 The council reviewed in detail the results of World Radiocommunication
 Conference 2003 (WRC-03) as they affected the Amateur and Amateur-Satellite
 services and congratulated and thanked all individuals and organisations
 contributing to the "satisfactory outcome."

 In the aftermath of WRC-03, the council urged IARU member-societies to call
 to the attention of their administrations "the desirability of adopting
 specific changes in their domestic regulations for the amateur and
 amateur-satellite services, so that they will be consistent with the revised
 Article 25 of the international Radio Regulations."
 In that vein, the IARU governing body called for the removal of Morse code
 as an examination requirement to operate on HF. The council reiterated its
 stance first taken in 2001 that Morse code proficiency "as a qualifying
 criterion for an HF amateur license is no longer relevant to the healthy
 future of Amateur Radio."

 "IARU policy is to support the removal of Morse code testing as a
 requirement for an amateur license to operate on frequencies below 30 MHz,"
 the IARU Administrative Council resolved.

 CANADA
 Derek Hay, ve4hay RAC Section Manager - VE4, advises that the
 RAC Morse Survey results are in.

 In brief, two of three Canadian amateurs responding to the survey
 wish to see Morse Code dropped as a requirement for access to the HF bands.
 Two of three, want to see changes to the Basic Exam.



 TOWER DOWN!
 Men repairing a broadcast tower were killed in Huntsville Alabama,
 this when the 985 foot structure suddenly collapsed.  
 A Huntsville police spokesman said three men were several hundred 
 feet up into the 985 feet high tower when it came toppling down.
 Two were crushed in the rubble and the third died at a local hospital.   
 Witnesses said the three were secured to the tower and  unable to escape.

 TOWER UP - "I'M STLL STANDIN'"
 Glen English VK2JPR donned skis and set up the summit of Bald Hill
 1764m ASL in the Snowy Mountain region of VK after everything went off air
 in a massive storm on Wednesday night, the anemometer on the site had
 recorded 157 kph before it was destroyed!

 Glen found the beacon antenna missing many parts, the 400 kG equipment hut
 had overturned in the wind!!!

 BUT the tower WAS still standing.

 Speaking this week on QNEWS VK2JPR said "I used the winch cable and
 crankup-winch on the Nally Tower to right the building and move it
 into a useful position. I had been looking around for something to the
 building, then I realised that I had two winches, and two winch cables
 that were part of the Nally, so, in a gale and 2degC  wind and sleet,
 I climbed up, disconnected the top tower section from the winch cable,
 re-ran the cable over the tower outside via a bit of 2" pipe as a pulley,
 and pulled the 400kG site shed upright.
 
 Then removed everything from the jumbled mess
 in the hut, reinstalled it and now, everything works."

 However the beacon will be 'as-is' until Glen can repair it post-winter.

 One very proud President, Harvey VK4AHW was delighted at the turn out
 and response to this years SUNFEST, already the dates set for next year,
 Saturday September 11 2004.

 It seems just about everyone went away happy.  The dealers all moved quite
 a bit of stuff, the caterers judged quantities to the point that there was
 virtually zero wastage, Treasurer was smiling (always a good sign), the
 public seemed to be impressed and satisfied.
 Very few people went away without a good bargain or two.
 In short, everything seemed to go like clockwork.



 The annual general meeting of the Tablelands Radio and Electronics Club
 Incorporated was held on Saturday 13 September 2003 in Atherton.

 President this year is John Roberts, VK4TL who takes the chain of command
 from  Allen Perry .

 Remember the club meets the 4th. Wednesday of the month at the
 Atherton Community centre, Mabel St. and holds  nets Thursday evenings
 at 1900 hrs on 146.675 and on Sunday morning at 0830 on the same repeater.

 "No-one enjoys pager interference on 2 metres, do they?  Short of buying a 
 much better radio or moving house, is there anything you can do about the 
 problem?  What causes the apparent interference anyway?

 "These and other related issues will be the technical subject under 
 scrutiny at this coming week's Brisbane VHF Group meeting.  Many VHF 
 amateurs will be interested in this subject, and the Brisbane VHF Group 
 recognises this as another way it can serve the amateur community in the 
 Brisbane region.

 The meeting will be held at the home of Rob Bathgate, VK4ZDX, at 53 Arrol 
 Street, Camp Hill, starting around 7:30 pm.  All are invited!"

     Way 1. From Emerald, take the Road to Springsure, turn off at
     about 18km south (the way is well marked), travel a further
     6.8km and turn IMMEDIATELY LEFT at the grid and then
     follow the bitumen road.
     Way 2. Heading west from Emerald, turn left over railway near
     Industrial Estate into SELMA road, you might need to call on VK4RSP
     146.825MHz (-600kHz split) for final directions.
     Keep going beyond the advert for Lake Maraboon Village Resort for
     about 3km. The Camp Fairbairn  turn is on the right near the cattle grid.

 Hi, thanks Trevor and G'day listeners.
 There's not much contesting news this week - nice change in the face of
 all that's happening on the licensing front - so I'll be out of your ears
 in just a few moments.

 In fact, you'd better get the old lawn mower out of mothballs, for the next
 contest of note, the Oceania DX on phone, isn't until October 4 and 5.
 Just one week later, though, on October 11 and 12, is the Oceania DX for CW.
 Then we fast forward a few more weeks to November 1 and 2 for the
 Spring VHF-UHF Field Day, and mark the calendar as always on Boxing Day,
 December 26, for the Ross Hull VHF Contest.

 One would normally check the official VK Contests site, which is
 www.vkham.com and follow the links, but you'll actually find the rules
 for the Spring VHF-UHF Field Day posted on the WIA Federal web site at
 www.wia.org.au
 
 That's it for contests, so we'll have a sneak peek at an award or three,
 starting out with an intriguing digital one. Well, I guess the award's on
 paper, but for you to qualify, the contacts need to be digital.

 Well guess what? Those of you who participated in last weekends PNG scramble

 pick up this colourful award!
 
 BIRD OF PARADISE AWARD
 This award is conferred when you are able to provide evidence of
 confirmed contacts with 5 P29 operators in 3 separate provinces of PNG.

 A certificate acknowledging that the holder has met the requirements
 of the Bird of Paradise Award is sent to successful applicants.

 Stations meeting the Award requirements can apply for the certificate
 with a US$5.00 handling and postage fee. NOTE no IRC's accepted!

 Now let's look at the Rally Australia Award.

 The object of this award is to travel around Australia by radio, making
 progressive contacts as you go, with both the first and last contact with
 a Redcliffe Radio Club member.

 BASIC RALLY AUSTRALIA AWARD.
 Contacts with 25 Cities and Towns around Australia.
 FIRST and also the FINAL contact must be with a R&D Radio Club 
 Member.
 Redcliffe Brisbane Sydney Canberra Melbourne Hobart Adelaide Perth 
 Darwin Mount Isa Townsville Redcliffe are MANDATORY.

 Applications for these awards should be accompanied by a certified 
 log extract, signed by 2 other amateurs showing date, time, frequency, 
 callsign and location of the stations worked.

 Redcliffe and Districts Radio Club conducts the club net every 
 Sunday and Wednesday the Awards net on 3.612 MHz at 1930 Hrs. 
 under the callsign of VK4RC.

 And once again, here's news of an award of a different kind.
 Station W6AQ has been presented with the first ever
 ARRL Lifetime Achievement Award.

 In announcing its award to W6AQ - better known to his mates as Dave Bell -
 the ARRL took note of Dave's many significant contributions to the work of
 the league, including his recent work as director of Amateur Radio Today,
 which is a video presentation of Amateur Radio's public service story,
 featuring Walter Cronkite, KB2GSD, as well as his production of other ARRL
 sponsored films including The Ham's Wide World, Moving up to Amateur Radio,
 The World of Amateur Radio and the more recent Ham Radio Olympics.

 It does the amateur service no harm at all to have such dedicated and
 enthusiastic individuals championing its cause. Well done, and thanks Dave!

 "In other news, QSL cards for the special event station, ZS-30-CWC,
  (the Cricket World Cup special event station set up by ZS1OAK) are
  about to be printed. We have not had any more card requests for the
  event which took place in March 2003, so now we have an idea of how
  many to print. That was a great day for you Australians!"

 NZART Business Manager Debby ZL2TDM says a meeting will take place in
 Auckland on the first weekend of October, this a working group discussion
 on target markets for promoting amateur radio and the best methods for
 this promotion.
 The group consists of Richard ZL1BOK, David ZL1DK, Don ZL1DTE, Jim ZL2BHF,
 Steve and Debbie.


 KB4KCH NEW VP OF ARNEWSLINE(TM)
 The Board of Directors of the Amateur Radio Newsline has confirmed 
 the appointment of David Black, KB4KCH, of Helena, Alabama, as its 
 Vice President.  Black, whom you heard earlier in this newscast will 
 fill out the unexpired term of Roy Neal, K6DUE, who died last month 
 following heart valve surgery.

 David Black, KB4KCH, is a 20-year veteran of the broadcast television 
 industry.  Prior to starting First Frame Video, David worked as a 
 television news reporter and weather anchor at WVTM, the NBC 
 affiliate serving Birmingham, Alabama.

 ART TAKES FILM FESTIVAL AWARD
 The ARRL sponsored video Amateur Radio Today has received a 
 Certificate of Merit at the International Communications Film & Video 
 Competition of the Chicago Film Festival.  
 Amateur Radio Today was co-produced by Dave Bell, W6AQ, Alan Kaul, 
 W6RCL, Bill Pasternak, WA6ITF and Bill Baker, W1BKR.  It is hosted by 
 Walter Cronkike, KB2GSD, and tells the story of ham radio in time of 
 major crisis including the 2002 Colorado Wildfires and the 2001 911 
 terrorist attacks against America.
 The show was written by Alan Kaul and edited by Keith Glispie, 
 WA6TFD, at Suite 16 in Burbank California.  More information about 
 the Amateur Radio Today and obtaining a copy is on-line at

 That film again, "Amateur Radio Today".
 Now with news of 'Amateur Radio Tomorrow' Owen Duffy,  one of the
 Authors of the "Discovery Licence" proposal joins us....
 
 "Thanks Graham.

 Last week we announced on QNEWS the Discovery Licence, an alternative
 new entry level licence proposal developed by the team of Ron Bertrand,
 Greg Parkhurst, Fred Swainston, and Owen Duffy.

 The Discovery Licence was positioned as a central model for an entry
 level licence, between the existing Novice or close variants, and the
 WIA's Communicator Licence which seems to be a clone of the UK
 Foundation Licence with substitution of Problem Based Learning for
 training and assessment.

 Feedback indicates strong support for the Discovery Licence. We have
 amended the proposal to incorporate the most common themes in feedback,
 without altering the central positioning of the model. The CQVK web site
 carries the amended document.

 As also announced last week, from Sunday 21st the CQVK web site will
 provide an opportunity for supporters of the Discovery Licence to add
 their names and comments to a list that will be submitted to the ACA as
 substantiated support for the proposal.

 A common question that we have received is "what about the existing
 Novices". The approach we planned was to firstly set out the objectives
 of an appropriate entry level licence and design a package of privileges
 and qualifications to deliver those objectives. Next, we would consider
 an appropriate full licence. If the gap between the ent particularly in the
 junior categories, so everyone is welcome to try out!



 WW SPECIAL INTEREST GROUPS --- FINAL FRONTIER

 VK5ZAI is the Australian Co-ordinator for ARISS.
 
 Parkes Radio Telescope in VK2, celebrated by the movie "The Dish" for its
 role in the first moonwalk, will once again help communicate with spacecraft
 exploring the solar system.

 Upgrades will handle the current deep space transmission as,
 Parkes' takes on some of the workload of NASA's Deep Space Network.

 With antennas in Spain, Australia and California, the Deep Space Network
 is a network of antennas that allow us to have two-way communications with
 spacecraft at all times.

 Starting this coming November and peaking in January 2004,
 an unprecedented fleet of spacecraft will require communications for
 critical manoeuvres. Among the potential users of the Parkes antenna are
 NASA's Mars Odyssey, the Mars Global Surveyor, the two distant Voyagers, the
 Stardust mission, the recently launched Space Infrared Telescope Facility
 and the European Mars Express.

 The major improvement is adding a microwave system that allows for reception
 in the X-band.
 Better performance will be achieved by extending the
 antenna's solid paneling by 10 meters.

 ED LU VISITS ALMA MATER VIA HAM RADIO
 NASA International Space Station Science Officer Ed Lu, KC5WKJ, spoke
 with students at Cornell University in Ithaca, New York.

 Lu from the Cornell Class of 1984, holds a BS in electrical engineering
 from the Ivy League school. The contact, arranged through the Amateur Radio
 on the International Space Station (ARISS) program, marked the first time
 students at the university had spoken to an astronaut in space.

 Among other topics, the Cornell students were interested in hearing about
 NASA's options to replace its aging--and currently grounded--shuttle fleet.

 At the controls of NA1SS aboard the ISS, Lu replied that NASA is looking
 closely at a "much smaller, much simpler vehicle"--the Orbital Space Plane--
 to transport ISS crews in the future.

 applications and have posted it on the website. It's a 8 MB download
 and uses the recordings they've been making mixed into a music track
 accompanied by still images of various locations of the speakers. Takes

 archive which is posted on the front page. Webstats are very heavy this
 week. Over 400 unique visitors thus far since Sunday. Many Japanese mp3's in
 the lower section.
