PLT PLC PBL
What ever way you say it it means NOISE!
WIA Victoria says there is now clear evidence of a PLT-C/PBL push in
Australia. That No-one can continue to be in denial mode.
From the QNEWS perspective Barry VK2AAB will no longer be a "voice in
the wilderness", many of us will soon be asking "why didn't we act sooner".
You'll recall MONTHS ago we mentioned the lil units being sold by DSE,
well these are small fry compared to the same basics being applied to
our 240 volt mains supply, or worse, the High voltage distribution system.
This, from the ACA website.
"The ACA currently has no mandatory standards for PLC equipment that
transmits information on frequencies above 525 kHz. Although there are no
standards at present, penalties apply in accordance with section 197 of
the Radiocommunications Act 1992 to a person or company who knowingly or
recklessly causes interference to radiocommunications services."
Industry fact sheets on EMC requirements for powerline communications
equipment Powerline communications (PLC) equipment delivering voice and
digital services over existing power lines are on site.
"To manage the risk of unwanted emissions or interference by PLC equipment
to radio-based services, the Australian Communications Authority (ACA) has
recognised European and international standards to cover this type of
equipment under its electromagnetic compatibility (EMC) regulatory
arrangements.
These fact sheet talks about mandatory standards for PLC equipment intended
for low voltage installations only.
The ACA at present has no mandatory standard in its EMC regime for PLC
equipment intended for high voltage distribution systems".

PLC Experts will be taking place in Sydney THIS WEDNESDAY the 17th!
ACA DISCUSSION PAPER IS THE TOPIC AROUND AUSTRALIA,
responsible Amateurs are taking the time to be heard
in this golden opportunity to set our scene for our future.
VK1 President Alan Hawes in a copy of WIA ACT news had some good
words to say on the ACA paper and we hams.
"I think it would not be an understatement to say that ALL amateurs have
an opinion on the structure of amateur radio.
Some amateurs have 20/20 hindsight and operate on the AORTA principle.
You might well ask what is the AORTA principle, this is when you hear
statements like "theyorta have done this" or "theyorta have done that"
and yet they have made no effort to make their views known to their
local club or the WIA.
With the release of the ACA discussion paper EVERY AMATEUR has been
given the opportunity to make comment on the future of our hobby
amateur radio.
If you truly value your privilege of being an amateur radio operator
don't waste your opportunity to have a say.
PLEASE if you have something to say either, put your comments into the
ACA or any office holder of your WIA division to enable the WIA to
formulate an informed response to the discussion paper.
NERG in VK3 HELD THEIR CLUB MEETING Thursday 11th September
and discussed the ACA's proposed changes to Amateur Licensing and
formulated a reply from the NERG.
SUMMERLAND AR CLUB in Lismore held a special meeting for their members
and interested Amateurs, to quote from Summerlands news release,
" No apparent concern here about this, only 5 attended the discussion meet."

The portable VHF repeater will be up at Mt Cronin as normal, either 147.125
or 147.150 MHz depending on how things go.
The Bulls Head repeater on 147.175 MHz will be used for the 2 Kowen Stages.

Wicen Central coast region are again providing some of the communications
on the 2GO Watagan car rally this weekend, coordinator is John VK2DBC.
Hunter and some keen members from Blue Mountains region are helping
out, Andrew VK2UAI via Westlakes is organising.
As a point of interest, Wicen are employing APRS for the first time on
selected rally vehicles. It is believed that this has been the result of
the interest shown by both the Central Coast Amateur Radio Club,
Central Coast Wicen & the practical instruction given by Dave VK2YDH.

Also today, the 14th is the City to Lake Fun Run, from Central Wagga to
Lake Albert with WICEN providing safety communications.
The Ride Around The Rock Horse Enduro is down for 28th September with John
Eyles VK2YW as the coordinator. WICEN will be providing safety
communications and passing scoring information.

On the Sunshine Coast, Maroochy Council have a 50W ICOM dual band
transceiver in the Nambour Council office for WICEN use and according
to the Sunshine Coast Club it is believed other VK4 shires will follow suit.
Also word that a possible terrorist alert will occur this month, no doubt
that should read a "training" alert... well hopefully!
Brisbane Area WICEN Group have again carried out another successful
communications support exercise for Cycle Queensland's 9 day Bike ride
passing through SE Queensland from Warwick to Gympie.
600 cyclists were along for the ride.
14 operators were involved including the XYL's of VK4ZMM Joy, VK4YBN Louise
and VK4JEN Karen .The ladies did an admirable job in not only marshalling,
radio operating, rider counting but also the most important Catering support

CELL PHONE HELPS RESCUE FCC OFFICIAL
A cellular telephone has helped to rescue two men dangling in a
gondola buffeted by severe winds near Aspen Colorado. One of them is
the chief of the Federal Communications Commission's Wireless Bureau
who turned to the phone during an ordeal where he was trapped for
more than two hours.

According to news reports John Muleta leaned on the technology he
oversees when he and Robert Pepper, an adviser to FCC Chairman
Michael Powell, got stuck in the gondola.
The two men had used a break in a telecommunications summit to take in
the view from atop of 11,000 foot Aspen Mountain.
Their sightseeing trip turned into an ordeal when the tram service
abruptly shut down during their return.
Muleta used his cellular phone to call for assistance.
But the local service provider apparently did
not have the latest "enhanced" 911 technology and could not locate
him precisely.
So Muleta simply directed the rescue effort over the phone.
Ironically, just before he left for the trip Muleta told an
interviewer that the FCC is looking at ways to accelerate the
deployment of Enhanced 911 service. This is the system that uses
G-P-S technology to more precisely locate callers.

Albert Waterways Broadbeach.
Well everyone you now have plenty of time to organise yourselves for the
picnic on the 29th November when we will try to keep the cup that stands
proudly in the club rooms. The picnic will commence at 10.30am at the
same place as last year details will be given as it get closer.
This notice is just for you to put in your appointments log.
It's not all that far away for the Hamfest on the 8th November at the
Albert Waterways, so you will have plenty of time to organise all those
bits and pieces you no longer need and take to the hamfest.
Also we are getting closer to the JOTA-JOTI weekend that will take
place in October and arrangements will be getting under way in the near
future. Perhaps club members might like to give some consideration to
assist with the weekend because once things are on the move we will of
course need volunteers to once again make the weekend a success
Wicen members every Tuesday at 20.00hrs there is a meeting on 146.950
for exercise and call ins.
The Club House is open every Saturday at approximately 1pm for amateurs
and friends to meet in a social environment and to use the workshops
for any repairs etc that may be needed and of course to make use of the
well stocked library.

Now in its second year, the South Coast Amateur Radio Group is based at
Nerang. This group has its own repeater VK4RBT on 147.800 and relays
the Q Sunday evenings at 7pm for the benefit of visitors on the Coast

INTRUDER WATCH - ENFORCEMENT ZONE - PRESENTED BY VK2UW CHRIS WRIGHT
In-truder Watch, we are joined by VK1LK Ernest Hocking, President of
the WIA.
Ladies and Gentlemen,
I have just received a call from the ACA expressing concern at reports of
Intermediate and Novice calls being heard on non-authorised HF Bands. The
ACA have indicated to me that such breeches of the terms of the amateur
licence will not be tolerated and that amateurs who operate in contravention
of their licence conditions will be prosecuted by the ACA.
At this time the WIA is actively working with the ACA to enhance the access
to the spectrum for the whole amateur radio community in Australia.
This includes efforts to expedite the outcomes of WRC 2003 with respect to
the removal of Morse testing requirements as a requirement for amateur
operation below 30 MHz.
As such it is appropriate that all amateurs act within the spirit of the
intent to resolve this matter by means of public debate and negotiation.
Distractions such as flagrant breaches of the amateur licence conditions at
this time do not help the overall negotiation position of the amateur radio
community at this time.
I would personally ask you all to desist from any such breeches of the
licence conditions at this time and simply wait a few months longer in order
that we can reach a negotiated concussion to these matters.

VK2UW WIA INTRUDER WATCH FOR AUGUST 2003
The 'ASIAN CW' Stations on the bottom end of 14 MHz are back in 'Business'
again. George, VK7GW, first heard them early August and VK8HA confirmed
that they were the same Operators. The Low Power receiving station is
a lot stronger this time but generally the same directions. In earlier
reports, this station disappeared after the 'ASIO RAIDS' in the Perth, vk6,
area earlier this year.
Lisa McCann of the ACA advised me (2uw) this week of an error in a call sign
allocation. VK9XAB was issued in-error to a visiting amateur to
Christmas Island, the callsign should have been VK9 with just a
2 letter suffix starting with X.
The amateur using the above callsign has now returned home to the
United Kingdom, so will not be operating anymore.
The Radiocommunications Agency has successfully prosecuted a Bradford
man for unlicensed use of radio equipment contrary to Section 1 of the
WiVK5SR both with 150 Points.
Contest manager Alex, ZL1BVK asked QNEWS to congratulate all winners on
these fine efforts as well as all the certificate winners.
And now to news of an award of a different kind. The Chiltern DX Club,
part of the UK DX Foundation, has awarded its prestigious annual
'Local Heroes' Award to Tex Izumo, 9M2TO.
With more we cross to the NZART's Jim Meachem, currently on assignment with
Amateur Radio Newsline... here's Jim.
"Club's awards committee recognised the commitment Izumo has
shown in providing many contacts and confirmations with amateurs
world-wide on all bands from 160 to 6 metres over a period of
many years.
This annual award goes to an operator resident in a DX country
who has provided excellent service to the DX community and who
maintains a high standard of operating without the benefit of
major sponsorship".
The Local Heroes Award actually carries a handy cash prize plus a year's
honorary membership in the Chiltern DX Club.

Commemorative DXpedition off the South Australian coast
A team of DXers will be activating Baudin Rocks IOTA OC-228
25th to 29th of September.
The special event station VI5BR will commemorate the 200th Anniversary
of the death of the French Explorer, Captain Nicolas Baudin.
Baudin Rocks, in Guichen Bay, 8 kms north of the seaport of Robe in South
Australia, was named by Captain Matthew Flinders after his famous encounter

The expected team is Peter Forbes VK3QI, Keith Proctor VK3FT, Paul Richards
VK3AJJ and Paul Stampton VK3KXG.
Usual IOTA frequencies will be observed, both CW and SSB. Emphasis will be
on 30 and 40 CW and 20, 17 and 15 SSB. Long Path to Europe around
0500-0800z will also be emphasised.
Baudin Rocks has only been activated once before in April 1999, by Martin
(G3ZAY) as VK4CAY/5 for a limited number of hours, making it a relatively
rare group for the IOTA program.
