 After the lengthy and in depth look at the ACA discussion paper last week
 by VK3PC, 4OF and ACA's Mark Loney quite a few Amateurs have written to
 the Q concerned in the main by the "Interference" proposal, others that
 it will be a two tier licensing system.

 Hopefully all these folk will have penned a proper response to the ACA,
 after all this is what the discussion paper is all about!

 QNEWS broadcaster in Westlakes Frank VK2FTL continued locally last week,
 and it's worthy of a quick repeat here and now!

 "The discussion paper is quite lengthy and at first glance does not
  appear to hold any real danger for the amateur radio operator until you
  get to page 35. Section 6.5

  Under the heading
  "Interference protection for other radio-communications Services". 
  We find the following proposal.

  The introduction of a "no interference" policy, where it is  proposed to
  hold the Amateur responsible for any substantial interference caused to
  the likes of digital TV, alarm systems etc..  Even after acknowledging
  that domestic equipment does not always have sufficient in built rejection.

  Why not legislate for manufacturers of this equipment to lift their
  game.

  In the USA it's been revealed a 20-meter amateur transmitter running
  as little as 10 W in the vicinity of an "in-house HomePlug standard BPL
  local network" could seriously impair the system's throughput.
  A 100 W signal would cause it to collapse altogether.

  So again, if the ACA suggestion we Amateurs would be held responsible for
  all interference problems, and BPL or PLT internet systems mushroom as
  is being touted we WILL find ourselves in "deep do do's"!

  As a club and as individuals we owe it to the amateur fraternity to seek
  clarification on this proposal and to resist the introduction of a policy
  that  appears to hold such serious repercussions for our hobby.
  I can only urge listeners not to be complacent but write to the ACA
  condemning this proposal while we have the opportunity.

 THE NO UPDATE UPDATE
 Following a story on RSGB news last week re Australia getting extra
 space on 80 meters come January One 2004 a couple of newer hams have
 asked us "please explain".

 Well following an extensive consultation LAST CENTURY the ACA determined
 that existing fixed/mobile users should migrate out of the band
 3776 - 3800 kHz to other nearby spectrum by 1 January, at which time the
 band is intended to be re-allocated to the amateur service on a sole
 primary basis.

 Reallocating of this 24 kHz of spectrum in Australia will create a future
 arrangement that more effectively aligns with trends in other countries.
 The long implementation timeframe intended to maximise the migration
 timeframe for existing fixed/mobile users, whilst recognising the expected
 rise in amateur radio interest and activity arising from sunspot
 cycle factors later this decade.

 The ACA wrote to the incumbent fixed/mobile users in early 2000 advising
 of this policy decision, and is now involved in developing migration plans
 with them.

 PUBLIC MEETINGS: REVIEW OF AMATEUR SERVICE REGULATIONS
 MARK LONEY EXECUTIVE MANAGER RADIOFREQUENCY PLANNING GROUP ACA
 joins us again in the audio version of QNEWS.

 As part of the public consultation process for this review of the amateur
 service, the ACA is considering holding a series of public meetings in
 cities around Australia.  The meetings are intended to provide a
 public forum to facilitate discussion between the ACA and interested parties
 about the issues and proposals set out in the discussion paper.

 The proposed dates are as follows:

 Brisbane                Friday    19th September (confirmed)
 Townsville              Saturday  20th September (confirmed)
                         (at the   16th NQ Amateur Radio Convention)
 Canberra                Wednesday 24th September
 Perth                   Monday    29th September
 Adelaide                Tuesday   30th September
 Darwin                  Wednesday  1st October
 Hobart                  Tuesday    7th October
 Melbourne               Wednesday  8th October
 Sydney                  Thursday   9th October

 Meetings are expected to commence at 7.30pm and to finish by 9.30pm.
 Meetings will be confirmed once the ACA receives sufficient indications
 of interest from prospective attendees.  This is particularly the case
 for the proposed meeting in Darwin as the number of amateur licensees
 in the Northern Territory is relatively small.

 Once each meeting is confirmed, the ACA will advise the Wireless Institute
 of Australia (WIA), amateur clubs in the relevant state or territory, and
 publicise details of meetings on its website.

 Advice to the ACA about the approximate number of members from your
 club that you expect would attend a meeting in your city would be
 appreciated by Monday 8th September.  Responses should be sent to

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Ram-raid gangs are plaguing Sydney businesses, and in the process becoming
 increasingly brazen.

 Police had interrupted a ram-raid in progress on an Sydney suburban
 electronics store, they pursued the bandits who several times used a
 police radio to impersonate the officers in the pursuing car, yelling for
 the dispatchers to "terminate the pursuit now".
 However, they were unable to quote the police call sign to identify
 themselves to the radio control staff.

 INNOVATIVE SHIPPING CONTAINERS TO GET MORNINGTON ISLAND CONNECTED
 Eight specially modified shipping containers packed full of
 telecommunications equipment have reached Mornington Island.
 These innovative bright yellow  containers will provide the backbone
 for the Mornington Island community's telecommunication needs.
 They hold radio transmission equipment, solar power generation
 panels, banks of high capacity storage batteries, and provide for diesel
 back up generators and tamper-proof fuel tanks.

 radio connections that can connect to outstations.

 OH! no doubt these containers running of solar power will not fall into the
 trap at least ONE healthy radio tower has. It's just received an account
 to pay the new vk4 community ambulance levy!

 AgForce chief executive officer Michael O'Neill said the Dingo, in Central
 Queensland, property owner with the VHF radio tower could not believe that
 the government was serious about making he and his wife pay the ambulance
 levy on the tower.

 "The VHF tower is used for private use providing contact between vehicles
 on their property and the homestead," he said.

 Members of the Sasolburg Amateur Radio Club set up an amateur 
 radio display at the Techno X exhibition that was held in 
 Sasolburg from 13 to 21 August.  The display received many 
 visitors and members of the club demonstrated various aspects of 
 our hobby to young school children that visited the exhibition.

 FCC AFFIRMS $10,000 FINE FOR PIRATE
 This against the Reverend Yvon Louis in a case the case involves an alleged 
 series of unauthorised FM broadcasts made from Louis' Calvary 
 Tabernacle in New York. 
 The FCC says that over the course of several months in 2001, Reverend 
 Louis reportedly transmitted in open defiance of the FCC order to stay
 off the air.

 Natural Hazard Plan commences
 After more than 21 months of planning, community feedback and training,
 the new Queensland (VK4) State policy to mitigate the impacts of flooding,
 bushfire and landslide on the community has come into effect.
 
 The State Planning Policy contains provisions that reduce the level of
 risk to the community from flood, bushfire and landslide by ensuring that
 the risks associated with these natural hazards are adequately considered
 by local governments when making planning schemes and decisions on
 development applications.

 HAMS HURT IN BAGHDAD BOMBING 
 The GB2RS News Service reports that Ghis Penny, ON5NT; Michael 
 Dirksen, PA5M, and Robert Kasca, S53R, were at the United Nations 
 building when the building was bombed.  Both Penny and Dirksen were 
 airlifted abroad for medical attention.  Fortunately Kasca was unhurt 
 in the attack.  
 The RSGB News Services notes that many radio amateurs are using their 
 communications skills for humanitarian relief work.  This, for the 
 United Nations, the Red Cross and other non-governmental 
 organisations in Iraq and other of the worlds danger zones.

 HAM RECEIVES HONOUR FOR GOING THE EXTRA MILE
 An Oregon ambulance dispatch coordinator, EMT and amateur radio operator
 has been named a recipient of a "Star of Life" award.  This, from the
 American Ambulance Association.   

 Scott Waggoner, KC7DHJ, was nominated in recognition of the many extra tasks
 he has undertaken at AMR's headquarters in Portland.   Among other things, 
 KC7DHJ was cited for his help in setting up portable repeaters during 
 search and rescue operations.

 MONTANA HAMS IN "HEADS-UP" MODE IN WILDFIRES RESPONSE
 As wildfires scorched an estimated 400,000 acres or more in Montana in
 recent weeks, Amateur Radio Emergency Service/Radio Amateur Civil
 Emergency Service teams in Big Sky country have assisted as needed,
 primarily to supplement communication for authorities and relief
 organizations.

 Power Line Transmission (PLT)
 Ireland's ESB have announced that they are to commence experiments in
 Power Line Transmission (PLT) in October.
 Accordingly, IRTS has been in touch with ComReg to express concern that
 these experiments are now going ahead and to request that ComReg ensures
 that PLT can only take place in EI on a strictly non-interference basis.

 In the USA Encouraging Broadband over Power Line (BPL) technology puts the
 FCC at a regulatory crossroad, the Amateur Radio Research and Development
 Corporation (AMRAD) http://www.amrad.org has suggested.
 AMRAD recommended the FCC proceed "slowly and with caution" in advancing
 BPL as a viable and economical alternative to existing high-speed Internet
 technologies.

 Most of what I have for this morning you have already heard but I want
 to highlight the time line in regard to the Draft ACA paper.

 The paper is now available on the ACA website. As previously reported on
 QNEWS those not on the net can get a copy posted by ringing 02 6219 5578.

 On the 19th of September is a meeting with the ACA for all amateurs in
 Brisbane to exchange views. It would be good to see as many as possible
 at this meeting. If only a few WIAQ officers turn up why would the ACA
 take any notice? The support of amateurs generally will add weight to any
 submission by the WIA.

 The important issues noticed already are:
 1. The timing of the removal of morse as a mandatory qualification for
    Amateurs on HF. The WIA wants it sooner and as a separate issue to
    the Foundation Licence

    commercial or broadcasting services even if it is not our fault because
    we are "just a hobby". The WIA believes this could severely restrict
    amateurs operating privileges and does not want this to be a part of
    the rules applying to us.

 On the 25th of October is the WIAQ General meeting on the Sunshine Coast
 (accessible from Greater South East Queensland). This occurs before the
 closing of submissions on the ACA paper on 31st of October so a
 communication from the members (not just Council) can be made to the ACA.

 Now to make the WIAQ response count it is best to be organised before the
 General Meeting. There will also be a Council Meeting the in the week
 before the General meeting.
 It would even be better to have the agenda for the WIAQ meetings publicised
 in QTC for October so all can have a think about any issues that may be
 raised. Contributions for October QTC need to be in by about September 20th
 if possible and that is just after the first meeting with the ACA.

 So here is the time line..
 Obtain the ACA paper right now or ASAP and read it.
 September 19th is the meeting with the ACA, all welcome.
 September 20th is the time to send items for General meeting agenda to QTC.
                Late items may be accepted. Contact the editor.
 October WIAQ Council meeting a week before General Meeting.
 October 25th WIAQ General meeting.
 October 31st closing date for submissions to the ACA.

 Alan Stephenson VK4PS has graciously accepted to open the 2003 Convention.
 Having spent a little bit of time in the hobby (50 years plus), Alan has
 seen first hand quite a few of the changes in radio technology.

 Alan is a foundation member of the original Townsville/Thuringowa
 Civil Defence Organisation now the SES also as mentioned on the Q last week
 participated in the Moonwatchers group, this tracked satellites for NASA
 during the Sixties and Seventies.

 Alan is also one of theTARCinc's Life Members having served
 in many positions in the Club over the years.

 Another highlight of the NQ Convention will be when Christine Allen and
 Mark Loney from the ACA talk on the aims of the ACA Discussion Paper
 plus conduct a short Question and Answer session along with
 Gerry Millward ACA Northern Region Operations Manager discussing new
 information regarding the Australian EMR Framework.

 `Ron VK4GZ advises that Sunfest bookings are rolling in.  This year both
  the main and lower halls of the Woombye School of Arts will be used. 
  Traders will first be accommodated in the main hall with any overflow
  going to the lower hall.  Carole's Cafe will be located in the lower hall
  offering hot drinks and home made treats to early arrivals from 7.00am.'

     about 18km south (the way is well marked), travel a further

 This weekend, September 6 and 7, we're all action with the All Asia DX and
 the IARU HF SSB Field Day. Next weekend, the 13th and 14th, it's P29's
 Independence Day Scramble, and joining it on Sunday the 14th is the
 FISTS Coast To Coast Contest. Then it's out with the mower each weekend
 until October 4 and 5 when the Oceania DX for SSB hits town, with the CW
 version of the same thing following close behind only one weekend later.

 Let's first take a quick peek at the third FISTS Coast To Coast Contest.
 This year's event is on September 14 for the full 24 hours from zero Zulu
 to 2400z.
 The idea, not surprisingly, is to get on the air and make as many contacts
 as you want. But this one is exclusively using Morse Code, and they fully
 expect you'll want to stop and rag chew for a bit on the way. Slow down for
 the QRS ops and speed up for the hard-core contesters.
 By the way, FISTS is a group which supports CW operation, but you don't
 need to be a FISTS member to participate. Just dust off the key and join
 in the fun!

 Okay. We mentioned the upcoming PNG Independence Day Scramble a couple of 
 weeks ago, so for those of you who may have missed it 'ah, why did you miss
 it by the way ' anyway, it takes place on September 13 and 14.

 On that weekend the Amateur Radio Society of PNG is running the scramble to 
 celebrate PNG's Independence Day for 2003.
 However, while all stations are encouraged to participate, only P29 stations
 can actually enter their logs. Peter Holliday, P29KPH, explained that this
 would provide an opportunity for others across the world to get multiple
 contacts on bands with PNG that they may not normally get. 
 Makes sense, too. Even for this near neighbour, P29 isn't exactly bursting
 the bands apart. So look to September 13 and 14 for your best chance in ages
 to snare P29 on all manner of bands.

 As we said, this weekend is the IARU HF SSB Field Day. It's actually a
 part of the IARU Region 1 Field Day, and although we're in Region 3 here in
 Oceania, it's a great opportunity for operators around the world to contact
 some of the rarer stations in Region 1, which encompasses all of Europe,
 Russia and assorted neighbours and, importantly, all of Africa. You can
 confidently expect some rare ones on the air this weekend.

 There should be some interesting loud signals out of EI for this weekend's
 activities. You see, a number of local Oirish clubs got together to work
 out how best to put Ireland to the air, or is that Eire on the Air? Anyway,
 they decided upon a single gathering at a central location with one huge
 station between the lot of them. Look for some serious radioactivity this
 weekend from the grounds of St Josephs College in Galloway.
 The place'll never be the same again.

 Time to mention an award, something we've not done in a while. But if the
 one I'm about to mention isn't your club's award, could this be that you've

 This week's award is the Redcliffe City Award.
 This one requires an amateur station in VK or ZL to contact both a

 two members if you're outside VK/ZL.)
 It's good to note that short wave listeners are also welcome to participate
 In these awards.
 The cost's pretty reasonable, too. Your award awaits at Aussie dollars or
 five IRCs for the overseas applicants.
 You can give yourself a handy leg up for it too, what's more. The Redcliffe
 and Districts Radio Club conducts its regular club net every Sunday, while
 on Wednesdays the Awards net goes to air on 3612 kHz at 1930 Hrs local.
 Both are conducted under the callsign of VK4RC.

 In special events, we have a special update report on VI8NT, commemorating
 the birth of Northern Territory self-government.

 Len, VK8 Delta Kilo has had the callsign running hot from Katherine for
 the last couple of weeks, logging in excess of 1000 contacts.
 Congratulations on a truly awesome effort, Len!

 Now Alan, VK8 Alpha Victor in Alice Springs also logged some 1200-plus QSOs
 when he held the callsign  quite amazing when you realise that fully
 90 per cent were on CW too, so great stuff Alan.

 Len also comments that he really has not pushed himself but just worked a
 few hours every day and he's really enjoyed having the Callsign in Katherine.

 Now you might well think  "Oh I can't do that!"  but I'd say just give it a

 Across North Queensland work benches are cluttered with Hobby and Handicraft
 items being built for the Competition and Display at the NQ Radio Convention
 and judging will take place from 9am Saturday 20 Sept.

 "Home-brewing" equipment and being able to craft objects are two very
 important requisites for the hobby of Amateur Radio and every Convention
 features a competition to see who builds or crafts the best widget!

 There will be sections for Technical and Craft Home Brew items
 and several age grades of exhibits.

 Initially designed to allow licensed amateur radio operators the 
 ability to find code buddies, or, set-up a scheduled C-W  Q-S-O with 
 other interested hams on the Q-R-S  C-W e-mail list. The scheduler 
 has expanded to include voice and digital modes.

 To use the scheduler, you must first register and reply to a 
 confirmation e-mail before you can enter the system.
 Unfortunateley it uses passwords! personaly passwords and remote controls
 seem the bugbear of this scribes life!
 Also when you do log on you can be forgiven for thinking you've arrived at a
 yahoo site, remarkably akin to the commercial giant is this lil you beaut
 program.

 Once you log in, you can create your own entries for when you are 
 available. You can also query to see who else has created entries, 
 and then e-mail anyone direct if you want to set-up a specific date 
 and time.

 VK4KSS says the scheduler has been a great success for both local and
 overseas contacts since it's inception 2 weeks ago.

 DX EDGE, with BEACON  and NET ADVICE
 4W TIMOR LESTE
 Wayne Mills and the ARRL Awards Committee have announced that
 there will be NO change in the DXCC status of 4W.  The only change as far
 as DXCC is concerned was the name of the DXCC entity.  Check the ARRL web

 SARTS, the IARU Member Society in Singapore, is sponsoring a Field Day event
 for its members over this weekend of 5th - 8th September.
 The site will be St. John's Island (GL: OJ11wf) an island just off the coast
 of the main Singapore island. The call used by special arrangement with iDA
 the Singapore licensing authority will be S61FD.
 The prefix "S6" has only been used once before and that was only for a
 few months in 1994 on the occasion of an IARU Region 3 Conference hosted
 by SARTS.

 St. John's is not listed in the latest IOTA Directory but information and
 maps have been supplied to G3KMA the IOTA Manager who has agreed to include
 the island on the approved list. The IOTA reference will be AS-019 the same
 as for the main Singapore island.

 CW, SSB & PSK31 activity on all HF bands 40 through 10 metres is planned
 using wire antennas, verticals and a buddipole
 In addition S61FD will have experienced 160/80m operators Bob Marshall-Read
 G4VGO and Peter 9V1PC operational. This team will focus on low band
 operations using an inverted L for transmit and a variety of loops, pennants
 and possibly beverages for low noise receive.  The plan is to be active at
 local sunset (1115z) and later on Friday 5th, Saturday 6th, and Sunday 7th
 and at local sunrise (2305z) and before on the 6th, 7th and 8th.

 ARDF Display - NQ Convention - Saturday 20 Sept morning:
 These displays show some of the practical aspects of the hobby of Amateur
 Radio.
 ARDF - Amateur Radio Direction Finding is a technique of tracking down an
 object whereby directional antenna and sensitive receivers are used to
 find the location of a hidden transmitter.
 Direction Finding of this type is also used to locate emergency position
 indicating radio beacons from aircraft crashes or sunken ships.



 5TH IARU REGION 3 ARDF CHAMPIONSHIPS
 Special event callsign VI3ARDF has been issued by the ACA for use during
 the IARU Region 3 Amateur Radio Direction Finding Championships at Ballarat,
 from Friday 28 November to Wednesday 3 December 2003.

 The Victorian ARDF Group, which is organising the event, is expecting up to
 100 participants from member societies in IARU Region 3 including Japan,
 Korea, China, New Zealand, and Australia. 
 Guest competitors from other IARU Regions are also invited to attend in the
 worldwide Friendship categories.

 The championships are hosted by the Wireless Institute of Australia (WIA),
 with the WIA Victorian Division sponsoring this important event.

 China is on schedule to launch its first manned spacecraft next month.
 According to Space Daily, when this happens China will become only the
 third nation to launch a human into orbit.

 UO-14 DOWN AND MAY BE OUT
 The UOSAT OSCAR 14  ham satellite has mysteriously left the air. Some 
 satellie experts say that it's recoverable while others say that it  
 may be gone for keeps.
 Chris Jackson, G7UPN, is one of the U-O-Sat 14 control stations in 
 the United Kingdom.  He thinks the problem may be a battery problem 
 on board the ageing spacecraft.  This causes the spacecraft to shut 
 down during a loss of sunlight hitting its 14 year old solar array.
