 WIA FEDERAL PRESIDENT IS ERNEST HOCKING VK1LK

 This week just gone VK1LK President Ernie was informed by the ACA that
 "last week the ACA formally approved the WIA to be an "approved organisation"
 for the purposes of setting Amateur examination papers."  The decision will
 be published in the Commonwealth Gazette this week. 

 This announcement is a key part of the move towards the implementation of a
 foundation licence in Australia since it provides WIA with the means to set
 and conduct examinations for Amateur Radio in its own right.

 President Ernie has now received the formal paperwork and will be reviewing
 in the very near future in order that the WIA can quickly move to implement
 the measures necessary to comply with the requirements of acting as an
 approved organisation.



 Ernie VK1LK says the ACA have released their planning report detailing
 the technical rationale behind two new exclusion zones for amateur
 operations in parts of the 420-430 MHz band in VK2.

 Andrew Stewart, Senior Engineer, Spectrum Planning ACA told WIA President
 Ernie that these exclusion zones will be implemented in the next
 amendment to the amateur licence conditions determination.



 President Ernie also met with ACA earlier this week to brief them on the
 result of the WIA AGM decision on the foundation licence.  A number of
 wider licence issues were covered and VK1LK will be preparing a report of
 the details over this weekend.

 The main gist of the meeting was that ACA are interested in
 significant reform of the amateur licence and that much of what they are
 trying to achieve will be of benefit to the amateur radio service.  



 For those who have not yet heard, RadioMag the company was put under
 administration a little over a week ago and Bob Harper was told
 Monday last that it was under liquidation.

 A "rescue" may be considered, news on that later but as Bob said in
 a note to me this week...
 "maybe an arrangement to get the name in return for some kind of promise
 to service the remainder of the subscriptions owed by 
 RadioMag/R&C-1/R&C-2.
 As you can see that would be a major anchor to take on for a new
 organisation but I believe the subscribers deserve their magazines."



 VK2 CONFERENCE OF CLUBS
 Last weekend pleasing to see at this conference that the proposed
 entry style licence was supported by all the clubs who attended and
 they all recognising that Amateur Radio in Australia needs radical 
 change if it is to survive in the future.

 Ernie VK1LK the Federal President reported that this year is critical
 for the introduction of an entry level licence as if it is not 
 considered by ACA this year it will be four years before the ACA have 
 the resources to devote to consideration of such a licence again.

 VK1 News are reporting the Manly-Warringa club in VK2 is to develop a
 proposal for Amateurs to seek  the use of the 900 MHz  ISM band
 for which there is a considerable  amount of surplus equipment available.

 Frank VK2ZL spent time at Sydney's Power House Museum, sending and
 receiving telegraph messages from Alice springs informs us that during
 the period over 2000 messages (Telegrams) were posted out.
 The Morscodians next scheduled exhibition will be at Tamworth next year
 as part of the Country and Western gathering.

 BELARUS
 The 5th World Championship for High Speed telegraphy, a brief report.

 The 5th IARU World Championship for High Speed Telegraphy took place at a
 picturesque site of the sport complex "Raubichi", nearby Minsk, the capital
 of Belarus.

 Participants from 13 countries of the World took part in the Championship.
 Belarus presented two teams, the 2nd of them did not participate in the team
 competition.

 Absolute World Champions:
 1.    Aleh Astrouski, Belarus - group Male
 2.    Tsiatserskaya Iryna, Belarus - Female
 3.    Lahoutsina Anastasia, Belarus - Junior Female under 20
 4.    Kochno Evgueni, Belarus - Junior Male under 16
 5.    Ramanenka Maryna, Belarus - Junior Female under 16

 Andrei Bindasov, Belarus, has successfully performed an attempt to beat
 Guinnes records for transmition of letters, numbers ans mixed texts. The new
 respective records were set up for transmission of letters (271 digits per
 minute) and mixed texts (216 digits per minute).

 For the first time in all HST World Championships there was:

 the monitoring of process of transmission and practicing tests, so that
 other participants and spectators can watch the process on large computer
 monitors installed in special halls and corridors,

 instant computing of results of all kinds of competition, since all
 computers used for competition were networked,

 the instant monitoring of the overall competition process, as the main
 monitor in the press-centre was presenting results of every competitor and
 the frames with results were updated every 10 seconds.

 The Championship has attracted a substantial attention of local TV, radio
 and other media.

 INTERNATIONAL NEWS IN BRIEF, FROM THE WORLD WIDE RESOURCES OF THE
 AMATEUR RADIO NEWSLINE

 Ham radio has again come to the aid of America.  This time as a 
 series of killer tornadoes rip across the Central and South-Eastern 
 states. 

 Blackouts, water shortages and desperate searches for the missing.
 This is the situation confronting tornado battered residents of the 
 central United States as the death toll rises to 40 from the most 
 violent weather in four years. 

 The tornadoes were believed to be a part of a huge weather system
 that rolled across the Midwest and parts of the South. It also 
 spawned twisters in Arkansas, South Dakota and Nebraska. Storms on 
 Tuesday and Wednesday accounted for funnel cloud sightings in 
 Alabama, Illinois and here in Louisiana. In all, nine states are 
 affected and the National Weather Service credited ham radio 
 operators with dozens of storm related reports over the weekend and 
 they are continuing into the week.

 There is an ironic side to this story directly affecting ham radio. 
 The K0ETC beacon North of Joplin Missouri in grid square EM27 was 
 apparently destroyed when one of the twisters blew down the building 
 housing it.  And beacon owner Jay doesn't know "where it is".


 Believe it or not there a movement underway at the FCC to increase
 spectrum efficiency through the use of a new technology being called 
 cognitive radio.  
 
 What is cognitive radio you ask?  This is radio gear and  antenna 
 systems that could adapt to their operating environments by 
 automatically identifying vacant spectrum, switching to that spectrum 
 and carrying out a specific communications mission.  
 
 Cognitive radio will also be the subject of an upcoming workshop at 
 FCC headquarters.  More information is at the

 And speaking about the FCC, e have a follow up on last weeks story
 about the agency releasing its Notice of Inquiry on the deployment 
 of ''Broadband over Power Line'' or B-P-L technology.  Now comes word 
 that the complete Notice of Inquiry which was released on April 28th 
 is available on the FCC Web site.

 But what about the actual affect of B-P-L on ham radio.  An ARRL 
 Bulletin, explains that ''Broadband over Power Line'' is really a 
 form of carrier-current communication better known around the world 
 as power line carrier or P-L-C.  

 B-P-L would couple high-frequency RF to parts of the power grid and 
 use existing power lines as the transmission medium to deliver 
 broadband and Internet access.  This is the same technology refused 
 for use in Japan because tests showed significant interference to 
 consumer electronic products including  Amateur Radio on the high 
 frequency bands.

 Turkish hams help following earthquake

 Within hours after a deadly earthquake hit in the vicinity of the 
 city of Bingol in South Eastern Turkey on May 1st, a contingent of 
 Amateur Radio operators arrived on the scene. 

 Amateurs, who travelled from Erzurum with a Civil Defence team, were 
 able to reach the repeater in Erzurum--some 3210 meters above sea 
 level from some parts of the stricken city. 

 From Erzurum, a Turkey Radio Amateur Club (TRAC) station relayed 
 traffic via HF, said TRAC President, TA1E.   He said a three-person 
 team from TRAC's Malatya Branch arrived at the disaster scene about 
 10 hours later and got an HF station on the air at the Incident 
 Command Centre. 

 In addition, he said, two members from TRAC's Ankara Branch were 
 deployed via a military aircraft with Civil Defence personnel.

 The Amateur Radio operation wrapped up on May 4th along with rescue 

 activities. "During the four-day operation a nationwide HF network 
 was active," TA1E said. "As there is the fear of some further strong 
 seismic activities in that particular region, we will try to arrange 
 a VHF-UHF local area voice network there as quickly as possible."

 He said ham radio operators and equipment are scarce in the extremely 
 mountainous area, but the elevation eases the installation of a VHF-
 UHF network.

 Dave was first licensed about 40 years ago while living at Lake Manchester
 north of Ipswich.  He became a keen experimenter and tinkerer and built
 most of his own gear in the early days including CW and DSB transmitters
 for HF, and super-regen receivers for VHF.

 All this gear was rigged somehow to work on the 32 Volt power system
 available.  He was even paid 1 guinea for a circuit published in RTV&H
 showing how he operated his TV set from 32 Volts with a genemotor for the

 high tension.

 Dave later moved to Mt Crosby and worked at the pumping station there
 until retirement.  As a life member of the Ipswich Radio Club, he
 maintained a strong interest in HF and VHF operation, and for many years
 was custodian and maintenance operator for the Ipswich repeater then
 located on Mt Crosby.
 During the 1974 Brisbane floods Dave, with Roy VK4ZQ remained the
 operational link to the water treatment plant at Mt Crosby - via
 amateur radio of course.

 On retirement Dave moved with his wife Edna to Ipswich where he continued
 his radio interests, and developed other interests in community affairs,
 especially with the visually impaired.  Failing eyesight restricted his
 operation to mainly commercial equipment, but he was still a tinkerer in
 other things.  He was a regular on the Ipswich repeater morning net up
 to his final day.

 Unloading the ride-on mower from his trailer, after cutting the grass at
 Pine Mountain cemetery was apparently too much for the 82 year-old and
 ambulance officers were unable to save him.

 Dave VK4IE who submitted this orbit said "First met Dave on 6 metres in
 July 1967 - my first on-air contact - and I am glad I've had the
 opportunity to know him well since then.  He was a true gentleman,
 ready to help family, friends, or strangers.  He loved telling stories of
 events during his varied career, and was a welcoming voice on the air for
 any visitors driving through Ipswich".

 As many will be aware, the WIAQ was present at BARCFEST.

 Our stand was manned by Ken and Pat Fuller and myself.

 This year we had no disposals on sale but were there
 to meet and listen to members and non members.

 Thanks to the many who took the time to make their views
 known especially in regard to the proposed foundation licence.

 The survey on the new licence presented at BARCFEST was
 actually a pilot run prior to a survey to be published in 
 the June edition of QTC. From feedback received we already
 have a modified survey to make the questions clearer and
 give more readily analysable options.

 Further pilots will be run before publication.

 And even the "Tricky Dicky" table actually  SELLING high end rigs!

 the QR tent with the WIAQ and Kev's One Man Tower both received plenty
 of attention!

 Ken did a great job with a dedicated WIAQ slot at the BARC and for those
 needing a caffeine fix a welcome mug of coffee!

- VK4RAT VHF Upgrade Working Bee.  Gavin VK4ZZ reports,
May 31st will (hopefully) see many hands to make light work at theTARCinc 
Repeater  Site on Mount Stuart to install the VK4RAT VHF Repeater Upgrade.
Consisting of an ICOM commercial repeater system, new feedline, new 
antenna and all the trimmings, the system install will be an all day affair.
Plan to arrive at the repeater site by approx 8-30am and stay the day.
Bring some food and drinks, just like a WICEN exercise!
We plan to break at about midday for a sausage sizzle in the car park 
 At 1pm we will break for a special ceremony and then continue the install 
and test the new repeater equipment.
Those operators skilled in turning jungle into lawn please bring the 
whipper-snippers, liquid mower and thingies to also tidy up the repeater yard.

 Meeting's the first Monday of every month.
 At the Scout Den behind the Community Centre Greenbank.

 The next meeting of the Logan West ARC, will be on Monday the 2nd June

 The Repeater VK4RXG on 438.500 is now up and running from a new location,
 and L-WARC and EC are asking for reports from all and any user as to how and WHERE
 it is going. The repeater is also linked to the IRLP network.... 6402

 L-WARC and EC request as many as possible attend the next meeting as
 L-WARC and EC have lots to talk about, including for

 COMBINED SCOUTS/ LWAREC activities something coming up in July
 with the scouts.

 The club has been approached to supply comms for the SPRINGFIELD HORSE
 endurance ride at the end of July, which is run in the Springfield/Greenbank
 area.
 L-WARC and EC require ops for the Base station and in the field, some of
 the field  ops will be in a roving situation, each year this is run in
 conjunction  with the GREENBANK Scouts.

 One of the event organiser's will be in attendance at the June meeting
 of the L-WAR&EC.

 Trev VK4ZU reminds all interested in SEQ SSTV pictures there is
 that UHF SSTV repeater located at Ocean View on 438.575 MHz.
 A 1750 Hz tone is required to activate the repeater
 and on receiving a "K" you can then send your picture which will be
 replayed by John VK4ET from Bracken Ridge.

 Also there is a trial VHF SSTV repeater operating on 145.625 MHz  run by
 Trevor VK4ZU at Joyner near Strathpine. No offset is required to access
 the repeater. On receipt of a "K" your picture will be replayed. Operating
 times will vary but initially will be 0900 Hrs -1200 Hrs  1500-1700 Hrs
 Mon-Fri. Depending on activity the repeater times may be extended.

 2003 VK/ trans-Tasman Contest
 The 80 metre, VK/ trans-Tasman Contest will be held on Saturday the
 24th of May, (Phone), and Saturday the 7th of June (CW), from 0800 to 1400
 hours UTC.

 Segment 1 1100-1200 hours  EST.

 Simplex contacts only.  Modes SSB  FM  CW
 Although SSB only counts for same as an FM contact, ie 1 point, 1.5 points
 will be awarded for CW. (This should give most contest programs a
 'right royal workout!'

 Entrants must contact at least 2 stations within the GCCC area per segment

 The judges decision will be final and no correspondence will be entered into.

 Logs must reach the address by Friday 13th June 2003.

 THE JACK FILES CONTEST WILL TAKE PLACE ON THE 5TH OF JULY.
 START TIME IS AT 0800z AND WILL CEASE AT 1400z.
 THE RULES ARE THE SAME AS LAST YEAR.

 THE CONCEPT OF THE CONTEST IS TO WORK AS MANY STATIONS AND STATIONS IN
 DIFFERENT QUEENSLAND SHIRES AND TOWNS AS POSSIBLE.  BUT THE MOST IMPORTANT 
 THING IS TO HAVE FUN. ITS UP TO YOU HOW SERIOUSLY YOU COMPETE.

 Amateur radio operators in Costa Rica have been permitted to 
 operate using the special prefix TE75 until the end of May to 
 celebrate the 75th anniversary of the first amateur radio 
 transmission from the country, made on the 4th of May 1928 by 
 Amando Cespedes Marin, TI4NRH.
 QSL all TE75 stations via the Radio Club of Costa Rica, TI0RC.

 The Darwin Amateur Radio Club of the Northern Territory, Australia 
 will be operating a special event station with the callsign of V.I.8.N.T 
 to celebrate 25 years of self government. The station will be opened 
 officially on the 1st of July 2003 ( Northern Territory Day ) and run 

 until the 31st Dec 2003.

 This special Amateur Radio callsign V.I.8.N.T is allowed to be used by
 any Licensed VK8 Amateur. Only one Amateur will hold the callsign at
 any one time , meaning only one station on air at a time.

 that weeks tally saw our highest EVER number of logged RF callbacks

 14.315 MHz at 0700 hrs UTC.

 IOTA OC-261 DXpedition a huge success
 The commemorative Island on the Air (IOTA) DXpedition to Waldegrave Island 
 East off South Australia's Eyre Peninsula during the Easter period saw it 
 attract plenty on air attention.

 The four radio amateurs who activated VI5WCP IOTA OC-261 logged over
 6,600 contacts in 112 hours of operation, averaging  one QSO per minute.
