 President Ernie advises...
 The ACA has formally approved the WIA to be an "approved organisation"
 for the purposes of setting Amateur examination papers."

 ACA have released their rationale behind exclusion zones for amateur
 operations in parts of the 420-430 MHz band in VK2.

 ACA are interested in significant reform of the amateur licence and that
 much of what they are trying to achieve will be of benefit to the
 amateur radio service.

  'I have developed an independent (ie not WIA sponsored) online survey 
   that aims to be objective and unbiased, and to provide opportunity
   for expression of a range of responses from "no support" to "full support"
   for questions that are relevant to possible solutions to reform of the 
   Australian amateur licence structure.

   The survey is at http://www.cqvk.net 

 The responses will be analysed and summarised after receipt of an 
 adequate number of responses and a report published on the website.

 The Sunshine Coast Amateur Radio Club broadcast CW every Sunday night
 from 7:30pm QLD time on 3.535MHZ.


 Ron VK2DQ will visit the Darling Downs Radio Club May 26 to discuss
 the Radio-Electronics school.

 A Wisconsin college may have set a new Amateur Radio record.
 Would you believe 81 new hams in less than 24 hours?
 
 It happened in Wisconsin.  Picture this.  81 students sat for and 
 passed their amateur radio tech class license exams in one day.  
 What's more, they received their license grants within 24 hours!  
 This became the largest test session ever to employ the new technique 
 of on-line submission of test results and applicant data to the FCC.  
 They are the students of Dr. John Weiss, WD8KLO of U W Stouts' 
 College of Technology, Engineering and Management
 
 Weiss gave his students the option of earning their radio licenses in 
 partial fulfillment of class requirements. The examination team was 
 coordinated by John Burningham, WB8PUF, of UW-Stout's communication, 
 Education and Training Department. It included Weiss; Jon Fuller, 
 W9JHF, Student Life Services; and UW-Stout students Andy Wagner, 
 KB9TAC and Scott Littfin, N0EDV.
 
 The University of Wisconsin-Stout has a reputation for firsts. In 
 2001, the college, which is located in Menomonie, became the first to 
 receive the prestigious Malcolm Baldrige National Quality Award. It 
 was presented by none other than President George W. Bush. 
 
 The rapid license grants were made possible by using newly available 
 VE-to-VEC-to-FCC electronic submission technology developed by the 
 W5YI Volunteer Examination Coordinator. Using password-protected 
 electronic forms posted to the W5YI VEC website, John Burningham, 
 WB8PUF began keying in the test results right after the exam session. 
 
 All 81 applications were waiting at the VEC Office when it opened the 
 following morning. After routine screening, the applications were 
 electronically retransmitted to the FCC. Within an hour, the FCC 
 issued the licenses and call signs. These were immediately forwarded 
 over the Internet to Burningham who informed the waiting students of 
 the new calls while at the same time probably setting a new 
 electronic licensing record for ham radio in the United States.  81 
 new hams in one day at one licensing location.

 In Townsville are members of the Guam Amateur Radio Club
 onboard their power cruiser.

 They were very interested in meeting local hams and attended
 theTARCinc Backscatter and Social evening last Tuesday.

 at The Quarterdeck bistro, from about 12-30 today Sunday May 25th.

 SOUTH AFRICA
 Vice President of the SARL, Hans Potgieter, ZS6ALJ, has announced
 Sid Tyler, ZS6AYC, resigned as President of the SARL as from the
 15th May.
 Hans will thus be at the helm of the SARL till the
 council meeting that will be held after the Special General Meeting
 which will consider an amended budget for 2003/2004 before the end of
 this financial year.  A new President will be elected during that council
 meeting.

 FCC GIVES CHANNELIZED ACCESS TO 5-MHZ

 The FCC, in a compromise with government users, has given US amateurs
 secondary access to five discrete 2.8-kHz-wide channels in the vicinity
 of 5 MHz, this instead of the 150-kHz band ARRL had requested.

 The granting of just five spot frequencies--5332, 5348, 5368, 5373, and
 5405 kHz is granted for frequencies for amateur use on a secondary basis.
 But on USB 2K8J3E emission only, with a maximum effective radiated
 power limit of 50 W relative to a 0 dB gain antenna--a half-wave dipole.

 The channels--each with a maximum permissible bandwidth of 2.8 kHz--will
 be available to General and higher class licensees.

 The FCC also agreed to elevate the Amateur Service but not the
 Amateur-Satellite Service, to primary status at 2400 to 2402 MHz.

 The upgrade of the 2400-2402 MHz amateur allocation to primary provides a
 seamless primary allocation from 2390 to 2417 MHz, in addition to the
 secondary allocations of 2300-2310 and 2417-2450 MHz.
 Amateurs already have been experimenting with high-speed multimedia
 operation in the band using IEEE 802.11b protocols.

 IRLP Virtual Pub Night
 Yes, The Virtual Pub Night is back!

 What is the virtual PUB ?.... well, it is where various IRLP nodes 
 around Australia are connected together into one big repeater.

 The Virtual Pub is run each Friday night commencing at 8.00 PM Eastern
 time. Someone locally needs to connect their node to reflector 9500 and
 then all can take part.

 Most Friday night there are stations from Sydney, Darwin, Adelaide,
 Melbourne along with our National Capital.

 Discussions of late are of a technical nature and various discussions on
 Amateur Radio in Australia and the proposed entry level licence.

 The Brisbane Amateur Radio Club, meets twice a month, at St. John`s Church
 in King Street Annerley. The first meeting is the SECOND Friday of the
 month, which is mainly a "social night", but also the club uses this
 first meeting as a "show and tell" night where members bring along their
 home brew projects, then explain the workings to all the assembled members
 and guests.

 The second meeting, is the FOURTH Friday of the month, which is a business
 night, starting at 7:30pm sharp, continuing until approximately 8:30pm,
 then most members have coffee, tea and buiscuits and a chat about all
 things amateur.
                    
 The B.A.R.C nets are every Monday night, starting at 7:30pm on 28.450mhz,
 the club call is VK4BA, then Wednesday night commencing at 7:30pm on
 146.550mhz, the call is once again VK4BA.

 Every morning of the week (Monday to Friday) on 146.550mhz, commencing at
 8:00am,  the call is VK4ZR name of Kevin.

 The 80 metre, VK/ trans-Tasman Contest CW will be held on Saturday the
 7th of June (CW), from 0800 to 1400 hours UTC.
 This Contest offers a lot that others fail to deliver, such as:
 6 hours, reworking stations every hour.
 Best 5 hours to count (meaning you don't have to work 6 if it doesn't suit
 you, - but you can work 6 to try and improve your final score.

 ARRL'S "LOGBOOK OF THE WORLD" ENTERS OPEN BETA-TESTING PHASE
 The long-anticipated "Logbook of the World" (LoTW)--the ARRL's secure
 electronic contact-confirmation system--is being opened for beta testing.

 At the heart of the Logbook of the World concept is a huge repository of
 log data provided by operators--from individual DXers and contesters to
 major DXpeditions--and maintained by ARRL. Logbook of the World Project
 Leader Wayne Mills, N7NG, says the system will benefit big and little guns
 alike by providing quick QSO credit for awards offered by ARRL--and, it's
 hoped, those offered by other organizations as well--without having to
 first collect and submit hard-copy QSL cards.

 "We're not replacing the whole paper QSL scheme with Logbook of the

 celebrate the 75th anniversary of the first amateur radio

 until July 27th to celebrate the 50th Anniversary of the National
 Library of Canada.
 The special prefixes are:-

 C-K for all V-E's,
 C-J for all V-A's,

 C-Z for all V-Y's.
 The special prefixes will therefore be available for use in the

 Tom Walsh, K1TW, reports over the Internet that National Public 
 Radio  featured ham radio  in a recent Talk of the Nation segment.  
 Walsh says that the final 15 minutes of the two hour program on April 
 30th was devoted to the new book "Hello World - A life in Ham Radio".

 Tom says that you might still hear the program.  Just taker your web 
 browser to the National Public Radio archives and bring up the April 
 30 version of Talk of the Nation.  Go to the second hour, find the 
 last 15 minutes, turn your speakers up and enjoy.

 SA DIRECTOR GENERAL TO DELIVER KEYNOTE ADDRESS AT WORLDSPACE AMSATCON 2003
 Dr Andile Ngaba, Director General of the Department of Communications
 delivered the keynote opening address at the WorldSpace AMSATCON 2003,
 held at the SARL's National Amateur Radio Centre yesterday, Saturday May 24.
 
 The programme included a unique teleconference presentation by Rick Hambly,
 W2GPS, who discussed the AMSAT OSCAR E satellite project currently
 under construction in the US and due for launch in the 2004 time frame.

 Two of the sessions focused on ETSI, the search for Extraterrestrial
 Intelligence while for the home constructor Gerald Klatzko presented a
 paper on how to get up and running on AO40 and Ivo Chladek, ZS6AXT, on
 how to set up for weak signal communication.

 Other subjects included amongst others Weather Satellite reception, and
 SUNSAT 2 fact or fiction?.

 NEW IRLP LINK ACTIVATED IN SOUTH AFRICA
 The Quantum Amateur Radio Club is commissioning a new IRLP link in
 Pretoria.  The node is in the final testing stage and hams are
 encouraged to try it.  The QRK node was assigned number 8427.
 The tests are being performed on the Pretoria Amateur Radio Club repeater
 The system operator can be contacted via email to zr6anf@qsl.net.



 TASMANIAS IRLP NODE 6700 NOW JOINS IPRS AS AVRS SYSTEM ON APRS
 IPRS is an acronym to describe the potential of a marriage between
 the global APRS digital network and the global Internet Radio linking 
 project.  Combining the first and last letters of IRLP with the final 
 three letters of APRS yields IPRS!

 Taking advantage of the voice connectivity of IRLP, recently
 defined are many ideas and APRS formats able to use APRS as an 
 adjunct data link to facilitate the end-to-end signalling between end 
 users of IRLP using APRS.  Further the mobile APRS data displays make 
 an excellent function for displaying IRLP network data to the mobile 
 user.  One of the ultimate objectives of the APRS adjunct to IRLP is 
 the ability of an APRS mobile user to establish an end-to-end voice 
 connection to any other amateur on the planet with no other knowledge 
 than his call sign.
 
 IRLP Node 6700 simultaneously beacons it's information and status to 
 the Internet IGate Network and to the packet APRS network on 145.175, 
 so users can now use the information in real time, with both the 
 STN6700 and VK7AX IRLP information now shown on the Tasmania map for 
 the Mt. Barrow 2M. Repeater and site which Node 6700 is permanently 
 linked at this time.

 The FCC bowed to power company concerns and declined to grant amateurs an
 expected sliver-band allocation at 136 kHz "at this time."

 "We are disappointed that the FCC could not see its way clear to providing
 even a narrow LF allocation to the amateur service, given earlier
 encouraging signs and the general trend in other countries," ARRL Chief
 Executive Officer David Sumner, K1ZZ, said of the FCC's decision.

 The FCC, however, found itself more persuaded by arguments from electrical
 utilities and other commenters that amateur operation at 136 kHz might
 interfere with power line communications (PLC) used by electrical
 utilities to control the power grid.

 The FCC said a new amateur LF allocation is not justified "when balanced
 against the greater public interest of an interference-free power grid."
