According to a New York Times news item attributed to Agence France-Presse,
unidentified ham radio operators picked up distress signals April 6 from a
114-foot missionary vessel that had experienced engine trouble during a
2000-mile journey from Kiritimati Island (also known as Christmas Island)
to Kiribati in Micronesia.
In response to the distress call report, a nearby US Coast Guard icebreaker,
Polar Sea--which was returning from Antarctica duty succeeded in finding
the drifting vessel.

The 25th annual National Hurricane Conference held this week 14-18 in
New Orleans hosted an AR session, due to the efforts of Mike N3PDK.
The Amateur Radio session Tuesday, April 15, ran for 3 and a half hours.

UNITED STATES
FCC OPENS RECEIVER INTERFERENCE IMMUNITY INQUIRY
The FCC wants to know how it can incorporate receiver interference
immunity specifications within its overall spectrum policy.
The Commission suggests that these could include incentives, guidelines or
regulatory requirements--or a combination of all three.
While expressing its reluctance "to implement a new regulatory
regime" of mandatory receiver standards, the Commission said it believes
incorporating receiver performance specifications could "promote more
efficient utilisation of the spectrum and create opportunities for new and
additional use of radio communications."
The FCC seeks comments on "the desirability of developing minimum
interference immunity performance specifications for broadcast receivers."
But it added that the Commission has no plans to reverse its "longstanding
practice of allowing the market to determine the performance of broadcast
receivers, with the Commission stepping in only where obvious deficiencies
appear" that could disrupt reception.
FCC Chairman Michael Powell said he'd prefer that the Commission "rely on
market incentives and voluntary industry programs to establish receiver
immunity guidelines."

IRAQI AMATEUR OPERATION REPORTED
Amateur Radio Newsline report Ham radio will hopefully re-emerge in
Iraq after the war has ended.
YI1DZ, is one of the primary operators at the Baghdad Radio Club
YI1BGD station in Baghdad. He reported that just prior to the
outbreak of hostilities in Iraq that he had dismantled the station.
Daily D-X Editor Bernie McClenny, W3UR, says that he doubts there
will be any activity in the near future from YI1BGD or any other
Iraqui Amateur Radio station. The YI1BGD club station went on the
air in the 1970s and the Iraqi Association for Radio Amateurs remains
an International Amateur Radio Union member-society.
But further, the Daily D-X has reported that Jim KT4CK, of Tennessee, has
been active from the Middle East on 15 meters SSB!!
April 7, he was identifying as YI/KT4CK saying he was in the desert of
Southern Iraq.
The Daily DX says that K1XN, has confirmed that Dunkerton is--or has
been--with the 101st Airborne.
Meanwhile, The Daily DX says Ed Giorgadze, 4L4FN, now is in the Middle
East after wrapping up his North Korean (P5) operation. He has been in
Turkey, very close to the Turkish/Iraqi border, for the last month and
awaits his next UN World Food Program assignment--which could be inside
war-torn Iraq.
Keith Martin, EI4JM, will be stationed in YA, Afghanistan, for the
next year. He is working with the aid agency Concern, looking after
their HF communications and computer IT systems. He hopes to be QRV
on the amateur frequencies once he gets his YA licence sorted out.

GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
The "One Man Tower" has finally gone commercial.
The Aussie invention that started out in a dirt floored shed in Zillmere
- a northern suburb of Brisbane - with a prototype in 1984, has finally
had to go into commercial production.
Demand for the towers coming not only from VK hams but from American and
European hams as well.
The tower has also found itself in demand by commercial communications
people. One unit survived one of the worst hurricanes to strike the
North American continent - Hurricane "Lily" - the tower is in use at an
airfield where it is used by the communications people there to test the
radios in various aircraft. The owners were full of glowing remarks of
satisfaction about the tower after the hurricane passed.
Those in the SEQ footprint will see constructor Kev VK4VKD with a
demo trailer at the Brisbane Amateur Radio Club "BARCFEST" on the
10th of May.
The towers are now being manufactured at Hillcrest, a southern suburb of

Meccano Exhibition
Amateurs who want to show their children and grandchildren the kinds of
hobbies that were available in the 1930's, 40's, 50's and 60's, will be
interested in the annual exhibition of the Meccano Modellers' Association.
On show will be a large number of Meccano models which are sure to evoke
memories in the minds of amateurs who owned Meccano sets in their younger
days.
The exhibition will be held on Saturday 3rd May at the French's Forest
Baptist Church, 615 Warringah Rd, Forestville from 10:00am to 4:00pm.

HUMBLE PIE?
Should I eat it? has the WIA Federal AGM changed over the past 2-3 years
or is it a case of these days all divisions are truly working towards a
common goal.
What ever the 3 day meeting in Adelaide was nothing I'd anticipated a
WIA convention would be. This was a truly memorable occasion, the one or
two times things seemed to be heading "off the rails" a little later
it was realised we were back on track, more focused than ever, thanks to
the guidance, understanding, call it what you will, from President Ernie
VK1LK.
On the first day of the official meeting, Saturday, agenda item 6 was
moved to item 1. This dealt with observers, visitors and other
accredited delegates. Pleasing to see the WIA has moved back to allowing
ALL interested members to join the AGM. These 'visitors' have no voting
rights but are able to see how their divisions and the WIA work for the
benefit of ALL. Much like the public gallery in Federal/State Parliaments.
David Jones VK4OF has given a most comprehensive report here on QNEWS,
this short bit I just had to get on before I rejoin the Q-TEAM after
my vacation.
In short... We all should join the WIA today!
The monies are well put to good use, representing us all, and to each and
everyone from all the Divisions I had the pleasure of chatting with over the
3 days, well done, your local Hams can rightly feel proud of the work
you do.

Denis Brice, VK4BMA, a member of the Sarina AR and Electronics Club
passed away at home on Saturday 29th. March.
He was privately cremated on Monday 31st at Sarina Crematorium.

Graham VK4BB called in from Adelaide with an interesting insight into our
Exam Service. It follows closely on the heels of VK4 Councillor Bruce Jones's
request to members at the Queensland AGM.
In brief, if you THINK you have a gripe with the Exam Service let your
Federal Coordinator VK4AGS Know! Don't air it in public, you may become
VERY EMBARRASSED when it's pointed out it's your own clubs fault! Or worse,
YOURS!
Statistics were produced at the WIA AGM on Amateur exam marking. Federal
Education Co-ordinator Ron Smith VK4AGS said that the average marking
time WAS only 14 days.
And delays if any?
Delays were mainly caused by invigilators not completing the paperwork
correctly!!

- Ladies Lunch Report
On Saturday the 12 of April the TARC ladies, or some of them anyway, converged
on the Bull's Bistro for a delectable lunch and general get together.
Lots of photos were taken especially of Emily as she engaged in the traditional
activity of pass the baby.(Note: Emily is four months old).
There was also lots of talking as everyone caught up on everything that had
been happening. There was even a brief discussion of the foundation licence
that is under consideration but most of the time was taken up with deciding
what to have from the menu. Big decisions had to be made. It was decided to
have another lunch sometime in the near future. Hope to see many more ladies
along to

Mt Stuart Working Bee for New Repeater Installation
As featured in Backscatter this month - news that theTARCinc
have been successful in obtaining a grant from the Gaming Commission
to completely makeover the VK4RAT 2m Voice Repeater.
The parts are on order through Navcom Electronics (thanks
Barry/VK4TBD and Lucia) and hopefully will be all here for installation
by the 31st May.
A working bee at Mount Stuart to do the installation is planned for
all day Saturday May 31st. Lots of hands needed as the installation
includes rack mounting equipment, installing lightning suppressors,
new coaxial feed and new antenna.

*ZS3BLUE SPECIAL EVENT STATION
A group of five amateurs from the Boland Amateur Radio Club are
going to set up a special event station during the Easter Weekend
at Verneuk Pan, in Bushman Land.
The station with the call sign ZS 3 BLUE will commemorate
the 1929 attempt by Sir Malcolm Campbell to break the world land
speed record in his famous Bluebird racing car. Campbell
achieved 218 miles per hour (351 km/h) but could not break the
record held by Major Seagrave at the time.
Operation will be on the HF bands using SSB, PSK31 and SSTV.
SSTV pictures will be broadcast during the Saturday on the even
hours. A special QSL card will be available for all QSO's made,
digital and otherwise. QSL via the Boland Amateur Radioklub.

K6KPH ON THE AIR FOR INTERNATIONAL MARCONI DAY
Adam Jaroszuk VK4KSS advises that the US Maritime Radio Historical Society
has told him K6KPH will be on the air on 26 April to participate in the
annual International Marconi Day commemorative event.
K6KPH uses the original transmitters, receivers and antennas of
famous ex-RCA coast station KPH. The transmitters are located at the
transmitting station founded by the American Marconi Co. in 1913 at
Bolinas, CA. The receivers and operators will be at the KPH
receiving station about 20 miles north at Pt. Reyes, CA.
K6KPH transmitting frequencies will be 7050, 14050 and 21050kc.
3545kc may also be activated if conditions warrant.
K6KPH will begin operations on 26 April at 1700GMT.
The actual International Marconi Day event runs from 0000GMT on
26th April 2003 to 2359GMT, 26th April 2003.
Commercial practices and procedures will be used as much as possible
to give amateurs the experience of working a real coast station.
Messages will be on hand in the message rack for those stations that
inquire QRU? during their contact. All operators will be commercially
licensed. Ex KPH, KFS and NMC ops may be at the key, depending on their
schedules.

SHORT WAVE MONITORING AND SCANNER NEWS
DIGITAL RADIO MONDIALE IS ON ITS WAY
After long years of gathering a consortium, prototyping and testing,
Digital Radio Mondiale has announced that there will be an official
launch at the World Radio Conference in Geneva, in June. This
according to a report in shortwave.com.
Digital Radio Mondiale, better known by its initials D-R-M is the
world's only non-proprietary, digital broadcasting system for short-
wave, medium-wave and long-wave with the ability to use existing
frequencies and bandwidth across the globe. With near-FM quality
sound, DRM hopes to revitalise the AM broadcasting bands below 30 MHz
in markets worldwide.

VK7 Southern Branch say progress has been made on the antennas and mast
for the repeater site on Guy Fawkes Hill over looking Hobart's eastern shore.
Amateurs will be able to turn on the repeater on with a remote tone
enabling them to receive a test pattern for aligning their receivers and
antennas without having an uplink 1250 ATV transmitter.

Canada: stamp on Edward S. ("Ted") Rogers, Canadian 3BP
Edward S. ("Ted") Rogers, Canadian 3BP, the inventor of the first American
tube with an AC-operated filament that produced an acceptable low level of
hum (1924-25) was recently honoured on a stamp issued by the Canadian post
office. The stamp shows the tube in the foreground with a photo of the
original Roger Batteryless Radio, its schematic diagram, and Rogers himself,
in the background.

WIA FEDERAL HISTORIAN VK3AFU
75th anniversary of the 1st Trans - Pacific flight
On May 31, 2003, (June 1 VK date) the Western Aerospace Museum at Oakland
Airport, Oakland, CA, USA, will be celebrating the 75th anniversary of the
1st trans-Pacific flight. Speakers at the event will include the sons of
the Pilot and Navigator and the Australian Consul to San Francisco.
For historical background, Charles Kingsford Smith and crew lifted off from
Oakland May 31, 1928, to start their epic eight-day flight to Brisbane,
Australia.
The destination was Eagle Farm Airdrome Brisbane.
Onboard that flight was an American radio operator, James Warner, who kept
the listening world informed of the plane's progress by HF.
As part of the celebration the East Bay Amateur Radio Club has volunteered
to set up HF voice and Pactor communications network at the Museum between
activities and interested persons, especially in the places where the plane
landed.
Ham radio operators in Australia and Fiji are encouraged to participate in
da event.
