WIA decides on New Entry Level licence policy

The most important decision of the WIA Federal Convention held in Adelaide,
April 4-6, was the setting of WIA policy on an Entry Level Licence, aimed at
making amateur radio more attractive and assessable for a greater number of
people.


The WIA Federal Council spent a number of hours on all three days debating
all of the issues surrounding the proposed new licence, and at the end of
this exhaustive process the result was a soundly based policy making decision.


WIA Federal President, Ernie Hocking VK1LK described the decision and the
67th WIA Federal Convention as being an historic occasion.

Ernie VK1LK said that the decision to seek an Entry Level Licence would
result in a secure future for amateur radio in Australia.

An initial motion that the new licence have "all bands", was rescinded after
further consideration. The WIA Victoria delegation proposed a new motion
that there be "a majority of bands", which it found as fully acceptable.

WIA Victoria argued that there are weak signal segments and other
band-planning sensitive matters to be considered, and that all bands were
not appropriate for the introduction of this new licence.

As a result the WIA Federal Convention had the following motion to consider:

Motion 020901A Moved VK3 Seconded VK2

That it be WIA policy that it seek implementation of an Entry Level Licence
with 
access to a majority of bands to the determined, all modes with low power,
to facilitate entry into the Amateur Radio Service.

Vote: VK1, VK2, VK3, VK4, VK5, VK6 and VK7 (unanimous)

The WIA will now consult with the amateur radio fraternity on its policy,
before going to the ACA with a detailed request that an Entry Level Licence
be introduced, as soon as possible.

The WIA also supports a two-tier licence system in Australia, an
Unrestricted licence, and an Entry Level Licence.
