VK's ENTRY LEVEL LICENCE AND CONSULTATION
This following note from G4EBT is worth repeating, not only for our
packet friends, yes Veronica there are still packeteers! hihi, but for
our RF and internet Q Listeners.
It comes in response to a flurry of packets? sent WW from vk hams.
"As to the consultation process, the WIA - like RSGB have no doubt done
their best to keep members informed by news bulletins on packet, by
their newsletter, on the net, and maybe on the air too.
Some may say "I'm not a WIA member, I don't listen to the news, I'm not
on the internet, I'm not a Club member, but I expect to be consulted".
For someone who's in a communications hobby to be such a poor communicator
is a problem for him - not the WIA.
I'm generalising about attitudes which are all too prevalent. In my view,
gaining a full amateur radio licence is a breeze compared to gaining a
driving licence, and always was.
So... just HOW are we going about this survey to revitalise amateur radio?
The survey will be inserted into the May issue of AR magazine for WIA
members in VK2, VK3 and VK7. The remaining WIA Divisions are making
arrangements to survey their members.
Results of the survey are expected to be published in late May or early June.
This survey will help the Wireless Institute of Australia in preparing
the submission to the Australian Communications Authority for the
restructuring of the amateur licensing system.
At the centre of change is a proposed new Entry Level Licence, which will
take a new approach to the training of prospective radio amateurs. It relies
on mentoring to ensure proper induction and qualifying people for an amateur
licence.
The Entry Level Licence will make amateur radio more accessible and relevant
to more people looking for a communications hobby, and also for the benefits
it can provide as a training ground for a technical career.
MIDDLE EAST/ASIA MINOR
ARRL Membership Services Manager Wayne Mills, N7NG, says the League will
accept for DXCC credit YI/ operations from Iraq by Coalition military
personnel provided the operator has written permission from his or her
commanding officer.
"There is precedent for this," Mills said, citing an operation during the
1991 Gulf War. "These operators will need written authorization to operate
from their commanding officers until an interim Iraqi civilian government
is in place," Mills said. After that point, operators would need
documented permission from Iraqi authorities.
The Daily DX <http://www.dailydx.com> has reported that several hams with
the US military in Iraq have been showing up on the air in recent days.
Mark Smith, NG5L, has been active from near Nasiriya as YI/NG5L on SSB,
usually around 0500 UTC near 14.195 MHz. Mark is in Iraq with the
82nd Airborne Division.
Jim Dunkerton, YI/KT4CK, has been active on 15-meter SSB between 1430 and
1600 UTC. Dunkerton is believed to be with the 101st Airborne.
Bob Furzer, 9K2ZZ/K4CY, reportedly has been on the air from Iraq as
K4CY/p or K4CY/m.
So who should we be looking for these days?

Further to that ....
The United Nations World Food Programme (WFP) had a crucial role in
ensure sufficient food resources are brought into Iraq under the
Oil for Food programme, before the conflict. This role will become
even more critical in the post-conflict era in a country where
60% of the population is dependent on external food aid.
We currently have hundreds of Iraqi national staff still working inside
the country.
One of them is Diya, YI1DZ, in Baghdad, who is our Baghdad Telecoms Officer.
FITTEST, the Dubai based ICT fast intervention team from UN World Food
Programme, known from their activity in many previous operations
(5X, 9Q, 9X,, YU8, YA, AP) is responsible to build up the technical
infrastructure to ensure WFP can move the relief food fast and safe.
Since a considerable time, several hams from FITTEST have been working in
and around Iraq as part of an extensive UN contingency planning.
S53R, S57CQ and ON6TT were active from YI just before the conflict.
S53R was actually the very last UN international staff evacuated before
the conflict.
Apart from support to the UN World Food Programme, our team was also
been given the mandate to build up the minimum telecoms networks
(VHF repeaters, satellite communications, HF base and mobile stations,
radio rooms, re - worked procedures and callsigns etc...) for
ALL UN humanitarian workers and NGOs...
Our FITTEST staff are prepositioned in TA, 5B, A6, 9K, EP, YK and JY
ready go into Iraq as part of the very first UN assessments.
Many of our guys have already been active from their current locations.
Several of us have already gone into Iraq, since the conflict started.

Other hams are known to be in Iraq, including G8AUU.
Signing portable YI from Iraq Chris Partridge, G8AUU, reported to
Amateur Radio Newsline 8482 from Kuwait City that with the war winding
down a number of international news agencies plan on setting up
bureaus in Baghdad, Basra, Mousal and other key Iraqui cities.
G8AUU was in a news satellite truck when NewsLine spoke with him by
telephone on Saturday April 12th. According to Chris, more than a
small number of the technicians and engineers serving at these
bureaus will be hams. This includes a satellite engineer from
Polish TV, some French hams working for Globecast and a number of
others that he knows of. G8AUU believes that its only a matter of
time before some of them get ham radio gear and take to the air --
portable YI -- from Iraq.
Keith, EI4JM, one of the Dalkey Island Contest Group operators, will be
stationed in YA, Afghanistan, for the next year. He is working with the
aid agency Concern, looking after their HF communications and computer
IT systems and hopes to be QRV on the amateur frequencies once
he gets his YA licence sorted out.
Despite some recent operations, YA is still on the DXCC most wanted list
so we guess he will be kept busy.

UNITED KINGDOM
From LF to Laser - New Distance Records Claimed
Three British Amateurs have achieved the unusual feat of setting new
UK distance records for bands at the opposite ends of the spectrum.
G3GRO and G8LSD teamed up with G0MRF to set new distance records for
73kHz in the LF spectrum and for Laser communications at a wavelength
of 670 nanometres.
On the 73kHz band contact was established from Ayr in Scotland to
Lands End on the evening of April 1st. The distance covered was 610
kilometres.
Four days later G8LSD and G0MRF spanned 49.3 kilometres between Dover
and Fairlight. After three hours waiting for the atmosphere to
clear and precisely locating each other, calls and reports of 559
and 579 were finally exchanged.
Both stations used modulated CW achieved by switching the laser on
and off at 488Hz. When the lasers were aligned, even over nearly 50
kilometres, they were among the brightest objects on the horizon.

VK4RTL experimental 23cm beacon on air
There is something more than just the Airport Radar to tune into on
the 23cm band in Townsville, with the deployment on 21st April of
VK4RTL 1296.444 beacon at Mount Stuart for a trial run.
This mighty little beacon puts out a massive 2.5watts and can be heard
on most modern tri-band handhelds around Townsville and Thuringowa.
Engineered by Don/VK4MC and installed at theTARCinc Repeater Site
by Don and Tony/VK4TJS, with help from Kerry/VK4TUB and Gavin/VK4ZZ,
the 23cm beacon transmits a continuous identification message which
cycles every minute.

2003 80m Dash for the Wadda Cup
The Central Highlands Amateur Radio Club of Tasmania (CHARCT) has
recently announced the details of the 2003 Wadda Cup Contest.
The contest is known as the 80m Dash for the Wadda Cup, and is open to
all VK amateurs.
The 2003 event will be expanded from 30 minutes to 60 minutes and
should encourage participation from amateurs that are familiar with sprint
type contests.
The event will be held on Saturday 21 June 2003, starting at 1030 UTC
(or 8.30pm EST).
As the name implies, the contest will be a dash to make as many contacts
as possible, during a 60-minute period, on the 80m band.
The contest manager, and winner of the 2002 event, is Keiran Blyth
VK3BTV. Keiran will operate the CHARCT club callsign VK7CHT -
portable VK3. Contact with this station will earn the contester bonus
points.
When the contest has concluded, all contestants will gather on 3.585
MHz to join in a roll call and find out who is the provisional winner of
the 2003 Wadda Cup contest.

"ENHANCED SSB" BANDWIDTHS "EXTREMELY INCONSIDERATE," FCC SAYS
The FCC has sent advisory notices to four enthusiasts of what's become
known as "enhanced SSB"--the practice of engineering transmitted
single-sideband audio to approach broadcast quality. Letters went out
earlier this month to amateurs who are aficionados of enhanced SSB,
also known as "upper wideband" and "lower wideband."
The FCC alleged that the bandwidths of the stations' enhanced SSB
emissions were "wider than necessary and contrary to good engineering
practice."
Occupying more bandwidth than necessary in a heavily used amateur band,
Hollingsworth wrote, not only could generate ill will among operators but
lead to petitions asking the FCC to establish bandwidth limits for amateur
emissions. At present, the FCC imposes no specific bandwidth limits on
various amateur modes.

for the repeater site on Guy Fawkes Hill over looking Hobart's eastern shore.
Amateurs will be able to turn on the repeater on with a remote tone
enabling them to receive a test pattern for aligning their receivers and
antennas without having an uplink 1250 ATV transmitter.

AMSAT has announced the opening of a new Echolink conference server
as a new service from its amsat.org website. A conference server
uses voice over I-P technology and allows many operators, links, and
repeaters to share the same conversation in real time.
The new AMSAT conference server was established to provide a place
for satellite operators world-wide to congregate and chat. The
server is up continuously and all amateurs are invited to connect and
give it a try.

active member of the Rotary Club of Bologna, Italy.
Rotary helps club raise funds:
A Melbourne radio club has latched onto a way to raise much-needed
funds, thanks to their local Rotary Club. For some years the
Frankston and Mornington Peninsula Amateur Radio Club has taken part
in the fundraising for the Rotary Club of Frankston North.
Members are now busy selling raffle tickets for this year's Community
raffle. Apart from a chance to win one of the prizes, the raffle has
a very good return as participating clubs receive approximately 75%
of the ticket value of tickets sold.
This year the first prize is a $15,000 travel package, a trip for two
to the Gold coast, and a TV/DVD. Tickets are on sale between March
21st and May 31st. Club members wanting to support their club should
talk to club president Bill VK3MMM to get one or more ticket books.
