 FEDERAL WIA CONVENTION
 The WIA Federal Convention and Annual General Meeting of the WIA will be
 held in Adelaide on 4th, 5th and 6th April 2003. Although I will be present,
 (graham 4bb) it will be as an Alternate Federal Councillor, not in my
 QNEWS Editors Hat.



 CB NEWS
 Since July 2003, the statistics on the relay of Newswest via CB have
 shown a true interest in Amateur Radio by our CB Brethren.
 Some 312 checkins for the 7-8 month period.
 However, a fortnight ago, the Repeater - which is on a Water Supply
 Authority site had its solar cells, charge controller, and Batteries
 stolen.

 Hopefully for VK6 the system will be up and running again shortly.

 As an aside QNEWS is retransmitted in both VK2 and VK4 on CB bands,
 884 vk2 checkins and in VK4 678 last Council year.



 EDUCATION
 THE WIA FEDERAL EDUCATION OFFICER IS RON SMITH VK4AGS. 
 VK2DQ Ron Bertrands Internet course is on the web at

 Morse Training Transmission 3699 kHz on air 24 hours a day.
 The Sunshine Coast Amateur Radio Club broadcast CW every Sunday night
 from 7:30pm QLD time on 3.535MHZ.
 
 TEN NEW SCHOOLS JOIN THE BIG PROJECT
 The ARRL Executive Committee has approved 10 new schools for the ARRL
 Amateur Radio Education and Technology Program popularly known as
 "The Big Project."

 "That takes us to a total of 50 schools," said ARRL Education Project
 Coordinator Jerry Hill, KH6HU. "I'm pleasantly surprised, because we never
 expected to be able to fund this many schools this fast. It shows the
 great passion within the Amateur Radio community to introduce ham radio to
 the youth of America."

 Hill said the schools will now select their equipment and should have
 complete stations on campus before school is out in June.

 At Webster Intermediate School in Texas, the youngsters will have the
 unique opportunity to learn from Nick Lance, KC5KBO, who trains US
 astronauts in Amateur Radio.

 The ARRL Amateur Radio Education and Technology Program employs ham radio
 to enhance student learning through the application of mathematical and
 scientific concepts. The project emphasises integration of math, science,
 writing and speaking, geography, technology and social responsibility
 within a global society. While getting students licensed is not a primary
 goal of the program, participating schools have generated many new, young
 Amateur Radio operators.

 In order to establish more effective QSL card management, HARTS Incoming
 QSL bureau will not process non-members QSL cards, in effective from 1st
 April 2003.

 WIA Federal Secretary Peter Naish forwarded QNEWS an email from the
 Hong Kong Society which states "All non-member cards will be sent back to
 originate country's QSL bureau in one/half year basis. Please remind your
 members to confirm proper QSL route with the Hong Kong (VR2) station if
 they want to send QSL cards to them.

 ZL MED Review Licence Fees
 NZART has received two documents from the MED which are receiving attention
 by Council.

 The initial reaction emerging includes: 

 It seems that an arm of the Ministry has once again got Amateur Radio
 tangled up with their business operations.

 The fee proposed for the "lifetime licence" can be accepted.
 (Please note that this proposed life-time licence is not a free licence.)
 
 The fees proposed for repeaters and beacons are unacceptable.
 To go from zero fees to the proposed $250-initial-fee with an
 on-going $200-per-annum charge per repeater is a very significant
 policy change with serious and unacceptable implications.
 The zero fee for beacons and repeaters was introduced some years ago
 for good reason.

 By definition and by international agreement, the Amateur Service is unique.
 Amateurs are involved in radio for their own individual and personal
 interest in radio. Quite distinct from other services, except for
 its well-known and agreed necessary emergency functions, amateur radio
 is not in support of some other activity or money-making.

 The Amateur Service is by regulation non-pecuniary and by international
 agreement cannot be used for money-making. Unlike other services that
 can pass on costs to others, there are no "others".

 The NZART Administration Liaison officer is compiling a preliminary
 document for Council consideration.

 UNITED KINGDOM - INTERMEDIATE
 Steve Hartley, G0FUW, reports that all seven candidates who sat the
 Intermediate Licence pilot exams in Bath passed.
 All seven, are now going on to sit the Full RAE in May.

 In some cases this progression is only because of the
 confidence gained through doing the Intermediate course. This shows what
 a good stepping stone the Intermediate Licence will be for those who
 would have never dreamed of sitting the RAE from scratch.

 Steve will be organising another series of Foundation, Intermediate and
 Full licence courses in September.

 UNITED KINGDOM - CB ACTION
 On the 25th of March the Radiocommunications Agency published a
 consultation document on a proposal to deregulate Citizens' Band radio
 and withdraw the 40 UK-only CB channels.
 The consultation seeks views on a proposal to remove the need for
 individual licensing in 2004, while retaining the technical equipment
 requirements and the current operating rules.
 The consultation document also deals with a proposal to remove
 the 40 UK-specific CB channels from CB use in 2010, retaining only the
 40 pan-European channels.

 UNITED KINGDOM - DIAL M FOR MURDER
 Police have asked CB and amateur radio enthusiasts for help in providing
 information about the murder of a lorry driver on the M3 motorway.
 At 0035 hours on Friday the 21st of March a Ford Iveco heavy tractor artic
 was driving north-bound on the M3 towards the M25. A person or persons
 unknown threw an object at the cab of the vehicle, smashing the windscreen,
 hitting the driver, and fatally Injuring him.

 He died at the scene, having safely brought his vehicle to
 a halt on the hard shoulder. It is believed that the object was thrown
 from a footbridge located between junction 4 and junction 3 on the M3
 near Camberley.

 CARRY YOUR LICENCE
 Amateur Radio Newsline carried some timely words of advice to it's
 listeners this week, " vehicles are again subject to random inspections
 on roads leading into and out of US airports, sea-ports and
 similar facilities.

 Most of those who will making inspection stops are probably unaware of
 ham radio equipment and why hams have it in their cars.

 All they will see is a different kind of radio that they have never
 experienced before.

 So, for the foreseeable future Amateur Radio operators would be well 
 advised to carry a copy of their license with them if they are 
 driving a vehicle equipped with an antenna array anyplace close to a 
 high security area. Its much simpler to show you ham ticket to the 
 inspector than to try to explain the hobby while a long line of cars 
 behind you are honking their horns.
