 meeting held in Sydney in March 1910 by the experimenters of the day - who
 were having trouble with the authorities who were charging one pound for the
 annual license.

 The WIA Federal Convention and Annual General Meeting of the WIA will be

 bearers over dinner.
 The occasion will be the annual Federal Convention, to be held between

 HIGH-TECH HOTSPOTS ON TRIAL IN SMART STATE
 Whether you're waiting for a train, or killing time in a foyer while you
 wait for your next meeting - smart State technology may soon help take
 the 'boredom' out of the waiting.

 This year QLD I.T. Minister Paul Lucas' Department will trial high-tech
 computer 'hotspots' in Brisbane - which will allow those with time to cool
 their heels, time to log in to instant Internet access.

 Mr Lucas said the computer hotspot wireless trials were being considered
 for up to 20 state government sites in the city, including Roma Street
 Station, the Brisbane Convention and Exhibition Centre, office buildings
 and even Lang Pthe Suncorp Stadium.

 Mr Lucas said the hotspots, which will use Wi Fi technology, would
 provide people with cheap mobile broadband data services plus mobile
 access to the internet.

 Queensland Innovation Minister Paul Lucas has met with seven students
 from North Rockhampton State High School who'll be taking part in the
 Professional Partnership Program, designed to introduce them to
 job opportunities in science, engineering and Information and
 Communication Technology (ICT) industries.

 "These seven students will actually be placed in jobs so that they can see
 what the industry is like, and whether it's an area they'd like to pursue
 as a career," Mr Lucas said.

 The program is being run by the Association of Professional Engineers,
 Scientists and Managers Australia.

 ENFORCEMENT: NO RULES BROKEN 
 A ham accused of running a telephone call-in program on 75 meters has 
 been cleared of any wrong doing. Amateur Radio Newsline's Bruce 
 Tennant, K6PZW has good news for one California ham:

 Back on October 15, 2002, the FCC wrote to James S. Watkins, KI6GU, 
 of Burbank California. This, regarding complaints that his station 
 was involved in a telephone call-in like program on 3.830 MHz on 
 August 16th and 24th. 

 The complaints alleged that Watkins had operated the call-in show 
 using reverse phone patch. Copies were provided to him and the FCC 
 requested additional information from Watkins in regard to that 
 operation.

 Watkins provided the requested information in a response dated last 
 November 12th. Following a thorough review the FCC now says that 
 that there were no violations of Commission rules since licensed 
 operators were in control of the station during all transmissions. 
 As a result the inquiry is closed and no enforcement action is deemed 
 to be necessary.

 Karl, VK6XW, reports that the 'MOB' on 14.144 are of ethnic chinese origin..
 They speak a southern Chinese dialect akin to Hokkia, but mixed with
 Indonesian words.

 VK6XW thinks that they are living in the in the coastal region of Borneo
 or Indonesia just close to Singapore and have something to do with
 boating....

 The YB0's seem to respect them but the "singer" is certainly in
 need of treatment

 The 'Mob' 14.044 has not been identified. But it's looking like
 Thailand and Cambodia..

 SUPPORT GROWING FOR FAVOURABLE 40-METER REALIGNMENT PLANS
 With World Radiocommunication Conference 2003 (WRC-03) getting under way
 in about three months in Geneva, support is growing for two favourable
 proposals to create a 300-kHz worldwide 40-meter allocation.

 ARRL and the International Amateur Radio Union (IARU) seek a return to the
 300-kHz allocation that existed worldwide prior to World War II but that
 now exists only in the Americas.

 Delegates to WRC-03 will attempt to address--and possibly eliminate--the
 overlap on 40 meters between amateurs in the Americas (Region 2) and
 broadcasters elsewhere (Regions 1 and 3).

 NEW ZEALAND - ZL - LIFETIME LICENCES
 Life-time licences will be introduced in ZL this year.
 A call has gone out to ZL'ers that "If your licence is not current at
 the time of introducing the 'life-time licence', it will cost you more
 also you run the risk of your call sign not being available as
 it may have been reissued to another amateur.

 POLAND _ SP - NEW BANDS
 Chris, SP5HS, reports that the new Polish national frequency allocation
 table came into effect on the 27th of February. It allows for SP
 amateurs to use the 136kHz band, while the 50MHz band is now allocated
 to amateurs in Poland on a Secondary basis, shared with government
 services.

 IRELAND - EI - SUMMIT
 The Summits on the Air award programme starts operation in the Republic
 of Ireland on Saturday the 15th March. Several expeditions were planned
 including an activation of one of County Wicklow's highest summits,
 Tonlagee, at 817 metres above sea level.

 Tomorrow, Monday the 17th, is Saint Patrick's day and EI7GY plans to
 activate Fairy Castle, 536 metres above sea level. Look out for him on 2
 metres FM (good catch for you ZL'ers!) and on 15, 20 and 40 metres CW and
 SSB.

 Anyone wishing to catch summits expeditions should subscribe to the SOTA
 Internet reflector. This includes a facility which allows summits
 activators to announce their activations in near real-time using a link
 between the mobile phone SMS text system and e-mail. Details are on the
 Internet and there's a link from the RSGB's site at www.rsgb.org

 EI-0-TEN 28 MHz Beacon
 Because of repeated reliability problems with EI-0-TEN at its present
 location, the beacon is to be moved shortly.
 Service interruptions will continue for the next 3 weeks or so.
 Apologies for any inconvenience caused. The new location is also beside
 the sea and should hopefully result in an equally good signal and vastly
 improved reliability.

 KC-3-RE CONCERT PIANIST-HAM'S RUN TO BENEFIT CANCER RESEARCH
 Combining music, athletics and Amateur Radio to raise funds and awareness
 for cancer research, Martin Berkofsky, KC3RE, is set to run from Tulsa,
 Oklahoma, to Arlington Heights, Illinois.

 An internationally known concert pianist and music scholar, Berkofsky plans
 to celebrate his 60th birthday and his recovery from cancer with the
 700-mile "Celebrate Life Run." Along the way, he hopes to contact as many
 hams as possible on VHF and UHF as he navigates the back roads of the
 Midwest.

 Throughout his life, Berkofsky has enjoyed a parallel fascination with
 electronics and music. A child prodigy at the piano, he was licensed in
 1957 at age 14, first as KN3HDW, later K3HDW. Berkofsky has performed,
 taught and operated from more than 25 countries and is renowned in the
 music world for his Liszt performances and scholarship.

 COLOMBIA QRT
 Colombia's national ham radio society remains on the brink of being 
 dissolved and you may soon hear very few of that nations hams on the 
 air. This, according to Fred Laun, K3ZO in a report that originally 
 appeared in a number of D-X newsletters. The reason? The economy.

 According to Laun, his old friend Beto Rojas, HK3DDD, in Bogota 
 informed him that postal rates in Colombia were doubled as of January 
 1st. That it now costs the equivalent of $2.00 U-S to send a letter 
 to the United States. And as a result Colombian hams would have to 
 pay the equivalent of 13 cents per QSL to send outgoing cards through 
 the bureau. 

 (Remember though it costs more than that from VK the VK HK economies
 are VASTLY different)

 Colombian I-A-R-U member society -- the Liga Colombiana de 
 Radioaficionados -- L-C-R-A -- was to meet on Saturday, March 1st to 
 dissolve itself. The problem is that L-C-R-A membership is down. It 
 now only has 200 paid members. It also had the equivalent of 8000 
 United States dollars in debt. It's leaders felt that it could no 
 longer stay in business.

 But says Laun, a miracle actually happened. At the meeting one of 
 the members donated $7000 to pay off most of the current debt.
 So, L-C-R-A will continue to operate as Colombia's national society for at 
 least the next three months.

 In a note to Amateur Radio Newsline, Laun says that several Colombian 
 hams were apparently moved by the messages they received from around 
 the world and have vowed to try to rescue their almost 70 year old 
 society from the brink of oblivion. Even so, HK3DDD tells Laun that 
 many Colombian hams have stopped calling C-Q and some have even 
 terminated all high frequency operations. This is because they can 
 no longer afford to handle the economic consequences of the demand 
 for QSL cards.

 TRAVEL WARNING: DX'ERS ADVISED TO USE CARRY-ON LUGGAGE ONLY

 If you are planning a D-Xpedition, you might want to think in terms 
 of smaller being better. This following reports of vandalism to the 
 luggage of a recent DXpedition by none other than those highly 
 trained security folks at Seattle Washington's Sea-Tac Airport. 

 Amateur Radio Newsline's Jim Meachen, ZL2BHF, in Auckland New
 Zealand reports on what happened to a bunch of DXpedition operators 
 who were headed home:
 
 When the D-Xpedition group returning from the recent AH3D operation 
 reached Seattle for their connection to Copenhagen Denmark, all their 
 Samsonite case's locks were been broken by the Sea-Tac Airport 
 security people who just had to take a peek inside. The checking was 
 done in a secure area of the Seattle airport. As most seasoned 
 travellers know, security is supposed to find the passengers to get 
 the keys to luggage that they want to inspect. In this case security 
 simply broke into them, resulting in damage to the luggage and some 
 rather messy repacking.

 As a result of this experience, D-X'er Martti Laine, OH2BH, says he 
 will be going hand carried from now on. When he operates the ARRL 
 SSB Contest from the Canary Islands as EA8BH it will be using the new 
 Yaesu FT-897. This is a radio that weighs in at only 8 and 1/2 
 pounds and can be toted along in the passenger cabin with him. 

 Laine says that EA8BH will be on the air on all bands using the new 
 Yaesu radio. He adds that the QSL for this operation will feature 
 information on this new, compact DXpedition, approach.

 It's just 6 days to our WIAQ Annual General Meeting.

 There are a number of items on the AGM agenda.

 In reports you will hear what the various officers 
 and ex-officios of the institute have been doing to
 enhance and protect the privileges of being an amateur
 radio operator. You will discover how members funds have
 been used for their benefit.
 We will also show a formal mark of respect for those amateurs, some
 pioneers of radio that have become silent key in the last year.

 We will elect and appoint councilors for the year 2003 to 2004.

 We will present awards and certificates of appreciation to many
 who have given time and talent to benefit their fellow amateurs.

 There is also a time for general business where those attending
 can raise any questions, concerns and comment they may have.

 Finally there is the optional informal gathering after the meeting
 to catch up with friends or contacts you may have made on air.

 Col McCamley Award
 Down on Queenslands Sunshine Coast prior to their Annual General Meeting
 the Col McCamley award is voted on and presented.

 Past WIAQ President Geoff VK4KEL gave a brief summary of the history of
 the award and its purpose, which is to recognise club members
 who have put a lot of personal effort into the club.

 The award this year was won by Harvey VK4AHW who among other things
 travelled from Dalby to the Coast just to attend meetings while he was
 President.

 BARCFEST is on again this year, date 10th May, venue the Holland Park
 Bowls Club 49 Abbotsleigh Street, Holland Park.

 The Brisbane Amateur Radio Club, meets twice a month, at St. John`s Church
 in King Street Annerley. The first meeting is the FIRST Friday of the month,
 which is mainly a "social night", but also the club uses this first meeting
 as a "show and tell" night where members bring along their home brew
 projects, then explain the workings to all the assembled members and
 guests.

 The second meeting,  is the FOURTH Friday of the month, which is primarily
 a business night, starting at 7:30pm sharp, continuing until approximately
 8:30pm, then most members have coffee, tea and biscuits and a chat about
 all things amateur.
                    
 The B.A.R.C nets are as follows every Monday night, starting at 7:30pm on
 28.450mhz, the club call is VK4BA, then Wednesday night commencing at
 7:30pm on 146.550mhz, the call is once again VK4BA.

 Every morning of the week (Monday to Friday) on 146.550mhz, commencing at
 8:00am,  the call is VK4ZR name of Kevin.

 weekend from Kroombit Tops, depending on road conditions.

 A change of venue was forced upon them due to road building operations
 at Keelbottom Creek! So there is nothing like a sudden change of
 plans to test the preparedness of Amateur Radio field operations.

 off a bit south of Rollingstone to go and visit the Field Day Station,
 or fire up the HF from home and make a few contacts with VK4WIT out in
 the field.

 VK4WIT has been operating since 11am on Saturday and will finish
 on-air operations today at 11am, so you don't have much time to visit
 the Field Day Station or make contact with it.

 John Moyle Field Day This Weekend

 The annual John Moyle Field Day Contest is being conducted this weekend
 This is one of the major Australian contests and operates for either a
 6 hour segment or the whole 24 hours.
 All bands, all modes and single or multioperator. Field operation is
 encouraged. The contest is intended for VK and P2 operators.

 The rules for this years event is to be found in the February
 issue of Amateur Radio Magazine.

 The contest is named in honour of John Moyle - the late VK2JU who, in the
 1940's and 50's was the Editor of Radio and Hobbies He also attended the
 World Radio Conference in 1959 on behalf of the Australian Amateur Radio
 Service as part of the Australian delegation. This was the first time our
 Service attended in our own right.

 THE JACK FILES CONTEST WILL TAKE PLACE ON THE 5TH OF JULY.

 START TIME IS AT 0800z AND WILL CEASE AT 1400z.

 THE RULES ARE THE SAME AS LAST YEAR.

 THE DURATION OF THE CONTEST WILL BE BROKEN INTO 6, 1 HOUR BLOCKS
 SO AS TO ALLOW REPEAT CONTACTS FOR EACH 1 HOUR BLOCK.

 THERE ARE THE USUAL CHOICES OF MODES WITH THE ADDITION OF PSK31 FOR THE
 DIGITAL FOLK. MODES -  CW , SSB , PSK31 , ALL MODES.

 THE CONCEPT OF THE CONTEST IS TO WORK AS MANY STATIONS AND STATIONS IN
 DIFFERENT QUEENSLAND SHIRES AND TOWNS AS POSSIBLE.  BUT THE MOST IMPORTANT 
 THING IS TO HAVE FUN. ITS UP TO YOU HOW SERIOUSLY YOU COMPETE.

 MANY STATIONS WHO PARTICIPATED LAST YEAR EXPRESSED TO CONTEST MANAGER
 JOHN VK4AJS HOW MUCH THEY ENJOYED THE CONTEST AND CATCHING UP WITH PEOPLE
 THEY HAD NOT CONTACTED FOR QUITE AWHILE.

 THIS CONTEST IS ALSO A GOOD CHANCE FOR CLUBS TO USE THAT CLUB
 CALLSIGN AND MAYBE ENJOY AN EVENING MINGLING AND TAKING TURNS TO OPERATE 
 THE STATION.

 NOT GIVE IT A GO. YOU WILL ENJOY IT!!!



 ZL 100 MHz AWARD
 This award is open to all licensed radio amateurs.

 The object is to promote amateur activity on the various H.F. frequencies
 used within New Zealand.

 To qualify for the award licensed amateurs are required to work such a
 number of New Zealand base stations on the HF frequencies (160m -10m)
 to make up a total of at least 100 MHz (100 points) and not more than
 107.5 MHz, (107.5 points).
 ie work 5 stations on 21.2 that would give you 106!

 All contacts must be made between March the 1st and December 31st 2003.

    To commemorate the 125th anniversary of the liberation of Bulgaria, the
    Balkan Contest Club LZ1KZA will operate with the special event callsign
    LZ-125-O from the 1st to the 31st of March 2003.
    Activity will be on CW, SSB and RTTY on all the HF bands.


    MARCH 15 - 17
    EI Activity Day 2003
    All EI stations are asked to make a special effort to get on the air 
    for their annual EI Activity Day which this year is a three-day event, 
    to be held from Saturday March 15th to Monday 17th inclusive.

    EI stations are still in great demand by stations trying complete 
    their Worked EI Counties Award and many overseas stations are also 
    collecting Worked All Ireland Squares.


    MARCH 23RD ENDS

    The Oakdale Amateur Radio Club in Cape Town has been granted a
    special event call sign for the CRICKET WORLD CUP being played in the
    Republic of South Africa.

    The call sign is ZS03CWC and is operating on all bands
    80 m to 10 m until the 23 March 2003.

    QSL's can be sent to ZS03CWC, PO Box 2132  Bellville 7535  for
    ZS stations and via ZS1AU on QRZ.COM for DX stations.

    Saturday March 29 - commemorating the 25th anniversary of the release
    of the movie "Run Silent, Run Deep" which featured Clark Gable,
    Burt Lancaster, USS Redfish, and USS Kidd.
    The USS Kidd Amateur Radio Club will "open all ports".
    Operating 20 Meters around 14.250 to 14.320.
    CW activity will be in the QRP area.
    Other bands are possible.

 A couple of weeks back I worked Declan EJ9HQ, now I see where the Mayo Radio
 Experimenters Network has announced they will host "An Afternoon With Declan
 Craig" in the Linenhall Arts Centre, Castlebar.

 Declan will give an insight on life at the other end of the pile-up as a
 rare one is activated.

 The event is open to all, and admission is free. After the presentation,
 one of the many DXPedition videos featuring Declan, will be shown on the
 large screen in the Centre which can seat 150 people.

 ASTRONAUT TELLS GERMAN HIGH SCHOOLERS HE'LL MISS ABILITY TO FLY
 Despite a last-minute glitch with an antenna rotator, an Amateur Radio on
 the International Space Station (ARISS) contact involving students at the
 Hochwald Gymnasium (high school) in Wadern, Germany, went off right on
 schedule.

 During the QSO, 16 students all brand-new new amateur licensees spoke via
 DL0WR with ISS Science Officer Don Pettit, KD5MDT, at the controls of NA1SS.

 The high school was only the second school in Germany to experience an
 ARISS contact.

 "Most significant is that the ARISS contact gave birth to 16 new members
 of the Amateur Radio community," said ARISS Mentor Peter Kofler, IN3GHZ,
 who called the accomplishment a "superb illustration of the educational
 power of the ARISS school contacts." That their first ham radio activity
 was a contact with the ISS was "a dream come true," he added.

 The fact that each student had his or her own ticket also covered the
 sometimes-overlooked legal issue of third-party traffic between the US
 space station and the German students. Germany and US do not enjoy a
 third-party traffic agreement.

 On the classroom side, the students had been working since last November
 to prepare for the big day.

 HFpack caters for portable type operations.

 For over 2 years, HFpack, the HF Portable Group (currently 3500 members)
 has been using 18157.5kHz USB as a calling frequency on a
 daily basis when the band is open. The HFpack calling frequency 
 18157.5kHz and net at 1630Z and 2230Z daily, is published widely on 
 the web, in QST, CQ, other magazines, and listed in the ARRL Net 
 Directory and other online net directories.

 Much of the daily activity on 18157.5 USB consists of Pedestrian 
 Mobile, Bicycle Mobile, QRP Portable, and Mobile stations with weak 
 signals. Quite a few Base stations around the world support this 
 activity by providing relays and contacts for the weak signal SSB and 
 CW stations. HFpack gives priority to portable and low power stations. 

 As a result of this priority status, 18157.5kHz has also become the
 main frequency for QRP SSB stations in North America.

 Bonnie KQ6XA from HFPack is working on frquency coordination with
 other nets who are also "laying claim" to this channel.

 Commemorative IOTA DXPedition
 A team of four VK3 radio amateurs will be active next month from
 Waldegrave Island East off South Australia's Eyre Peninsula to
 commemorate the historical naming of the island by explorer
 Mathew Flinders during his coastal exploration of 1802-1803.

 Listen for special event callsign Victor India 5 WCP -
 Waldegrave Conservation Park from the 17th to the 22nd of April,
 on all bands above 160, both phone and CW

 The team is Tom Marlowe VK3ZZ, Peter Forbes VK3QI and Jack Bramham VK3WWW
 who last year activated Lady Julia Percy Island VI3JPI which is written up
 in the March edition of Amateur Radio magazine, plus Keith Proctor VK3FT who
 was part of the 2001 expedition to Gabo Island in Bass Strait.

 The on-shore pilot for VI5WCP will be David McAulay VK3EW.

 A special bicentenary commemorative QSL card will be issued.
