 NATIONAL NEWS

 FEDERAL WIA PRESIDENT ERNEST HOCKING VK1LK
 In the Audio edition you will hear VK1LK reporting the very latest
 "lay of the land" as far as this new look WIA goes.

 
 NewsWest Editor Presenter Dennis Muldownie VK6KAD issued a
 "Superflash" last Wednesday, news that VK6 amateurs have now
 voted for a National WIA!

 In April, at the AGM for the VK6 division, the amateurs of VK6
 overwhelmingly voted down the initial co-lateral agreement, and narrowly
 voted down the draft constitution.

 Michael Owen and Glen Dunstan met with the VK6 council  to clarify and explain
the constitution and address VK6 reservations.

 May 4 2004, with 32 amateurs present, the vote was overwhelmingly
 to proceed with the National WIA. There are still reservations,
 but they are now "nuts and bolts" arguments.

 This move comes in the light of continuing upgrades in the papers
 circulating on this subject, revised financial detail concerning the change,
 and the listing of the many things the VK6 Division needs to include in the
 collateral agreement. The amateur fraternity in VK6 has been busy beneath
 the surface discussing the issues on air, at clubs, and by e-mail.

 The meeting was ably assisted by an interesting and informative talk by
 Michael Owens, which undoubtedly gave us the feeling we now part of the
 national conversation, and not isolated in the boondocks.

 The VK6 Committee will now meet this week to get things together for the
 meeting on the 16th.

 So where are we? As of Wednesday VK1's e-mailed Divvy newsletter stated:-
 
 VK1, VK4, VK5, VK7 support a new organisation. (Ad VK6..ed)
 

 VK2 support a new organisation subject to legal opinion on the motion 
 passed at their AGM.

 VK3 will not commit until they have a legal opinion on the new constitution.

 As we require 6 divisions to vote for the motion to pass, it is 
 important that divisions have a little more time to consider the issues.
 The maximum time is the end of May thereafter we would have to apply to 
 the companies office for extension of time to complete the AGM.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 
 The Australian Broadcasting Authority has decided to change
 the transmitter site and technical specifications of 
 commercial radio service 3YB Warrnambool.
 
 3YB currently operates on 882 kHz on the AM band from
 Bushfield on a maximum CMF (cymotive force) of 630V directional.
 The ABA decided to allow the transmitter to be moved to an
 alternative site at Blighs Road, Purnim, approximately 14 km NE
 of the existing transmitter site.
 The variation also allows for the CMF to increase from 380V to 
 450V in the sector 180-230 degrees.

 PLC/BPL
 ARRL President Jim Haynie, W5JBP, has appealed to President and fellow
 Texan George W. Bush to withdraw his support for broadband over power line
 (BPL) technology.
 The League last week also issued a call for members to support Haynie's
 request.

 In a speech at the convention of the American Association of Community
 Colleges, President Bush advocated changing technical standards to
 encourage BPL deployment in the US.

 Haynie told Bush that while the League supports universal and
 affordable broadband access, BPL is the wrong direction to take.
 
 In direct response to the Bush speech, the ARRL is asking its members to
 support Haynie's request for the White House to withdraw its support for
 BPL technology. It is important for radio amateurs to get the facts across
 to the White House."

 Haynie speaking on ARNewsLine said amateur radio has reached a defining moment
 in its history and he is issuing a call to arms.

 "This is the time that amateur radio is going to have to pull together and
 speak with one big voice," Haynie says. "And, on our website, we put the
 contact information and I want everybody to go there and look at it
 (www.arrl.org) and you can write the president, you can write your
 congressman, you can write your senators you can call 'em.

 "Anything like that is helpful because amateur radio has been around for a
 lot of years and I'd hate to see it end based on a technology like this
 that any engineer worth their salt would be able to say, 'Well, this sounds
 fun but it's just not going to work.' "

 Congress to express their views on BPL deployment.

 "Do it now!" ARRL's Dave Sumner urged. "We need thousands of responses
 from all parts of the country, right away, if we are to make an impression."

 With limited exceptions, short-wave listeners may file formal complaints
 if broadband over power line (BPL) signals interfere with their reception.

 ITU Radio Regulations require member nations to "take all practicable and
 necessary steps to ensure that the operation of electrical apparatus or
 installations of any kind, including power and telecommunication
 distribution networks, does not cause harmful interference to a
 radiocommunication service."

 Homeland Security First to Define Interoperability Requirements for 
 USA's First Responder Community

 "Statement of Requirements" Outlines Future Public Safety Wireless 
 Communications and Interoperability

 The SoR, marks the first time the 50,000 public safety agencies have
 a document that defines future requirements for communicating and
 sharing information in a manner that allows for the most effective
 use of that information.
 It is the overarching umbrella program within the Federal government
 to help public safety agencies improve public safety response
 through more effective and efficient interoperable wireless communications.



 EDUCATION YOUTH AND ADVANCEMENT OF AMATEUR RADIO
 
 Hey have you seen the new posters for the Radio and Electronics School?
 There are 2 posters available. One is directed towards the young people 
 of our community, both male and female. We have deliberately omitted showing
 male adults sitting in front of a radio or using a Morse key.
 Instead we have tried to convey the image of youth, fun and technology,
 with the use of electronic kits, kit building and a very happy (female)
 station operator. The other major graphic in the poster is of the
 Novice Fast Track CD ROMS. With all of these images together, we are trying
 to say "Gaining a Novice Amateur Certificate of Proficiency is easy,
 even kids can do it".

 The other is aimed squarely at mariners. It focuses on safety, simple repairs
 and "always having contact". It too depicts the simpleness of the course and
 hints at digital communications.
 These posters can be used in conjunction with V K 5 M M s' excellent
 promotional material or on their own. Distribution points could include your
 local scout den, electronics emporium, Hamfests or even boat club and marina
 bulletin board.

 Because the Radio and Electronics School is not for profit, we anticipate
 that the posters could also be placed on school and council library notice
 boards.
 Believe it or not even the community bulletin board at McDonalds could be
 utilised.
 Just keep in mind that these are cleared periodically and you may have to
 resubmit them.

 law enforcement groups. He was also responsible for issuing YI
 Amateur Radio licenses to both nationals and visitors.

 He, is Fredrick Matos W3ICM, whom the US Department of Commerce has honoured
 with its Gold Medal Award for Distinguished Achievement.

 An employee of the National Telecommunications and Information
 Administration (NTIA), W3ICM/YI3DX was welcomed home by Commerce Secretary
 Donald L. Evans who thanked him for his role in "expanding freedom around
 the world.

 The Greek Communications Authority has announced that Greek radio
 amateurs may use the optional SX2004 or SY2004 call sign prefix from 1
 June 2004 until 15 November 2004 to commemorate the Athens Olympic Games
 and Paralympic Games 2004.

 Also foreign radio amateurs, as visitors in Greece, from CEPT
 countries or from countries with reciprocity (U.S.A., Canada , Cyprus ,
 Switzerland and Australia) can use the special prefix J42004 from 1 Aug
 2004 until 15 November 2004 without any license from Greek Authorities.

 All others need communicate with Greek Authorities for special
 permission.

CLUB ACTIVITY IN DETAIL WITH BRIAN COLEMAN VK4LH IN MACKAY

Clairview Mayday Weekend:
The fun fund raising weekend between the Mackay and Rockhampton Radio Clubs was
very big this year. 

The place was full of used treasure to dispose of!
VK4AIV Wal the auctioneer nearly collapsed from exhaustion and had to stop and
have a refresher during proceedings.

About 30-40 attended coming from Mackay Club, Rocky Radar Club , VK4MAR from
Noosa ,  and even 3 from Central Highlands Club ( 
Tieri, Dysart and Springsure.)

A fishing club was in attendance and they joined in buying equipment they knew
nothing about or have never seen before.
What would a fisherman want with a couple of More keys? 

For travellers a  temporary 70 cm repeater was installed on the local hill at
Clairview for the weekend as a WICEN exercise and
 IRLP linked Mackay and Rocky 2m repeaters.

 G'Day all. I'm here to tell you about the Contests, Awards and Special
 Events happening in our part of the world, and new on our calendar this
 time around is the NZART's Sangster Shield, coming up on May 15 and 16
 sure enough, that's next weekend.

 Also one to mark with your highlighter is August 14 and 15, the
 Remembrance Day Contest. Yes, use a highlighter. Hard to believe it's
 already only three months away.

 Okay, the NZART Sangster Shield Contest is on May 15th & 16th, 0800-1100 UTC
 each evening. The full rules are on the NZART contest website for this
 CW-only event. To add to the fun and challenge, the maximum output of your
 transmitter must not exceed five watts for the Sangster Shield section.
 Contest Manager is Glenn Kingston ZL2KZ, and he's got all the info you
 need if the web site's left you wondering about something.

 On the awards front, last week's QNEWS story on the P29ANZAC event reminded
 me of that very colourful P29 Bird of Paradise Award. This award is
 conferred when you are able to provide evidence of confirmed contacts with
 five P29 operators in three separate provinces of PNG. A certificate
 acknowledging that the holder has met the requirements of the Bird of
 Paradise Award is sent to successful applicants.

 In Special Events we have a few interesting items for you, starting with
 the May 1 to 16 operation of HF3UE, which is active now on 80 to 2 metres,
 all modes, to celebrate the accession of Poland  to the  European Union.

 Also on the air May 1 to 16 is special call PI75AA, operated by the Dutch
 national amateur radio society, VERON, to celebrate the 75th anniversary
 of headquarters station, PI4AA. That four alpha alpha certainly has a
 ring to it! QNEWS has been told that all VERON staff, both current and
 retired will use the special callsign PI75AA during this period.

 On the air until today, May 9, is special call Echo Oscar 59 Quebec WW,
 on the air on all bands from Ukraine to celebrate the 59th anniversary
 of the end of WWII. QSL via  UY5ZZ.

 Going to air on both May 8 and 9 and on May 16 is special event station
 TM8MAI, for the 59th anniversary of the end of WWII. The F6KWP ARS is
 putting this one to air from two historical French war sites I'd have
 no hope of pronouncing. QSL via F6KWP.

 Coming up from May 20 to June 20 is Canadian Special Event Callsign VC6X,
 on the air to celebrate the 150th Anniversary of the first granting of the
 Victoria Cross military award for conspicuous heroism, in this case awarded
 during the Crimean War of 1854-1856.

 And one in the pipeline won't actually be heard until September 9, but
 organisers are hoping to put VI 80 VKG from Police Radio headquarters in
 NSW. This year marks the 80th Birthday of Police Radio in NSW, and the
 9th of September, 1924, saw the first transmissions for VKG by the
 NSW Police.

 Amateur Radio and its pioneering operators were largely responsible for
 Police Radio operations in the early days, so to celebrate both the
 involvement of Amateur Radio and the 80 years of VKG, a special event
 station is planned for September 9, hopefully to run for 80 hours.
 The organising group has requested the issue of the special callsign
 VI 80 VKG to help mark this auspicious occasion. And it's thanks to
 Bob, VK2JMP, for the early advice.

 to use the Special Event Callsign VC6X to celebrate the 150th
 Anniversary of Lieutenant Alexander Roberts Dunn (1833-1868) who is
 the first to receive the Victoria Cross for his military heroism
 during the Crimean War of 1854-1856.
 The authority is valid from May 20, 2004 to June 20, 2004

 VI 80 VKG Police Radio NSW
 This year marks the 80th Birthday of Police Radio in NSW - in fact the 9th
 September 1924 marks the first transmissions for VKG NSW Police.

 Amateur Radio was largely responsible for Police Radio operations in the
 early days so to celebrate both the involvement of Amateur Radio and the 80
 years of VKG, it is planned to run a special event station commencing on
 this date (9/9/04) and run for 80 hours.

 Callsign will hopefully be VI80VKG, organisers are still awaiting for
 approval of this callsign.
 The operation will be on all modes and operational between times to be
 advised.  QSL cards will be available.

 Hiram Maxim Memorial Station W1AW at ARRL Headquarters will identify
 using a "/90" designator through the end of 2004.
 The W1AW/90 call sign reflects the 90th anniversary of the League's
 founding by Maxim and Clarence Tuska in 1914.
 Operation as W1AW/90 began April 3.

 W1AW Station Manager Joe Carcia, NJ1Q, said he'll encourage guest operators
 to use as many modes as possible, including RTTY, PSK31, satellite and even
 Hellschreiber.

 A special event station has started operating from ZS to celebrate
 100 years of powered flight.

 The call sign of ZS 100 FLY is being used and the station will be

 Aviation sites throughout 2004.  A special collectors item QSL card will
 be issued.  The station will operate on all HF Bands and 2 metres.

 PETER VK1KEP reports on the FCC Opens Smart Radio Proceedings
 The Federal Communications Commission (FCC) has initiated a formal 
 proceeding intended to solicit comments on the use and applications for 
 cognitive radio systems.

 So-called "smart radios" have the capability to adapt their use of the 
 spectrum , a smart radio system could sense their RF environment and
 use this information to determine the optimal frequencies and
 transmit power to use, while avoiding harmful interference.

 Because of this operational flexibility, smart radios help promote

 the most efficient use of valuable spectrum.

 Through a Notice of Proposed Rulemaking issued late last year, the 
 Commission is seeking comments on ways in which in can encourage and remove 
 regulatory impediments to continued development and deployment of smart 
 radio technologies.

 SWISS RADIO INTERNATIONAL GOING QRT
 After 70 years on the air, Swiss Radio International has reached 
 the final phase of its retreat from international radio 
 broadcasting. ARNewsLine says there are no more daily radio 
 programs in English, and at the end of October the shortwave 
 transmissions will close down completely.

 Radio Netherlands has prepared an investigative report on why, along 
 with a look back at Swiss international broadcasting 40 years ago.

 INTRUDERS CAUSE PROBLEMS ON AMATEUR SATELLITES
 Like on the HF bands, intruders on the Amateur VHF bands are creating
 interference on Amateur Satellites.  A world-wide effort has been launched
 by the IARU Monitoring system to collate information about the culprits and
 take steps through national Organisations to obtain support from
 administrations to remove the intruders from the Amateur bands.

 Steps to identify and help eliminate such interference will be coordinated
 among all three IARU Regions, at two levels:
 through the Satellite Adviser and Advisory Panel, and also through the
 worldwide IARU Monitoring Service organisation, including
 MS Coordinator Bob Knowles, ZL1BAD, and his three regional coordinators.
