 NATIONAL NEWS
FEDERAL WIA PRESIDENT IS ERNEST HOCKING VK1LK

Rick P29KFS and his crew did an absolutely top job with that
P29ANZAC Special Event on Anzac Day, included in the 200 plus stations
calling in to P29ANZAC, a JA station whose operator's Father was a
casualty of WW2 in Raboul so was very VERY aware of the significance
 of ANZAC!

When the broadcast team arrived pre the dawn service, much to their
dismay they discovered at 0330 the electrical cables had been cut by
"the mower boys". Main thing however, it was fixed in time.

For the broadcast of the Dawn Service on the Ham Bands they had a guy
with a radio at the bugler's location and that was great! - even
through the sound system it was quite a reasonable level.

Rick told QNEWS "We had conversations with about 200+ stations after that,
so it was well received pretty well everywhere. They included stations
in the USA, Pacific Islands, Australia, NZ and Japan. I'd say at least
20 or 30 stations we talked to had listened to the Dawn Service direct
 at 0530.

Paul P29PL/VK2BPL received the P29ANZAC Dawn Service Broadcast well on
40 in Newcastle. Paul also mentioned enjoying this years Harry Angel Sprint,
the contest honoring Harry who for years before his passing led the
Brisbane ANZAC Day Parade. He had a long QSO mid contest with VK2AY
who was in Milne Bay and whose hospital was bombed by the Japanese,
VK2AY was one of only four from the base who survived.

 NEW LOOK WIA INCHES FORWARD
Pursuant to Article 25 of the Institute's Articles of Association and with
the consent of the Brisbane meeting April 4, President of the WIA
Ernest Hocking VK1LK adjourned the AGM's further consideration of
the Special Resolution to make the WIA a truly National body to May One
 at Parramatta.

The belief now is that there is a desire on the part of a number of
divisions for even FURTHER time before addressing this Special Resolution.

Accordingly, the President has further adjourned the meeting scheduled
for 1 May 2004 to 14:00 Sydney time on 16 May 2004, and has proposed that
the further adjourned meeting take place by way of a teleconference.

As a result of this further adjournment a Sunday May 2 teleconference
of WIA will be treated as an informal meeting of the council.

As WIA Director Don Wilschefski told QNEWS Thursday evening
"It will obviously be too late for the Sunday news."

The WIA need to complete the AGM by 30 May 2004 in order to comply with
ASIC rules. Federal Councillors/Presidents have been urged to finalise any
discussions with members BEFORE the start of the continuation of the AGM
 on May 16.

The meeting this weekend on 2 May seems a suitable opportunity to ensure
that any additional issues that Divisions may have are raised and can be
properly addressed prior to the 16 May AGM meeting,.

MIXED SUCCESS IN AVOIDING AMATEUR SPECTRUM WITH BPL
Amateurs in the Raleigh, North Carolina, area say electric utility
Progress Energy and Broadband over Power Line (BPL) equipment provider
Amperion essentially are attempting to "notch out" or completely
avoid ham radio frequencies, since hams have been the only HF users so far
to file interference complaints. Complicating the effort, he says, is that
the process is largely hit or miss, requiring field monitoring and
feedback and sometimes another attempt to nail the target.

BPL spectrum block edges "are not brick walls," but taper off, with
progressively weaker carriers remaining audible up to 100 kHz away,
depending on the noise floor. "The remaining signals are
very weak but would bother a home station within a city block or two of
the power line." The goal is to be able to place BPL on a line in the
 immediate vicinity of a ham.
 (sourced to arrl letter..AUDIO vk4bat)

The National Telecommunications and Information Administration
(NTIA) has issued its long-awaited report on the interference
potential of Broadband over Power Lines (BPL) in the USA.

NTIA summarized technical and operating parameters of over 59,000
Federal Government frequency assignments in the 1.7-80.0 MHz frequency range.
They then defined representative radio systems for consideration in
 interference analyses:
 (1) a land vehicular receiver;
 (2) a shipborne receiver;
 (3) a receiver using a rooftop antenna
 (4) an aircraft receiver in flight.

NTIA will address the associated protection requirements in on-going studies.

The report concludes that the methods currently used for measuring
BPL noise levels are inadequate and that more study is needed on
such areas as ionospheric propagation of BPL signals.

The full report may be downloaded, either in full or chapter by
 chapter, from the NTIA website

 WICEN - MISSING PERSON SEARCH.
A very busy period commenced for Summerland Wednesday week when
called out to locate a former member!
Seems the 79 year old absented from St Vincent's Hospital, Lismore
and seeing he had recently undergone surgery, needed medications and
fears were held for his safety.

SES set up a search base at St Vincent's Hospital from 0700K 22 Apr.
A property and doorknock search was conducted radiating out from SVH.

Reported sightings caused the CP to be moved twice during the day further
 east along Franc's anticipated route.

At about 1130K he was sighted by a Council employee who advised passing
 Police.

An Ambulance took Franc to Hospital for examination and treatment.

A Field debrief held with Police and all concerned.

4 WICEN persons were involved totalling 48 duty hours.

 RESCUE RADIO INTERNATIONAL
NEW YORK CITY SATERN, ARES COOPERATE IN MAJOR DISASTER DRILL

WITH the help of local Amateur Radio Emergency Service (ARES)
operators, New York City Salvation Army Team Emergency Radio
Network (SATERN) members have participated in the largest
NYC Office Of Emergency Management drill in the city's history.

"THIS was a multi-agency drill involving almost every agency in
the metropolitan area, along with 50 hospitals," said SATERN
Liaison for Greater New York Jeff Schneller, N2HPO. "The scenario
was an explosion and fire in Shea Stadium while a ballgame was in
progress, resulting in multiple casualties and a power failure."

SCHNELLER said some of the "injured" had been instructed to purposely
obstruct rescuers to make the drill seem as realistic as possible.

SALVATION Army Emergency Disaster Services was active with two
canteens and two support vehicles throughout the day-long drill.
"WE always simulate a communications problem and use Amateur Radio
for drills as the main source of communication," he said.

SCHNELLER thanked NYC ARES for its support and the Electchester
VHF Club for the use of its repeater. Seven ARES and two SATERN
 operators participated in the drill.

 NETTING NEW AMATEURS
Following the allocation of HF Bands to Limited Licence Holders on 1st
January 2004 two of Newbridge area Amateur, Lindsay VK2TLH and Tom VK2TDM
were on 7085, James VK4XJB joined in and asked if
this was a Net/Group. On the spur of the moment Tom said it was the
"Newbridge Amateur Radio Group Discussion Time" and it was from that day
that the 4.00pm discussion grew into the Newbridge group you'll hear
 today.

After running for 15 weeks there has been over 13k callins, greatest
 number in one afternoon, 33.

Ron Bertrand VK2DQ, Ron gave a brief but very informative talk
on his Radio Electronics School. Ron explained and compared cost's
with doing classes and going to TAFE, also the time difference
 to achieve the same results.

Past students came up after Ron's speech and thanked Ron very much for
 helping them obtain a licence.

Others took down the contact details so as to pass on to mates etc, to be
 part of the School.

Seems the dropping of CW in VK has re-sparked (pardon the pun) interest
with many more registering for their 10wpm exam. Must be the lure
 of the 2 letter call!

In the USA we understand their are two, yes 2 ways of obtaining
 the CW qualification.

Their typical code test is a CW QSO, with EVERY character given.
and difficult-to-use letters like Q and Z get stuck in the
call signs, the calls are repeated twice during the QSO,
once at the beginning and once at the end, so two chances
 to get it right.

There are usually 10 fill-in-the-blank questions about the QSO,
if you can get 7 of them right (and spelling does count), you
pass... or if you can get 25 characters correct IN A ROW,
 that also allows a pass.

 INTERNATIONAL SILENT KEYS
The Council of the SARL has announced the passing of Alan Ritchie, ZS5XK
on 26th of March 2004. Alan received his licence in the 1950's, his
great love was Amateur Radio but he also dedicated many years to the
 Scout Movement.
In fact He was instrumental in introducing Amateur Radio into the

Scouting fraternity, now recognised as JOTA.
 He will be sorely missed.
Sincerest condolences to his family, relatives and friends.

 UNITED STATES.
The FCC has released an "omnibus" Notice of Proposed Rule Making (NPRM)
that seeks comments on a wide range of proposed Amateur Service (Part 97)
rule changes. The ARRL Letter this week says the FCC also denied
several petitions for rule making aimed at altering portions of the
 Amateur Radio regulatory landscape.
The NPRM is a result of a dozen petitions for rule making, some
filed more than a year ago and a few dating back as far as 2001.

IHSRadio are reporting from QST magazine a bold new approach to
 band planning in the USA.

It is in agreement with the recent ARRL ad-hoc digital band planning
committee's recommendation to segment our Amateur bands by bandwidth
 rather than content or mode.

Vic Poor, W5SMM, chairman of the ad-hoc digital committee, says
"FCC is poised to accept the concept of band segmentation by bandwidth
as they have been recommending since 1977 when the FCC tried to
eliminate modes and make the HF band segments based on bandwidth only".

 ALL AT SEA
Mike K5MP on his International boatwatch network warns all hams on the
high seas to be aware of the dangers represented currently on the
"Rhumb Line" between the Panama Canal and the Galapagos Islands.

On April 5, 2004 at approximately 15:00 local time, the SV Yume
Maru was rammed on the port side by a fishing-type vessel.

The two person-on-board the SV report that there were 7 or 8 men
on the fishing boat. Five (5) of these men boarded the SV and
were armed with knives and handguns. The 2 people on the SV were
 tied-up by the suspects.

The suspects then removed all of the electronic and navigation
equipment, charts, personal jewellery, cameras and radio
 equipment.

The victims made their way back to Panama but, due to no
navigation equipment, it took 10 days! They are now at the
 Balboa Yacht Club.

 Brisbane - Gladstone Yacht Race
Ron VK4AGS fitted a 2W portable tracker to the local Gladstone rescue boat
which had the additional role of taking the Mayor to each arriving yacht
to hand over a medallion and some brew from the race sponsor.
VK4AGS also installed a temporary repeater overlooking the harbour.

Ron is wondering if we could, now that we have a year to plan and prepare,
track the boats for the 2005 race.
Given that here is no APRS infrastructure currently between Brisbane and
Gladstone, can we do it? More to the point could this be good WICEN Training?

 Your thoughts please to VK4AGS.

And up the road apiece in Rocky, VK4BY Don advises Amateurs and listeners
in the Rockhampton and surrounding area that they have started
transmitting Ron Bertrand's technical hour Q5 on the Rockhampton 2 metre
 repeater.
It will be transmitted at 08:00pm each Wednesday night.
There will be a short call back after the transmission.

MAY 1 - 7 WESTLAKES CQ REPEATER CONTEST.
           Open to any ham anywhere..!!!!

The aim of all contests is to promote good will between amateurs and
to encourage on air activity. The big difference with our CQ Repeater
contest is that all contacts must be made on repeaters.

The rules have been even simpler. Contest numbers do not have to be
exchanged - just keep a record of the station spoken to and on which
repeater and at what time the contact was made. It doesn't get any simpler
 than that!

 Here are the rules:
Contest Period: 0001 local from 1st of May 2004 to 2359 local 7th May 2004.

Bands: 10 Metres, 6 Metres, 2 Metres and 70 centimetres.

 Mode: FM only

Scoring: 1 point for each contact.

Contacts: The same station can be contacted once each day on each repeater.

Sections: HF only, or 6 Metres only, or 2 Metres only, or 70 centimetres
only, or Open (more than one band).

Logs: These need to show date, local time, repeater name or frequency, and
       the station contacted.

Entrants: The contest is not restricted to Westlakes Amateur Radio Club Ltd.
members. Logs are welcomed from any station.

Closing Date: Logs should be sent no later than 31st May 2004 to:
 The Contest Co-ordinator,
 Westlakes Amateur Radio Club,
 PO Box 3001,
 Teralba NSW 2284.

So there it is. Amateur radio's most unusual and interesting contest. Enter
into the year 2004 contest and give it a fair go.

 2004 VK/trans-Tasman Contests
This is just a reminder that the 2004 VK/ trans-Tasman Contests are
 not far off.

  80M Phone on Saturday 22 May;

80M CW on Saturday 5 June; and,

160M Phone & CW on Saturday 17 July.

These 6-hour Contests have been expanded this year, to include a
night on 160M. (replacing the Pacific 160M Contest).

Each evening is a separate Contest, running from 0800 to 1400 hrs UTC
 (6pm to midnight E.A.S.T.)

The Contest Rules have been refined each year, primarily in an effort
to include scoring compensators that make it fair to all, regardless
 of location or timezone.

The top ten "phone" logs, last year, were about as close as you can
get, - and about half VK/half ZL.

Each year, feedback has shown that it was not only the best Contest
in the Region, but also the most fun.

The Contests rely to an extent, on bonus points earned for
working "groups of Call-areas", in any one hour. For this reason
more participation is needed from these call-areas, in particular:
 VK0 through 9 and ZL3, ZL6.

I also need a better % return of logs (previously about 25%).

It would be good to have some Club/group entries, under the "Multi-
operator Rule. This is an ideal Club event !

This is also an opportunity for ex-VK/Limited Licensees, to try
something new and different for them, on HF.

 So, plan ahead.......

I hope that you will be able to organise your time to participate in
one or more of these Contests.

They have been planned with your enjoyment in mind, and are intended
for the "first-timers", right through to the experienced Contester.

With stations able to be reworked each hour, there are 5 to 6 hours
 of continuous entertainment.

Tip for 160M: if you don't have a 160M antenna, just solder some
RCA plugs on each end of your 80M dipole, and add 20M of wire to both
ends. If space is a problem, just run the tails back along the
fence, through the trees, down the pole, or around the carport. That
won't affect the radiated signal much, but will enable you to load up
 with an ATU.

What more can I say ? - The survival of these Contests depends on
the level of your participation. So give it a go, and send me your
 Logs !

 MAC ATTACK
 Ashley, ( ageelan@bigpond.com ) has told QNEWS,
" Yes, it's my site, my competition and yes, it's for real!!!! "

This in answer to a query we put to him after reading on his
yahoo scanning group web site of a contest for logging "Big Macs".

Ashley has compiled a list of every McDonald's store in Melbourne (and
some Vic regional ones, too) and wants EVERYONE to find at least one
store's input AND output frequency, and it to ageelan@bigpond.com
with "McDonalds" in the subject line.

Anyone who lives outside Melbourne-or VIc-is encouraged (and it's

Let's see how good everyone out there is at target searching.

The person who submits the most correct McDonald's store before June
 1, 2004 wins a prize valued at $150.

 SWISS RADIO INTERNATIONAL GOING QRT
After 70 years on the air, Swiss Radio International has reached
the final phase of its retreat from international radio
broadcasting. ARNewsLine says there are no more daily radio
programs in English, and at the end of October the shortwave
 transmissions will close down completely.

Radio Netherlands has prepared an investigative report on why, along
with a look back at Swiss international broadcasting 40 years ago.

 INTRUDER WATCH - ENFORCEMENT ZONE

A TURN UP FOR THE BOOKS!
K1MAN who broadcasts the IARN news bulletin in the USA (and seemingly walks
a very fine line if reading FCC reports over the years is anything
to go by) has advised his many listeners AND the FCC of Sections 333 and 501
 of the 1934 communications act.

Any interference to amateur radio or CB transmissions in general, and
to K1MAN bulletin transmissions in particular, including all BPL
interference, IS A FELONY UNDER FEDERAL LAW and should be formally
reported to your nearest United States Attorney for their swift
 criminal prosecution.

So maybe K1MAN will be the saviour of the Ham Bands and rid them
of the potential for BPL/PLC noise.
K1MAN is connected with AARA, the American Amateur Radio Association
 and alternative to the ARRL.

The DK-0-WCY solar-geomagnetic information broadcast on 3579kHz has
recently experienced interference from an unmodulated carrier.
This interference, which appeared to be deliberate jamming, was
reported by the DK0WCY team to the authorities in Germany who identified
that the interference originated from the UK.
With support from the RSGB Amateur Radio Observation Service and
UK amateurs, authorities traced the interference to an amateur station
 in the Chepstow area.
The interference ceased abruptly at 0608UTC on the 25th of March 2004.

 CELL PHONE DISRUPTION
The huge amount of cell phones is having potentially dangerous consequences
for U.S. firefighters and police officers, who in some places can't use
their radios to call for help because of interference from cell signals.

Trevor Taege VK4BAT has the story.

"The Boston suburb of Cambridge, Massachusetts, is one of those areas.
Last fall, an officer responding to a fight at an apartment had to walk
to the other side of the high-rise to call for backup. Another time, an
officer responding to a burglar alarm couldn't call for help as he
 approached the building.

Radios used by police, firefighters and other first responders broadcast
on the same 800 megahertz broadcast spectrum as cell phones. So, for
example, if a radio dispatch is made at 850 MHz near a cell tower
broadcasting at 851 MHz, the radio signal can get drowned out.

It's unclear how many municipalities are affected, but the problem is
serious enough that police and firefighters have been urging the
government to come up with a fix. Federal regulators are expected to do
that in the next few weeks".

David operates just higher or lower than 14058 with his
500kcs filter in as usual but often stations without filters
are calling on 058 Minus, where he's not listening!
OK, He can and does work them, using RIT but that is not the best use
 of band space.
Many stations just do not have a narrow filter.
To the un-initiated, David assures us it can make such a difference
between having a QSO or not.

 7- 8 August 2004 sees the Asia-Pacific Regional Air-Internet Jamboree

Activities are keyboard chatting, web browsing, email, voice, video,
registration, electronic cards, and electronic participation certificates.
An exciting innovation is the Asia-Pacific Internet Jamboree voice chat
server where participants can speak live to a number of other Scouts
using a microphone and the computer's soundcard.

The Air Jamboree is where Scouts contact each other on amateur radio
with the help of an amateur radio operator. Unfortunately the publicity
sent QNEWS goes on to say " Forget any bad or disappointing experiences
you may have had with radio communication in the past. With new exciting
and simple internet amateur radio systems, in particular EchoLink, you
speak live with a person in the location of your choice instantly, safely,
 and with clear audio".

You will find the latest information from 1 May 2004 at
http://api-jam.pramuka.or.id for the Air Jamboree and
 http://apa-jam.pramuka.or.id for the Internet Jamboree.
This information will be constantly updated until the
Asia-Pacific Air-Internet Jamboree on the first weekend of August.

 FEEDBACK
The P29ANZAC Dawn ServiceBroadcast received on 40 very well herein N'castle.
It's a pity that there wasn't more feedback from stations listening but
I guess a lot of them would have been out at their own services.
Enjoyed the Harry Angel Sprint, especially a long QSO mid contest with
VK2AY who was in Milne Bay and whose hospital was bombed by the japs when
he was out on recon. 184 killed, he was one of four from the base who
survived. Love QNEWS listen every Sunday through the Westlakes Radio
 Club feed on VK2RZL.

All the best mate, keep up the great work.
 Lest we forget.
