FEDERAL WIA PRESIDENT IS ERNEST HOCKING VK1LK
PLC/BPL Pilot in Hobart, Tasmania
The main energy authority, Aurora is in the process of implementing a
small pilot of Power Line Communication (PLC) by providing broadband
internet on a test basis.
Aurora has been implemented the system to better understand the
technology and its potential to support commercial services.
The system uses the DS2 chipset which utilises Orthogonal Frequency
Division Multiplexing (OFDM) - with multiple discreet carriers
approximately every 1.1 kHz between about 1.6MHz and 30MHz.
The system that has been installed allows for certain frequencies to
be removed from the range of spread spectrum frequencies used.
Theoretically allowing the filtering out of the amateur HF
frequencies. The OFDM technique is also utilised by many Wireless LAN
systems that operate on 2.4GHz.
Multiple carriers can usually be heard on the 40 and 20 metre band in
the form the system is normally configured. The signal should sound
like multiple carriers as you tune across the band that are
approximately 5kHz apart. When the system is idle you will hear a
click, click approximately every second.
Please keep your ear out for BPL/PLC type interference on the HF
bands and keep a log of the interference that includes
time/date/band/strength, etc.

It has become evident the formal process of creating the one
national organisation is stalling.
Conflicting "spins" are doing the rounds as to just how
various divisions are intending to vote,
Just when DOES no mean no!! etc.
One division acknowledges the enormous goodwill towards the
National Idea, yet notes there is no acceptable model for
Restructure at this stage.
Here at QNEWS we always end our audio with the positioning statement
"we've reported - you decide" and we live by that rule... the no spin zone.
Truly, YOU as members of the various divisions DO need to
vote, to let divisional leaders know how you feel!
PUT PEN TO PAPER 'WRITE NOW'
VK1 Councillor Gilbert Hughes has said "There is no point in
spending money and travel time in attending the May One
meeting whose only outcome will be to create more delay.
VK1 supports a teleconference. Alternatively, if the issues
that are apparently preventing some councillors voting to
create a national organisation can be allayed by e-mail/phone,
then we could move on to a postal vote".
VK2 regards the change.
NSW's Terry Davies has that that Division is going to go BACK
to it's members and probably won't be in a position even by
May One to vote.
"At the VK2, AGM Saturday the council received instruction as
how we were to proceed.
Because of that instruction, my view is that we would be
wasting money by having a face to face meeting on that date.
The bottom line is that VK2 will not give a final decision on
that day... we have to return to our members".
VK3's say YES to change, according to a report by Peter Parker VK3YE
who was at the EMDRC Club meeting held Friday April 15.
Approximately sixty VK3's gathered in Burwood to discuss moves
towards a single national WIA.
The meeting, hosted by Melbourne's Eastern and Mountain
Districts Radio Club, featured guest speaker Michael Owen VK3KI.
Robert Broomhead EMDRC President and QNEWS VK3 Coordinator arranged
a first class recording, audio AND video of the 'event'.
Copies are available from Rob Broomhead. EMDRC provided QNEWS with an
advance copy and having reviewed it I have arranged for it to go to
Peter Jones VK4YAC for the SEQ ATV group for airplay.

Michael is one of the prime movers behind WIA reform, having
drafted the proposed 'new WIA' constitution. He has extensive
experience in WIA and amateur radio governance matters, having
attained the office of federal president, drafted the original
WIA federal constitution in 1972 and served with the
International Amateur Radio Union.
The current environment that the WIA finds itself in presents
both challenges and opportunities. The challenges include
reversing the decline in membership and the amateur
population. Opportunities include possible
growth to amateur numbers due to licence reform and the
possibility of taking on administrative functions currently
performed by the ACA.
Michael said that a single national WIA would be better able
to meet these challenges.
The proposed National WIA will be governed by a single board,
elected by members Australia-wide. There will be no geographic
electorates or zones; the board will effectively be a single
multi-member electorate. Directors will serve two year terms
with half coming up for election each year. (this differs from
some divisions where members may only get a vote every three
years). As a company, the body will be required to adhere to
Australian Corporations Law.

Amateurs (both members and non members)who support WIA reform
should write or e-mail their divisional councillors.
In the words of one reform-minded Divisional Councillor,
'I would like to be able to present 100 supportive e-mails at
the next Council meeting'.
VK6's say NO to change
In the West they voted No, BUT with the proviso, 'not in the current form ',
as Christine VK6ZLZ Councillor for VK6 reminds us "that is not a total no".
The mood of the meeting was that VK6 should support
the concept of a National WIA and not totally reject the
proposals, but that the Collateral Agreement in it's present
form should NOT be signed by the division until amendments
have been made, and that the Constitution requires some minor
amendments..
QNEWS spoke with NewsWest Coordinator Dennis VK6KAD who told us
"Let me start out by stating this is a personal view of the situation
here in VK6. Let me also add that I am strongly in favour of the
proposed National WIA, but I am not in favour of the current documentation
except for the draft constitution subject to revision before adoption.
It is one thing for those who have fought for this concept for 20 years to
make remarks about those of the members who have rejected the current
documentation. It is entirely another matter for those who have NOT been
across the problem for 20 years to make decisions on the basis of this
paperwork. I for example did not become active in the institute until I took
on the job of Broadcast Officer here in VK6, which was about two years ago.
I am therefore starting behind the 8 ball. It should also be noted that the
persons pushing this concept can easily move up and down the Eastern
Seaboard selling the idea, but they also need to sell it across the time
zones. The feeling here is that this paperwork is being forced down our
throats in the rush to implement the very necessary change.
It would be best if the decision on the 1st of May was to accept the CONCEPT
and then to spend time refining the documentation, getting exact figures,
controlling the release of documentation with a time and date stamp and
authority signature, and plan on taking the final step in 6 months. And make
sure the website and mailing list is up to speed. At least we might get it
done in my lifetime, and I am close to 60".
It has been suggested by more than one 'concerned' "QNEWSER" that the
larger Divisions, the so called "power bases" were against the idea, so
we contacted Jim Linton the President of VK3 for his thoughts on
A 'National Body'.
"There are a some who are disappointed that the new WIA could not all
be signed sealed and delivered in Brisbane.
Frankly that was clearly not possible. The Brisbane meeting was the very
first occasion that the WIA had met to discuss it.
The Federal Convention was adjourned until May the 1st, and this will
enable further discussion on what is a very complex issue. It is unlikely
that final decisions will be made on that day.
The WIA Victoria Council believes very strongly that the May the 1st
meeting must go ahead and provide a further face-to-face discussion. That
is the only way of keeping the momentum going.
We don't have an acceptable model for the restructure at this stage. There
is enormous good will towards having a national membership WIA.
I can tell QNEWS listeners that from my more than 20 years experience in
the WIA, the organisation is the closest it has even been on this issue.
I remain optimistic that we can achieve a national membership WIA, with
increased money to do its important work, and market itself much better to
steadily lift its membership from the now unsatisfactory level.
The WIA deserves more support, and the aim is for it to be transformed into
a body that is highly attractive to former members and those who have never
been a member".

Australian ARISS Co-ordinator, Tony Hutchison. VK5ZAI has some exiting
News for Kids and Hams alike, Albany Hills State School in Brisbane is
scheduled for a contact with the Astronauts on the ISS, in July 2004.
Tony is calling for help from QNEWS listeners in the region to help with
this contact, preferably someone who has had satellite experience.
The contact will be via a telebridge link and the equipment required
will be supplied by ARISS.
The normal times that fit in with NASA for contacts with Australian Schools
Is generally between 5.00pm and 9.30pm.
The job would involve setting up the phone patch, probably the day before and
giving the students a "dry run" and running a satellite tracking program
such as "Instant Track" so the kids can see where the ISS is while they are
speaking to the Astronaut, probably Mike Fincke.
This is a great chance to get our hobby across to kids and the public, as the
school will have a lot of media coverage during this event.

16th World Balloon Championships
QNEWS listeners in VK3, WICEN are looking for expressions of interest or
commitment for a possible WICEN (Vic) activity. The event is the
16th World Balloon Championships being held in Mildura from 26th of June
to 3rd of July 2004, first week of the Victorian School holidays.
It has been requested of WICEN to supply four teams twice a day for a week,
one team at control, three teams in the field, starting at 07:30
and 15:30 in the afternoon for several hours.
The task is to relay scores from Target Measuring teams in the field to
score team at control. That's EIGHT people (TWO per team) twice a day, for
SEVEN days. Accommodation will be non-existent, so WICEN(VIC) need to be
self sufficient as always.
Over 100 balloons are expected to compete from 36 countries. So that
WICEN can get an idea of numbers, and hence if it is a viable exercise,
if you are interested and available, the event contact details are :-

Sunraysia 500 Off Road event
Over the weekend of 1st and 2nd May, WICEN (Vic) operators are establishing
communications for safety and logistics at the Sunraysia 500 Off-Road event,
which is being held at Tapio Station, NSW, just out of Mildura. This is
round one of the Australian Off-Road Championships.
Bands being used are 2 metres for voice and 70cm for packet.
The diversity of operators are evident, because, as usual, WICEN
operators are taught to be self sufficient in the bush for the day
at their control point.

For some time now the Gold Coast Club has been presenting an
Education Hour, under the title of Q5, consisting of segments of
interest to radio amateurs and general audiences.
This production is a group effort, led by Ron Bertrand VK2DQ, and Gold
Coast listeners may catch it on the 146.950 Repeater VK4RGG each Wednesday
evening at 2000 hours.
Subjects covered so far include a History of the Marconi School of Wireless,
The history of the Telephone, The history of amateur radio, The search for
extra-terrestrial intelligence, and Famous women in science.
There have also been discussions on amateur radio technology, such as
Antenna theory, and Radio interference.
Some interstate listeners may listen to the program through their Club
repeaters, as it has now been syndicated to various clubs in NSW,
Tasmania and Western Australia.

birth of Guglielmo Marconi on the 25th April 1874.

P29ANZAC has been approved for use during the night before ANZAC day,
Sunday 25th of April and during that day.
This will allow a small group of Port Moresby amateurs to camp at
Bomana War Cemetery and run a HF station overnight.

UK HAMS PLAN VISIT
Robin Bellerby, GM3ZYE, is in the early stages of planning an amateur
radio trip to Jordan next year and will be mainly - but not exclusively -
for members of the UK's Royal Signals, Royal Naval, and Royal
Air Force Amateur Radio Societies. Between 20 and 60 people are
expected to make the trip.

WIAQ COUNCIL NEWS:-
The WIAQ AGM held in Rockhampton last weekend was a huge success.
A large number of locals took the opportunity to meet with WIAQ
Council members, and more than 30 WIAQ members plus guests attended,
travelling from Brisbane, Mackay, Yeppoon , Mackay and Townsville
and Gladstone.
The RADAR CLUB BBQ was held to welcome visitors Saturday evening and
about 40 attended.
Clive 4ACC told QNEWS Gavin VK4ZZ Vice President from Townsville actually
managed to arrive this time. He had attempted to come down to a similar
meet a couple of years back but the car chucked it in near Bowen.
And Yes! Gavin finally managed to view the hippo and have his photo taken
with his infamous ex WIAQ hippo! A one time raffle no one wanted!
Speaking of Gavin, in his annual report he said that publicity for
our hobby is maintained in the Townsville/Burdekin/Dalrymple & Herbert
regions by the monthly Amateur Radio Hour program on Radio 4TTT-FM
presented on behalf of the WIAQ by Alan Stephenson/VK4PS.
WIAQ Councillor Clive Sait VK4ACC told how approx 70 printed copies
of WIAQ QTC magazine are printed and sent from Rockhampton for the
members choosing not to receive Amateur Radio Magazine
as part of membership. E-mail versions (several hundred) are also
being sent from Rocky with the assistance of Nev VK4KNB and the
Rockhampton RADAR CLUB.
From our Presidents Report for WIAQ AGM we heard how all
Committee meetings have been conducted from the home of
Marg VK4MEG and Ewan VK4ERM although for much of the year
Ewan has been unavailable in person due to interstate commitments.
Regional councillors have attended by teleconference using at least
two phone lines. Council meetings commence at 1930K. They are held
on the second Tuesday of each month, and are always open to members.
The patience of all councillors attending the meetings is appreciated
especially those remote councillors attending by teleconference who can
be on the line for several hours. The cost of these teleconferences
has been kept to a minimum by skilful planning.
A lot of time and effort has been expended in particular by David VK4DCG,
Bill, VK4AZM and Ken VK4KF to develop a sustainable budget which builds
our reserves at a modest growth rate while delivering services and
incentives to the membership of the WIAQ.
Through his program of club visits Ken has been able to hear first hand,
sometimes louder and more pointed than he would like, the expectations
of clubs and individuals and has been able to bring the brick-bats and
bouquets to the Council Meetings.
In conclusion VK4ERM President Ewan in his yearly report said that
this has been an eventful council year and the tempo will continue
into the next. It is an exciting time to be part of the Amateur Radio
fraternity and the WIAQ in particular.
All those who have been involved please continue with your support and
efforts and encourage others to participate.
With ACA liaison hat on Glen VK4DU says the main issue discussed of
late has been the operation of amateur radio stations on board
foreign yachts whilst alongside or at anchor in Australian ports.
We are waiting for a definitive statement from ACA central office,
however, in the interim, the Northern Regional Manager ACA
sets out the ACA position (ie. if boat clears customs -
operator must have VK callsign).
There has also been some concern expressed from our intruder watchers
at the lack of ACA follow up to complaints of illegal operation, etc.
The Liaison Committee are seeking advice from ACA on how to best address
this problem.
WIAQ AWARDS ANNOUNCED.
$950 awarded in grants to the Dalby, Gladstone, Sunshine Coast Clubs
and to WICEN.
Council decided to make these grants in each of 3 objective areas:
Lifting the profile of Amateur Radio in Queensland.
Community Support by Queensland Amateur Radio Groups and Individuals
Support the growth of the Wireless Institute Civil Emergency Network
in Queensland.
Dalby and District Amateur Radio Club proposed the building of a
CB UHF repeater for its area. The purpose stated was to help promote
the Club and the Hobby of amateur radio out in the bush.
This project was worthy of substantial support from the WIAQ and was
considered under category 2.(Community Support).
Gladstone Amateur Radio Club proposed upgrade its repeater site to maximise
communications for all. The desired outcome of the project is for a greater
footprint for existing repeaters receive capability and add a repeater for
APRS to give coverage for maritime / Land mobile base operations.
This is yet another project worthy of substantial support from the WIAQ
and was also considered under Community Support.
Brisbane Area WICEN applied for a grant to be put towards the purchase of a
quantity of Coaxial cable and fittings for use by WICEN in SE Queensland.
Assessors Comments and Recommendation:
The Brisbane Area WICEN have done much good work in the past and are to
be commended for their tireless efforts.
The Sunshine Coast Amateur Radio Club applied for a grant to obtain some
professionally manufactured, high quality portable vinyl banners for
the purpose of lifting the profile of amateur radio in the Sunshine coast
and adjacent areas of Queensland. SCARC participates in a number of
amateur radio activities including car rallies, Cycle Queensland,
Lighthouses on the Air, JOTA/JOTI. The Club has achieved publicity at its
Club House by the use of a member constructed sign mounted so as to be
observed from the adjacent highway.
This innovative application that was considered under category 1
(Lifting the profile of Amateur Radio in Qld.) and it was considered that
the WIAQ grant substantial support.
It would be appreciated if a report be supplied in the next couple of years
to establish the benefits of these banners.
It has been noted some applications received were rather limited in their
documentation and may not have done full justice to their application.
Some larger projects might have been split and have received consideration
under a different category.
It is recommended that when applications are called for future grants the
current grantees be requested to supply a brief report as to the
effectiveness of their project.
Finally but not the least important by any stretch of the imagination, it
was pleasing to see both VK4ACC Clive and President Ewan VK4ERM received
WIAQ merit badges.

A new Committee was elected at the AGM on the 13th March 2004.
The Executive Committee is as follows:

There is to be an auction and car boot sale on Saturday the 24th April at
the Clubrooms, 85 Harper St Nerang. The bootsale will start at 0900 hours,
with gates open to sellers at 0800 hours. The Auction will commence at
1100 hours, there will then be a barbecue at noon, followed by a general
club meeting at 1300 hours. If you are attending the barbecue, please
bring a salad or some ancillary food, while meat will be provided by the
Club.

G'Day all once again. I'm Chris Edmondson, VK4AA with a look at upcoming
contest activity.
Seeing it's ANZAC Day as I speak, I hope you all make it to today's marches
to show a digger we all care.

Of course, that also means the Harry Angel is behind us for another year, as it
was contested last Friday night not tonight as some calendars originally advised.
But if you're really at a loose end tonight, presumably because you didn't march fast enough,
you'll find more than enough action out there just waiting for you to tune into.
And all of these ones are on today:
The SP DX RTTY Contest runs 1200Z to 1200Z tomorrow;
The Helvetia Contest runs 1300Z today to 1300Z tomorrow;
QRP to the Field demands you listen carefully, but runs 1500Z-2400Z today.
The Florida QSO Party and Kentucky QSO Party both start at 1600Z today,
and are joined by the Nebraska QSO Party at 1700Z.
Finally, the CQC PSK31 Kontest starts at 1900Z today.
I mention these foreign contests not so much because VK operators will rush to join in,
but to remind you of something important: every weekend of the year - every single one -
has contest activity of one kind or another.
Even if you don't join in as an active participant, merely by listening you will improve
your skills as an operator, and gain the confidence you need to be a force to be reckoned
with on the local front.
Anyway, that said, May gets off to a busy start with the Westlakes CQ Repeater Contest
spanning the several days from May 1 right through May 7, then on the very next day, May 8,
it's the World-Wide Mills Weekend. May 8 all the way to August 8 is the Six Metre World-Wide Marathon
on the Magic Band. And the month of May is nicely rounded off with the VK-Trans Tasman
80m Phone Contest on May 22.
June keeps the action up with the other leg of the VK-Trans Tasman 80m Contest,
this one for CW, of course, on Saturday, June 5. The following weekend, on June 12 and 13,
is the ANARTS RTTY Contest for 2004.
With all the Trans-Tasman activity literally around the corner now, it's high time to hear
a few words of encouragement from this contest's manager, so next week we'll be joined by
Bruce Renn, VK3JWZ, manager of the Trans-Tasman events, surely some of the premier ham radio
sporting activities of the annual South Pacific calendar.
This week's contest spotlight is aimed at the ANARTS WW RTTY Contest, held annually
on the second full weekend of June each year. This year, that's June 12 and 13, with operation
from zero hours UTC Saturday until zero hours UTC on the Monday.
By the way, although it's a world-wide contest with eager participation from all points of the compass,
the ANARTS acronym actually stands for Australian National Amateur Radio Teleprinter Society,
so there's another Aussie export success.
Anyway, the organisers don't want participants working themselves to death in this one,
so while there's a 48-hour total contest period, single operator stations are limited to not
more than 30 hours of total operating time, although you get to choose which hours you take off.
Multi-operator stations may operate the entire contest period.
Direct contacts on 80, 40, 20, 15 and 10 metres only are the bands to use. CW purists
will be horrified to learn that all digital modes except Morse Code are permitted.
Your exchanges should consist of RST, UTC and CQ Zone.
A station may only be worked once per band, but may be worked on other bands for
QSO points and multipliers.
I was going to point you in the direction of the official contests page at www.vkham.com,
but it doesn't yet list rules for this contest.

In special events, listen out for EuRadio, a weekend of Radio celebrations on May 1 and 2,
marking the enlargement of the European Union. Ten additional countries join the Union
on the first of May.
The Irish Radio Transmitters Society, IRTS, will activate ten special event stations with the
EI25 prefix and a suffix representative of the new member states. In addition, the IRTS HQ station
EI25EU, will be coordinating the event from Dublin.
And while we're visiting the Emerald Isle, the Mayo Radio Experimenters Network has
activated special event station EI zero EU from Mayo to commemorate Ireland's upcoming
Presidency of the European Union.
EI 0 EU runs up to the end of June.

using a "/90" designator through the end of 2004.
The W1AW/90 call sign reflects the 90th anniversary of the League's
founding by Maxim and Clarence Tuska in 1914.

W1AW Station Manager Joe Carcia, NJ1Q, said he'll encourage guest operators

TX on 144.330, FSK441B, and Rex will use the DXPediton procedures outlined
on the NSW VHFGroup DX site.
Working to the East Coast from 0630 to 0830 EAST and beam half way
between Melbourne and Sydney so VK1/2/4 should use the Southerly hot spot
and VK3/7 the Northerly hot spot.
Operations will commence on 1 May for several days.
