FEDERAL WIA PRESIDENT IS ERNEST HOCKING VK1LK

As you are probably aware the 2004 Federal AGM was adjourned until May one.
VK4 President Ewan McLeod explains in a little more detail.
"During discussions on the Friday night, Saturday and Saturday night with
people attending the convention it became apparent that some divisional
delegates were very uncomfortable with having to make a decision on the
future of a National WIA given the receipt of new documentation on the
Saturday and lack of opportunity to consult with their Divisional Councils
and members".
Ewan perceived the motion may be defeated, not through merit and the
preparatory work put in particularly by Michael Owen VK3KI and
Chris Jones VK2ZDD, but through voting for the current structure
through lack of surety or confidence for the future.
At the beginning of the Federal meeting on Sunday morning, before the
Special Motion was tabled, Ewan interrupted our Federal President,
Ernie Hocking VK1LK, during his opening address to express
his concerns.
Thankfully he listened and after consultation with the Federal Secretary,
Peter Naish VK2BPN, and the Federal Constitution he adjourned
the Special Motion to the 1st May 2004 at the headquarters of the
VK2 Division in Parramatta.
This issue is too important to be determined by emotion and the VK4 President
was content he had made the right decision especially when several
divisional leaders approached him later to express their support for
his actions.
We will now await the outcome of the 1st May meeting at Parramatta which
Ewan will attend on our behalf.
The Future of Amateur Radio -- to change or not to change
Today on QNEWS we are joined by VK1KEP Peter who has with him the
President of WIA(ACT) Alan Hawes VK1WX.
"Alan, why are we looking at a restructure?
People are not considering Amateur Radio for a hobby,
This problem is not just an Australian problem it is a world wide problem.
Despite the efforts of many dedicated volunteers we seem to be unable to

What have other Radio Organisations Done.
For example the RSGB spent a good deal of time and effort and came to the
conclusion that the way we are seen is as the stereotype of "old buggers
down the back shed tinkering with radio".
The RSGB in conjunction with the Radio Administration aggressively looked
to a restructure of the licensing system and overhauled the system.
In the first year of the new licensing system 1000 new licences were
issued
The RSGB took a long hard look at how they marketed Amateur Radio
themselves and decided a total new approach was required to interest
the younger population in Amateur Radio.
Why is this relevant to Australia?
Similar to the UK experience in 2000 the issuing of Amateur Radio licenses
in Australia is declining.
As of January this year there were a total of 14,189 (including 381
repeaters and beacons) which is down by 175 from only June 2003
You don't have to be Einstein to see at this rate of decline we will be
struggling to maintain our numbers. Surveys done by individual Divisions
indicate that the average age of amateurs is rising, most of us are fifty
or more, very few in their twenties or less
How do we arrest the decline?
In a word marketing.
You could argue that the Divisions are already doing this however despite
the best efforts of many, dedicated volunteers the licensing figures
indicate the message is not getting out there.
In this day and age for marketing to be effective requires professional
skills and with the present situation of seven Divisions going seven
different ways we are diluting our efforts.
Why market our hobby
I have enjoyed the hobby of amateur radio for many years and I wish to
Do so for many more years and hopefully my Grandchildren will have the
opportunity to do so as well.
We all know that the younger generation is swamped by technology in all
its various forms and one way to reach them is by marketing to let them
Know it is there for their fun and enjoyment
Why change the organisation?
The Million-dollar question, any change of an organisation is difficult
for all concerned.
Over the past twelve months a team has been reviewing how we function as a
Federated body of seven Divisions in relation to attracting people to the
hobby, defending our bands, privileges and providing services to Amateurs.
The review has not been encouraging.
? The decline in licensing says we are not getting the message across
? The administration structure is unwieldy making it difficult to seek the
views of the grass roots members in a timely manner.
? Our administrative structure makes it difficult to represent the views
of amateurs to the ACA when other division as is their right submit contrary
views to member Divisions.
? There is duplication of all functions at Divisional level that is a cost
to all Divisional members even if they are volunteers there are associated
costs.
You could sum up by saying our report card is 4 out of 10 could do a lot
better.
How do we change?
The first step is the adoption of a new constitution.
This requires 75% of the Divisions via their Federal Councillors to vote
in favour of a new constitution.
This means a minimum of six votes required for the change.
What are the proposals?
? A seven-member board of management appointed for an initial period of
two years. There after half the board to stand for re-election after
twelve months
? The engagement of Financial controller by the board
? The engagement of an office manager
? Paid staff as directed by the board
? A central office (location to be decided)
? At a date to be decided renewal notices sent to existing members as they
fall due with a form for membership of the new organisation
? At the date to be decided the division becomes a wholly owned subsidiary
of the new organisation and individual collateral agreements signed to
protect assets of the Division.
? Appoint from within the old Division an asset management team
? All members belong to the new organisation (not Divisions or clubs)
Collateral Agreements
Despite rumours, the new organisation would have no particular interest in
the property assets of the Divisions. The change could happen without the
divisional property assets, however it would create a most difficult legal
situation with associated costs and stamp duties.
As each division's circumstances are different these agreements will set
out how the assets such as property, repeaters, QSL bureau or any other
concerns will be handled by the new organisation.
General Comments
It is intended that the board of management apart from being Radio
Amateurs will have experience in a professional capacity in such skills
as Management, marketing, Legal, engineering, accountancy or other
appropriate skills.
In today's world the enthusiastic amateur if you pardon the pun would
find it difficult to effectively provide representation and marketing of
the amateur service.
If the change were started it would not be unreasonable to expect the
process two take two or more years.
You should be under no illusion that this will not be an easy task it is
will take a great deal of work to sort out such things as representation
of members to the board, grant to clubs to maintain repeaters etc.
We could leave things exactly as they are however if you want amateur
radio to survive and move forward, change we must.
If we don't change I believe that in not to many years we will be even
less effective representatives for Amateur radio
With out effective representation we could quite easily lose more band
space to commercial pressures.
We are not alone many sporting organisation have made similar changes,
to represent themselves to The Federal Government for the good of their
sport.
In excess of 90% of our members agree with the change."

The Australian ARISS Co-ordinator, Tony Hutchison. VK5ZAI has some exiting
News for Kids and Hams alike, Albany Creek State School in Brisbane is
scheduled for a contact with the Astronauts on the ISS, in July 2004.
Tony is calling for help from QNEWS listeners in the region to help with
this contact, preferably someone who has had satellite experience.
The contact will be via a telebridge link and the equipment required
will be supplied by ARISS.
The normal times that fit in with NASA for contacts with Australian Schools
Is generally between 5.00pm and 9.30pm.
The job would involve setting up the phone patch, probably the day before and
giving the students a "dry run" and running a satellite tracking program
such as "Instant Track" so the kids can see where the ISS is while they are
speaking to the Astronaut, probably Mike Fincke.
This is a great chance to get our hobby across to kids and the public, as the
school will have a lot of media coverage during this event.

PLC/BPL Pilot in Hobart, Tasmania.
Justin, VK7TW, Southern Branch President says Aurora is in the process
of implementing a small pilot of PLC by providing broadband internet
to 4 houses and to the 1st and 2nd floors of the Aurora office building.
Mitsubishi engineers from Japan say the pilot will run for two months
after installation which has just been completed..
VK7TW says the VK7 Southern Branch is attempting to get a site visit
to look over the installation of BPL equipment and quiz the engineers
on the technology.
In the mean while please keep your ear out for BPL/PLC type
interference on the HF bands.

time/date/band/strength etc.

Mount Pleasant Horse Endurance Ride Saturday 1st May to Monday 3rd May.
This popular event held approx 60km for Bowen and 40km from Collinsville
on picturesque Mt Pleasant Cattle Station is on again in 2004.
Hams from Townsville to Mackay are requested to help with logistic
communications for both the short Saturday Afternoon ride and the Sunday
endurance ride.
Most checkpoints can be reached with conventional vehicles plus there are
a couple of challenging spots to get to for the 4WDers.

The annual general meeting of WICEN SA Inc will be held on the 13th May.

RESCUE RADIO INTERNATIONAL
RAYNET groups in Cheshire, Greater Manchester and Derbyshire were put
on standby following a fire in a BT underground tunnel in central
Manchester.
RSGB News Reader Jeremy Boot reports.
"The fire disrupted more than 130,000 telephone lines in Lancashire,
Merseyside, Derbyshire and further afield. Cheshire Police were
concerned about the effects on communications, and via the Cheshire
Emergency Planning Department requested the availability of RAYNET
operators to cover the affected area.
The Greater Manchester ambulance service lost landline and radio
communications with their vehicles, but were able to use mobile
phones as a means of contact".
Other difficulties are said to have included a loss of the UK
999 emergency calls. Large areas of the High Peak area of Derbyshire
were without landlines or mobile phones.

at the Rockhampton Leagues Club, Rocky is a staunch supporter of a
'one nation' or Federal WIA without divisions.
One reason? this should increase services to all members.

It is becoming more apparent that each case has to be dealt with
individually with the specific council concerned. There is no
template solution however, the experience being gathered not only
within VK4 but from other divisions of the WIA is building up a store
of information and approaches which will be valuable in assisting future
cases.
Early face to face contact and non-confrontational discussion with the
council staff in each case has the greatest potential for successful
resolution of tower cases.

Over in South Africa, their Society has just completed a draft
document on new proposals for candidates of the ZS 'foundation' license.
The proposal is candidates are required to complete an assessment
in one of the following areas:
Operating achievement
Electronics construction
Software development
Public service and emergency communications
Morse code proficiency
Some radio-related professional qualifications would also be recognised.
And whilst in ZS land, during the weekend of 28, 29 and 30 April
the Sasolburg Radio Club will be operating an educational radio station
at the annual outdoor show of the High School Transvalia.
The club plans to be active on 40 m SSB; 20 m CW and 2 m as well as
packet radio.
Amateurs are requested make contact with the station in order to
give the young people a feeling for the hobby.

Radio Amateurs: Pioneers in Bridging Barriers to World Understanding.
That's this years theme for World Amateur Radio Day 2004 April 18.
International Marconi Day April 25, 2004
IMD is a 24-hour amateur radio event held annually to celebrate the
birth of Guglielmo Marconi on the 25th April 1874.
The International Marconi Day (IMD) event is not a contest.
It is an opportunity for amateurs around the world to make point-to-point
contact with historic Marconi sites using HF communications techniques
similar to those used by Marconi, and to gain an attractive Award for
achieving the requisite number of Marconi stations worked.
The Irish Amateur Society are saying "unfortunately it seems that none
of the six station in EI who were previously involved have indicated
their intentions for this year".
Here in VK no word on the Sydney station which often pops up
has made our Ham Press as yet.

BUT if you DO work some special calls, the awards requirement for
fixed stations is to work 15 of the official Marconi stations,
a mobile station needs 12 and SWLs need 15 or 10 on CW only.

PAPUA NEW GUINEA P29
P29ANZAC has been approved for use during the night before ANZAC day,
Sunday 25th of April and during that day.
This will allow a small group of Port Moresby amateurs to camp at
Bomana War Cemetery and run a HF station overnight.
It is also hoped to link the "Dawn Service" to be held at Bomana via VHF
back to the HF site and re-broadcast this on 40M.
The HF band which will be used to transmit back to Australia and NZ is not
yet confirmed, but it is likely to be either 3569 or 3579KHz LSB or 7079 or
7129KHz LSB.
Clear channels and good propagation will decide on the final frequency to be
used.
P29KFS and the crew are liaising with Aussie Defence based in Port Moresby.
Several officers at the high commission already appear to be interested
in supporting the project.
It's hoped that at least four or five amateurs will be involved and there
should be three radios available to provide more than a few contacts.
KOREA
The South Korean Government seem to have an answer to 'peeping tom's'
using the new camera cell phones! They are mandating that new phones
make a shutter sound of at least 65db whenever capturing a subject!

Jose, VU2JOS says the 6 meter spot frequencies which were a temporary
allocation to Indian Amateurs were withdrawn by WPC with effect from
1.8.03.
IRAQI
The Iraqi Association for Radio Amateurs need help in re-establishing
ham radio in their country and for ham radio to survive after
June 30th 2004 when the CPA hand over to the local authorities.
It would be helpful if people could do what they can to support the
Iraqi Association for Radio Amateurs at this sensitive time, maybe
in the form of a letter of support for the future or educational material
to help run ham radio classes maybe even publicity material.

Ted Alleyne, 5Z4NU, the Chairman and Secretary of the Amateur Radio
Society of Kenya, ARSK, has informed P29KFS that the Communications
Commission of Kenya (CCK) announced on the 2nd of April a new and more
relaxed policy towards amateur radio licensing.
"Until now it was 'practically impossible' for most visitors to obtain
an amateur radio licence in Kenya. All applicants' countries must have
diplomatic relations with Kenya, at any level. The previous stumbling
blocks for reciprocal agreements, Security and Police vetting, have been
dropped entirely. Ted says that the ARSK will be happy to supply the new
licence application forms and further information will be published
on the ARSK website as soon as possible".
CCK will verify all licenses with the originating office by e-mail.
Applicants must complete the new form on the CCK website
www.cck.go.ke and submit photocopies of the license and passport certified
by a Commissioner for Oaths - no other will do.
The fee is still K.Shs.3,000, about US$39 at present.

It has been a 14 year battle to achieve this, and the relief is terrific!
You can operate within weeks, not the 18 months to 5 years plus which
was quite common.
OH... and Morse has also been dropped as a requirement, the rules are
being brought up to date and documentation revised.

Kenya has eased restrictions but in the UAE they still only license
UAE nationals. Several US & European hams have tried to obtain a license
but that was in vain.
Many travellers in the region hope that one day things get a little bit
easier regarding the issuance of ham licenses but most have given up hope.
SOUTH AFRICA
The President of the SARL, Graham Hartlett ZS6GJH speaking at that
Societies AGM has said:-
"Financially we achieved an enormous amount.
We are happy to report that we are now in a stable financial position,
and we will end this year with a positive bank balance, as well as
having restored Trust monies.
We appreciate the support of members in achieving these financial goals
and acknowledge that it came with some sacrifices.
Magazine Radio ZS was perhaps the main item to be sacrificed.
We are pleased to announce that due to recent developments and the
generosity of The Quarto Press we will be producing 4 printed copies of
Radio ZS this coming year.
For this we can congratulate ourselves and say "Thank you" for the
understanding and goodwill that allowed this to happen.
We have also been able to rejoin the International Amateur Radio Union,
thanks to the South African Amateur Radio Development Trust who took the
fundraising initiative and started the fund with a R5000 donation.
Thank you to all who have contributed to the initiative and have made
it possible.
On the regulatory front the SARL has made great progress with the
authorities to get the modernisation of the Amateur Radio Licensing
back on track. The regulations have now been published for public comment
and I am optimistic that new and expanded licences conditions will
soon be a reality.
For the SARL to serve Amateur Radio to the fullest we need a strong
representative membership base. We can only achieve that with the
support of all radio amateurs in South Africa.
We have made good progress but just need that extra boost.

yesterday's marathon of three contests, but the action is
far from over. As ANZAC Day is but a week away as I speak,
that can only mean that the Harry Angel Memorial Sprint is on
this week, next Friday, April 23.
Grab a pencil for this lot.
Next Friday's Harry Angel runs for 106 minutes only, from 1100 to 1246 UTC
on Friday 23 April, 2004. That's 9pm until 10:46 pm in all of
Eastern Australia, next Friday. The 106 minute time comes from the age
of VK's oldest licensed operator when he passed away.
The contest is open to all HF operators, and the object is to make as
many contacts as possible on the 80 metre band only, using either
SSB or CW. There are categories for single operators using phone,
CW or both, and a separate SWL category. You keep it tight by operating
only in the following frequency ranges: on SSB, tune 3535 to 3700,
and on CW try 3500 to 3535 kHz. Note that no contacts are permitted
in the DX window.
You exchange RS and (T) if appropriate, and a serial number starting at 001.
You score one point per Phone QSO or two points per CW QSO.
Stations may be worked once only per mode.
Logs must show time UTC, callsign worked (both callsigns for SWLs),
mode, RS(T), serial numbers sent and received for each QSO.
Send your log plus a summary sheet headed Harry Angel Memorial Sprint,
April 23, 2004, with your name, address and callsign, the category
you've entered, the total points claimed, and a signed declaration
that you've adhered to the rules and spirit of the Contest.

that's the World Amateur Radio Day Party, designed to commemorate
the World Amateur Radio Day. It's celebrated by the IARU on April 18
each year, from zero hours to 2359 UTC.
You can join in on any band, and the WARD 2004 Award will be granted
if you score a puny 10 contacts on the HF bands or, get this, just
five contacts on the VHF or above bands.
A pretty award is available for you to apply for.

It's Kilo 6 KPH, on the air for the International Marconi Day.
This one's going to air - as it has done each year for the past few years
- for the Maritime Radio Historical Society. The society operates K6KPH,
the amateur counterpart of ex-RCA marine coast station KPH.
Listen out for the retired professional operators at K6KPH on 3545, 7050,
14,050 and 21,050 kHz, with band choice determined by conditions,
beginningrate on all HF Bands and 2 metres.

THE QNEWS WORK BENCH - the nuts and volts report

Power Supply Hazard Warning.
John VK3ZRX has reported to his local QNEWS Coordinator the following
tale which has a very important message for all hams.
During a very `colourful' incident at the QTH a near disaster occurred.
While it did not threaten either life or property as he was present at
the time he has prepared a warning for other hams.
The shack suddenly filled with copious black smoke which stopped after
shutting every thing down. The challenge was then to determine the
source and to clear the smell out of the shack.
By `nose' elimination the faulty piece of equipment was located by the
characteristic smell. After the unit was dismantled the offending
device was identified. A rather large black mark was clearly visible
on the printed circuit board - in the vicinity of the mains supply entry.
Culprit: -Capacitor - brand: - AEE - 'Miniprint'
Description: radial lead capacitor encapsulated in a clear or
slightly amber coloured resin, with silver label inside resin.
Label has brand, type, and other info. The edge that is opposite
side to leads is rounded.
Problem: Although rated for 250 VAC service, the capacitors are
unreliable in this role. Typically the encapsulation splits, allowing
moisture to enter the capacitor element leading to eventual catastrophic
failure of the capacitor.
A few years ago there was a spate of domestic fires caused by
'MISTRAL' box fans - this type of capacitor was the culprit.
(Although not stated in the press, I am certain this is correct.
I had one of these fans which failed with large amounts of black smoke.
One of the AEE caps in the thyristor-based motor speed control unit
had failed.)
I have now seen several failures of this type capacitor and I have also
found several unused ones in the junk box with cracked encapsulation.
Solution: Get rid of them!
If you have any in the junk box, a much better place for them is the bin.
I think these caps predated the 'X' and 'Y' mains r birds and
plenty of older equipment can be found in many shacks it would be
advisable that any equipment of Australian manufacture should be
carefully inspected and any of the offending capacitors replaced with
a more modern device.
Moral: - When purchasing older equipment bear in mind that while the
unit is cheaper than a new one it bears the potential to become a
`time bomb' that can cause havoc in the future -

NUMBER OF LOGBOOK OF THE WORLD USERS CLIMBS
Logbook of The World (LoTW), ARRL's electronic awards credit system,
is closing in on 40 million separate Amateur Radio contacts in its
secure database, said ARRL Special Assistant to the CEO David Patton, NN1N.
There are 7000 distinct registered users of the system, holding 9000
authenticated certificates, Patton added.
Users may have more than one registered certificate, reflecting operation
from home, changing call signs, operations during DXpeditions, or
portable station operation each sporting a separate call sign.
Patton, who helped create the concept for LoTW, noted that the number of
LoTW users continues to swell.

GM0HCQ (VP8CMH/MM) expects to be able to go ashore and operate as
VP8SGK at some stage between 15 and 19 April.
Operating times will most likely be from 20.00 UTC to 00.00 UTC,
initially on 14018 kHz. If he can get ashore earlier in the day then he
may well try to work on 10 or 12 metres.
On 19 April the ship will depart South Georgia for the Falkland Islands,
arriving on the 23rd.

VK7WI are reporting on a teenager who has made an appearance in a
Perth court after being charged with making hoax radio transmissions
to aircraft and the control tower at Perth airport.
He was arrested by Australian Federal Police agents after the police
conducted surveillance at a local shopping centre.
The transmissions were allegedly purported to be from aircraft
seeking clearances to enter controlled airspace, land, and cross
active runways.
Federal agents will also allege some transmissions contained threats
to the safety of the aircraft.

Ron Roden, G4GKO, passed away on the 28th of March, Ron was the
IARU Region 1 Monitoring System Coordinator for 12 years between
1990 and 2002.
A major success during this period was the action taken against a Swiss
watch manufacturer which wanted to launch an advertising satellite
with a downlink on amateur radio frequencies. As a token of
appreciation for his work in defending the amateur bands Ron was
presented with an IARU medal of honour.

Taking a leaf from VK2UW's book is the Ham Community of North Queensland.
Unfortunately embargoed, no doubt Gavin the WIAQ Vice President wants

Suffice to say the Amateurs are on their own, but have successfully
managed to have several of the intruders see the errors of their way.
However over the last few years, heard has been an escalation of
out of band marine operations mainly in the East Coast fishery north of
Townsville mainly in the 3.5 and 7MHz amateur bands and characterised
by USB emissions.

We've told you how the Federal WIA have asked VK5AGR the AMSAT
National Coordinator to prepare a proposal for a $10,000 WIA donation
to the Space Projects, well just launching the new Echo will take
around a further $50,000.
AMSAT reports that as of March 30th it has raised $61,988 of the
$110,000 needed to launch the new Echo ham radio satellite,
target launch date of this is June 29th.

Pop VU2POP has told QNEWS he has tried both voice and packet regularly
but although hearing the ISS packet almost everyday on 145.800 he has
not been able to have a successful two way connect.
VU2POP also says "I am not sure why they don't respond to voice calls,

His main interest is in non-postage stamp stamps (revenues and
cinderellas). I've done a 700+ page catalogue of merchant trading stamps and
have several other projects on-going including a catalogue of QSL Bureau
stamps.

Ham stations in New Zealand and Asiatic Russia have claimed a new
world low-frequency distance record. ZM2E at Quartz Hill near
Wellington and UA0LE near Vladivostok completed a two-way contact
during the night of the 20th of March on 137.70kHz. The path length
is estimated to be 10,311 kilometres.
