FEDERAL WIA PRESIDENT IS ERNEST HOCKING VK1LK
WHY A NEW WIRELESS INSTITUTE OF AUSTRALIA - WHAT DO WE NEED TO CHANGE AND WHY?
The federal WIA needs to find around fifty eight officers to fill the
governing councils, seven divisions and federal executive, eight presidents,
eight secretaires, eight treasurers and a host of other functions duplicated
seven or eight times.
Most of us are aware how difficult it is to find people to stand for
divisional council.
The new national WIA will only need to find the number of people to act as
its directors, secretary and other roles. Filling these positions will
be much easier to find than fifty-eight.
The current system is an incredible waste of manpower.
Of course, just as many volunteers will be needed, but at least each
volunteer will not be performing the same task as 6 other volunteers.
One of the long-standing complaints about the current system is the
imbalance of voting power.
A new national body will be truly one vote, one person.
There is much duplication of expenses such as insurance, annual company
returns etc. One body will mean one set of costs and much reduced paperwork.
A big saving of money and labour.
We need to be seen as responsive to and caring for our members.
We need to have an office that is easily accessible to our members at all
reasonable times.
We need a modern effective constitution that serves our vision and mission
statement. It needs to clearly define to rules we operate under.
It needs to reflet a WIA suited for 2004 and beyond.
This is the cornerstone of any change.

and in depth analysis of the NLWIA as we move forward in our quest.
THE BPL FIGHT:
ARNEWSLINE REPORTS A WIN IN 4X4-LAND AND THE Q REVISITS OUR ACA'S THOUGHTS
Even though the BPL outlook looks a bit grim here in most parts of the
world, there has been a big win over in Israel. Hagal International
says that equipment for the networking of computers over the A C
power mains being sold in the country was found to be causing interference
to High Frequency spectrum users.
As a result, Israel's Ministry of Communications requested an explanation
from the distributor of this equipment on how to remedy the problem.
The distributor did one better.
The company replied that it had discontinued the sales of the interfering
devices.
ACA AND THEIR BRIEF ON BPL
With many of our recent QNEWS transmissions concentrating on overseas
developments in BPL, it seems a good opportunity to review what the
Australian Regulator has to say on the matter.
In an effort to address concerns about the potential interference with
radiocommunications services from broadband powerline (BPL) communications
services, the Radiofrequency Planning Group of the Australian
Communications Authority (ACA) released on the 17th September 2003 a brief
on possible issues related to BPL deployment in Australia.
The brief provides an extensive overview of the science of BPL technology,
as well as a summary of regulatory responses to BPL in the U.S., the
European Union, the United Kingdom, and Japan. It also assesses BPL
deployment issues unique to Australia, and the management of risk for
potential interference.
Of particular note is the brief's conclusion that differences between
Australian mains supply systems and overseas countries developing standards
for broadband powerline communications systems might lead to satisfactory
limits in those countries still being harmful to users of the HF RF spectrum
in Australia.
The brief also indicates that the ACA will be investigating if evolving BPL
systems can satisfy the electrical safety, electromagnetic compatibility and
telecommunications privacy requirements of all stakeholders in the HF RF
spectrum in Australia. The brief identifies organisations representing
stakeholders and it includes your Wireless Institute of Australia.

AUSTRALIA CELEBRATES 150 YEARS OF TELECOMMUNICATIONS
Wednesday last, March 3rd a re-enactment of the sending of the first
morse coded message in the Southern Hemisphere between Melbourne
and Williamstown took place.
In the early 1850's getting a message from Melbourne to the port of
Williamstown took several hours by horse. All that changed on March 3
1854 when the telegraph arrived and messages became almost instantaneous.
Students at Williamstown Primary School also joined in the celebrations
watching the re-enactment by video and simultaneously sending SMS's
between the 2 venues.
Our Victorian QNEWS listeners can see morse code enthusiasts in action
and can send messages to their friends between March 15 and 19 at
Scienceworks, daily from 10 am till 3 pm during the Victorian Senior's Festival.

March 27 The Blue Rock Classic event will be held in the Willow Grove area,
the event? a five discipline marathon involving cycling, running,
equestrian, swimming and paddling.

THE TABLELANDS RADIO AND ELECTRONICS CLUB INC. IN CONJUNCTION WITH THE

FOR THE QUOLL ADVENTURE RACE TO BE CONDUCTED IN THE SOUTHERN TABLELANDS
AREA
EXERCISE OBJECTIVE
The exercise is to provide the Quoll Adventure event with a safety and
tracking communications network for the participants, checkpoint marshals
and organisers.
Amateur operators will be required to communicate radio traffic including: -
* Reports to and from officials regarding competitors
* Competitor situation reports, and
* Emergency and safety traffic.
INFORMATION
This years event main will be run in the Southern Atherton Tablelands. The
course has been redesigned and is configured in a cloverleaf type pattern
making it much easier to man checkpoints. Needed at this point in time
is expressions of interest from those hams who enjoy the challenge
of providing reliable communication links and those hams who would like to
gain experience in WICEN type operations. The operations area will
rely on HF frequencies primarily, probably 40 and 80 metres.
Maybe some VHF frequencies. You will need HF and VHF transceivers,
reliable battery supply and suitable antennas. UHF CB would be
nice to have.

The Salvation Army Team Emergency Radio Network (SATERN) Net has activated
on 20 meters to assist with health-and-welfare traffic for the troubled
nation of Haiti.
The net convenes on or near 14.265 MHz.

WIA Exam Service... For QNEWS March 7 2004

Q1 There are changes in the air for amateur radio, will the Exam
Service change?
A1 The Exam Service has to change. While it has done a good job it
was designed at a time when computer technology and computer
communications were in their infancy, education and assessment were
different, and there were different ideas of what is meant by
acceptable service to clients.
In other words it is simply out of date.
Q2 Why wasn't the exam system designed better?
A2 At the time it was really radical for an Australian government
Agency to devolve its exam functions to a non-government entity.
Since it was so new, to be fair to the designers, they went as far as
they felt comfortable with back then. For example, they tried to use
a "one size fits all" approach. They did the best they could years ago.
We can all be wise years down the track after the event.
It really was radical and innovative for back then.
Q3 From time to time we hear complaints about how long the results
take, are these complaints valid?
A3 In the past two years I have investigated a number of complaints.
Of all the exam events in the past two years only one was too long as
a consequence of events in the WIA Exam Office. In all the other
cases I looked at, the problems were elsewhere. However it must be
appreciated that it does not matter where the delays are, when they
occur they are frustrating delays for the candidates waiting for results.
Of course like all fishing stories the details of some particular complaints
do tend to grow with the telling and retelling. So I only go on the actual
records
of events in my investigations.
The records show that the vast majority of exam processing does not
involve untimely delays.
Q4 Why are there delays at all?
A4 Essentially the system involves a complex set of procedures which
must be correctly completed in the correct sequence, by the correct
people. Any one of these steps not being done appropriately brings a
delay until the situation is corrected and processing can resume. In
addition the system involves the postal system that even with express
mail adds time particularly from parts of Australia outside the major
capital cities.
Q5 Why is it complex?
A5 When the system was designed it was radical and new. So a
number of checks and balances were built in to ensure all was above
board. Every "I" was dotted and every "T" crossed. The system was
designed to be cautious to protect the validity of results and the
people involved.
Q6 How does the WIA system compare with the system it replaced?
A.6 This goes back in history. Historically times varied but typically
delays between an exam event and the final documentation ranged from
about three months to a year. Three to six months was the most
common range of times. So at the time the WIA Exam Service, with a
target of 21 days which it meets over 90% of the time, was a vast improvement.
Q7 What can be done now to improve things?
A7 This is easy to answer in the short term. With the current system,
each person in the chain needs to accurately and timely fulfil their role.
Essentially follow the procedures carefully and exactly, complete
every entry in the forms, and forward the material to Melbourne by
the next available mail service.
If this happens in every case then the few delays that actually do
happen will be reduced to a surprisingly acceptable level.
Q8 What about the future?
A 8 The WIA did not design the system. It does not own the system.
Its role is to implement a system designed by ACA's predecessors two
generations back. So essentially the system can only be improved,
for example to utilise modern and future communications technologies,
if the WIA can design and implement its own system rather than
simply implement somebodyelse's. I know some forward thinkers have
already thought about this issue and have designs ready to go. The
expectations in society of what is good service have changed from
when the system was designed. So the WIA needs the freedom the bring
about the update.
This is not about changing standards but about better procedures.
Q9 Do you have a personal vision for the future?
A9 Yes! AS I have said, the assessment system needs to provide a
service which is acceptable to the society of now and in the future.
It is now technically possible, but unfortunately not regulatory possible,
to have results within hours or less, not days, of the assessments,
and have licences issued on the spot. A person could drive home with
a brand new callsign and legally operate the rig in the car.
To do this though, needs a regulatory framework which allows the use of the
best of education methods, a range of assessment methods to fit different
circumstances, and access to current and future communications technologies.

The LWAR&EC will hold the first of it's Electronic Courses for
2004 on the Sunday the 16th May, this course is based on the
Ron Bertrand ARCS training, and there are still vacancies for any young
persons between the ages of 10 to 13 Male or Female.
TABLELANDS RADIO AND ELECTRONICS CLUB
The Tablelands Radio and Electronics Club will be taking part in this years
John Moyle Field Day Event and will be operating from the Dimbulah Caravan
Park.
The station will be set up towards the rear of the Caravan Park, amongst
tall shady trees, great for wire antennas, and plans to be on air by 1100k
on Saturday 20th and operate until 1000k Sunday 21st As this is a field type
event stations will be operating from portable power supplies. The plan is
to be on air for the full 24 hours so all operators will get ample time to
work other stations. HF, VHF and UHF frequencies will be utilised using all
modes. Bring your morse key.
There are BBQ facilities available at the Caravan Park but plan to be
self-sufficient by taking portable lighting, battery supplies, whisper quiet
generators, food and other refreshment items. Supplies are available
locally. Camping facilities are available plus a limited number of on-site
units. Contact number for Dimbulah Caravan Park is 4093 5242.
Dimbulah is located 45kms from Mareeba on the Burke Development Road
(Chillagoe Rd) The caravan park is located in the township area.
We will be setting up a large under cover area, tables, radio equipment and
antennas starting about 0830hrs on Saturday 20th March.

theTARCinc will be active during this years John Moyle Field Day
alongside the mighty Burdekin River at Bivouac Junction near
Macrossan.
It is planned to have the TARC Communications Van and TARC
Tarps deployed during Friday evening and complete the antenna
erecting Saturday morning.
Its easy to get to Bivouac Junction, just take to the Flinders Highway
between Townsville and Charters Towers and head down the turn-off
just on the northern side of the Burdekin River. Head upstream for about
2km and you are there ! The site is only a short distance from
the Burdekin Duck truckstop for supplies and within coo-ee distance
of the VK4FNQ Majestic Towers.
Plan to be self sufficient by taking gas cooking equipment, plenty of fresh
drinking water, portable lighting battery supplies , whisper quiet
generators, food and other refreshment items.
Although its only a short drive to supplies, that will cut into
your enjoyment time !
There will be plenty of radio operating, happy hours, redclaw catching
and fishing, unplugged singalongs, swimming, portable station bushcraft and
a few nice surprises !

Glad to be back. Sorry to disappear on you last week, but I was
croaking like a frog. I don't know how many of you speak frog, so it was a
week off for me. And thanks John, VK4AFS, for filling in on short notice.
Things are finally ramping up on both the world and the local Contests scene,
and
we're starting to hear a few special event stations on the air too. Speaking
of which, with the Grand Prix season kicking off today, March 7, listen out on
all
usual bands for special event station VI3GP, run at this time each year by
Melbourne's Eastern and Mountain District Radio Club to celebrate the F1
circus hitting town. They should be on the air today.
We're already into March, and this weekend, March 6 and 7, has the ARRL SSB
DX Contest, and yeah, we're the DX. March 10, next week, has the monthly
Westlakes Simplex Contest, while next weekend, March 13 and 14, has the
established Commonwealth (or BERU) Contest for 2004. Just two weeks from
now, March 19 to 21, is VK's John Moyle Field Day, up against one we've not
mentioned before. March 20 and 21 has CLARA and Family, and we'll have to
tell you about it soon.
April lights up the race tyres mid-month with three separate events on the one
day. April 17 hosts the Australian Postcode Contest, the TARA Skirmish, and
the Holy Land Contest, presuming no-one's actually blown it up in the interim.
April 25 is ANZAC Day, the best possible day to hold the Harry Angel Memorial
Sprint, which honours the late WWI veteran Harry, VK4HA, who at the time of
becoming a SK, was the world's oldest amateur, at age 106!
From over the Pacific, according to the ARRL Letter, a number of ham radio
"personalities" are to be W1AW contest ops this weekend, March 6 and 7,
putting W1AW to air in the ARRL International DX Contest for SSB. Two of them
are
ARRL life members Joe Walsh, WB6ACU, of the band The Eagles, and ham
radio audio expert and manufacturer Bob Heil, K9EID, of Heil Sound. These folk
and more will be on hand at Maxim Memorial station W1AW, so keep an ear out
for that famous call.
March 19 to 21 is the John Moyle Field Day, a contest which takes place on the
third full weekend of March each year. It runs from 0100 UTC Saturday to 059
hours UTC Sunday. We'll tell you all about it in our next broadcast, but if

In our weekly look at awards a Galapagos Islands "HC8/HD8 DX Diploma" is
now being issued by the DX-TA-SEA DX Club. The colourful certificate is
awarded for confirming a minimum of three different HC8 or HD8 stations in the
Galapagos Islands. All contacts or SWL reports made after November 20, 1945

3B9C DXpedition to Rodrigues Island in the Indian Ocean,
March 20 to April 13 2004 will operate no fewer than 15 separate
stations on virtually every band and mode possible.

JW5RIA will operate on 160 to 6 metres CW, SSB and digital modes.

Dwayne Barbee KE4RVT is the latest ham on the air from war-
torn Iraq. Q-R-Zed dot com reports that Barbee received his Amateur
radio license from the Ministry of Communication on January 25th. He
has been assigned YI9RVT and will be operating SSB and CW on all
bands for the next 12 to 18 months from the city of Al Kut.

returns to space 2005.
The mission, STS-114, which NASA is calling the "Return to Flight" mission
will be the first since Columbia broke apart February 1, 2003.

AMSAT OSCAR-11 Celebrates 20 years in Space on 1 March 2004
UoSAT-Oscar-11, (also known as UOSAT-2 and UO-11) was
launched on 1 Mar 1984, and has been performing well in orbit for 20 years!
There happened to be space on the Delta rocket from which
the replacement for LANDSAT 4 was to be launched. This offered an ideal
opportunity for a second UoSAT type satellite to be launched. If the
University of Surrey Small Satellite Group (UoSAT) could produce another
satellite in time, then they could use this launch opportunity.
Work on UoSAT-2 started in October 1983. It was to be completed in only 6
months(!) and was successfully launched on a Delta 3920 rocket from the
Western Test Range, Vandenberg, California at 1759 hrs GMT on 01 March 1984.
Some of the components had taken many years to refine. For example, research
by a group in Canada, lead to the final selection of the all important
batteries (which have now undergone something like 80,000 charge/recharge
cycles). Much design work was done on the hardware Data Communications
Experiment by individuals in the United States.
Many thousands of radio amateurs, schools, college and University groups
around the world participated in the technical challenge of receiving,
decoding and analysing the data transmitted by UOSAT-2. Alongside the
digital telemetry and whole-orbit data collection files, plain text news
bulletins were also uploaded to the satellite each week and broadcast around
the world keeping radio amateurs informed in an era before Internet! Schools
were also able to listen to digital voice encoded telemetry data transmitted
by the satellite direct to 2M handhelds - this culminated in UoSAT-2
supporting a trans-polar trek transmitting the expeditions' position using
the voice synthesiser!.
A few days after launch, a communications problem arose with UOSAT-2
resulting in a loss of telemetry from the spacecraft. 10 weeks of
around-the-clock work by the Surrey team managed to diagnose the fault (due
to temperature effects on a critical uplink data detection component) and,
after it was identified, a redundant UHF uplink was used and this enabled
UoSAT-2 to function fully again. Interestingly, some 18 years after this
event, the satellite temperature increased due to the orbit drift and the
offending component is now working perfectly again!
The signals from UoSAT-2 are still now clearly audible on the 2 metre
amateur radio band (145.826 MHz) and also, but not so strongly, on the
2401.1428 MHz S-band beacon. The telemetry has, for many years, been used by
schools and colleges as part of their science curriculum.

now the Surrey Satellite Technology Limited http://www.sstl.co.uk/
Gone is the antenna farm using a decommissioned naval Bofors anti-aircraft
gun mount, perched high on top of one of the tall University building.
However, UoSAT-2 is still going strong, 20 years on. To mark
the occasion, AMSAT-UK will be issuing special commemorative QSL cards to
those lodging a reception report of the satellite during the month of March
2004.

First warranted as an Adult Leader in 1946 Peter has had provided continuous
service and is currently a member of the WA Radio Team. The awarding of the
Silver Emu particularly recognises Peter's service since 1984 including
12 years as National JOTA Coordinator.

To add to the good news of Peter Hughes Silver Emu (for Sustained and
Exceptional Service to the Scout Movement) - it was also announced on the
Founders Day Adult Recognition Awards list of the awarding of the
Silver Arrowhead to Stephen Watson (VK4SGW) - National Coordinator JOTA/JOTI
for Scouts Australia.
The Silver Arrowhead is awarded for Excellent Service to the Scout Movement.
Stephen will receive his award during at a ceremony at Queensland Scout
Centre in Brisbane (around May or June 2004).
This award is for particular mention since 1998 when he took on the role as
Queensland Branch JOTA Coordinator (with JOTI being added to his role) and
then the role as National Coordinator for JOTA/JOTI in August 2000.
This is on top of his normal appointment as Assistant Scout Leader and
then Joey Scout Leader for Pioneer Park Scout Group in Townsville, with a
transfer to Group Leader of Pimlico-Mundingburra Scout Group in late 2001 -
also in Townsville.
JOTA and JOTI in Queensland and now in Australia continues to grow under
his leadership with new initiatives and ideas to bring more participants
to the Jamboree.
