 FEDERAL WIA PRESIDENT IS ERNEST HOCKING VK1LK

 A BRAND NEW WIRELESS INSTITUTE OF AUSTRALIA ON HORIZON.

 We advise you to keep an eye on BOTH the wia.org.au Federal Web site
 AND the wia.org.au/vk4 QNEWS site for in depth analysis and updates.

 BRIEFLY

 Each member of the WIA is a member of a separate state or territory
 organization, a "division" which is in turn a member of a federal body.
 It is proposed to replace that inefficient federal structure with a single,
 national organization, with everyone a member of that single organization
 which can be stronger and more effective than the sum of the  parts
 that presently make up the WIA.

 For this proposal to proceed each of the divisions will need to decide
 whether to approve the plan. After this has been done the federal council
 will need to hold a meeting to adopt by a special resolution, requiring at
 least 75% support, a new constitution in substitution for the existing
 federal articles of association and adopt the business and financial plans.
 For the first two years the board will be named in the new constitution and
 thereafter one half will retire each year and may offer themselves for
 re-election.

 If you think the plan for a one national WIA is a good idea and you are in
 general agreement with what is proposed, you can assist by.

 Letting all of your friends who are interested in amateur radio know about
 the plan.

 If you are not a WIA member, join now so you can vote to effect all the
 needed changes.

 Make sure you attend any relevant divisional meeting which may be held to
 approve the changes. If you can't attend then give a proxy vote to someone
 who is and direct the proxy holder on how you wish to vote.

 Keep abreast of what is happening as the plan evolves.

 Region 3 Conference
 At the conclusion of the conference, recognition was given to
 Dr David Wardlaw VK3ADW, who is retiring as IARU Vice President.

 VK3ADW saw the foundation of IARU Region 3 and has participated
 its growth since the late 1960s.

 Elections were held for the board of directors of Region 3,
 Peter Naish VK2BPN chairman for the next three years. 

 Brenda Edmonds VK3KT  was presented with a certificate of commendation
 for her seven years of work on Harmonisation, and among the Intruder Watch
 observers recognised were Australian radio amateurs.

 Twenty-four member societies took part in this just concluded
 12th International Amateur Radio Union Region 3 conference.

 The Wireless Institute of Australia (WIA) had a team of three -
 its IARU Liaison Officer Neil Penfold VK6NE, assisted by Brenda Edmonds VK3KT
 and Jim Linton VK3PC. 

 The practice at these regional meetings is to assign most of the agenda to
 two working groups.

 Working Group 1 (Policy) was attended by Neil VK6NE and Brenda VK3KT. It 
 reviewed in detail the IARU R3 Strategic Plan, the harmonisation of amateur
 licences within the region, support for amateur radio in emerging countries,
 and a host of other issues.

 Working Group 2 (Technical) was attended by Jim VK3PC, who after a short
 time was appointed interim chairman after the chairman Ray Gerrard HS0ZDZ
 of Thailand's radio society RAST, became ill. 
 Although Ray HS0ZDZ recovered from his illness and able to return to the
 working group, he decided not to resume the role of chairman but actively
 took part in its deliberations. 

 The working group sat on three days discussing a wide range of technical
 and operational issues that included:

 Intruder Watch
 Local and international propagation beacons
 Data transmission
 Amateur Radio Direction Finding (ARDF) promotion and rules
 Power Line Communications and its threat to amateur radio
 Preparing for, and providing emergency communications
 AMSAT-ZL's KiwiSAT project, and several other papers.

 A third Working Group discussed IARU Region 3 finances, and it was attended
 by Neil VK6NE and Jim VK3PC. The region which is funded by its member radio
 societies is in a healthy financial state.

 A very informative session was led by Fred Johnson ZL2AMJ who discussed
 the significant outcomes of WRC-03.

 Delegates were given a comprehensive document on WRC-03 that will serve as
 a reference resource, and this includes a section on the issues for amateur
 radio on the agenda of WRC-07.

 Fred ZL2AMJ stressed that many of the results of WRC-03 followed 15 to 20
 years of hard work to achieve improvements for the Amateur Service.

 It seems that the WIA is fortunate in having all of the WRC-03 changes
 already being addressed through the ACA's Review of Amateur Service
 Regulations that will be completed in early 2005. 

 While some of those changes had already been decided or introduced by the
 ACA, many other countries are only in the early stages of discussion with
 their radio administrations.

 Other activities during the conference included the election of the
 IARU Region 3 board of directors for the next three years and in one of
 a number of other positions decided, Keith Malcolm VK1ZKM has become
 the IARU Region 3's first interim coordinator for the issue of
 Electromagnetic Radiation or EMR exposure limits.

 At the conclusion of the conference acknowledgment was given to Dr David 
 Wardlaw VK3ADW, who is retiring as IARU Vice President after five years.

 Conference attendees gave him a standing ovation in recognition of his
 long services that included 36 years with the IARU Region 3.

 A full report on the five day conference is being prepared for a future
 edition of the WIA journal, Amateur Radio magazine.

 Parkes 64m Radio Telescope Listens for AO-40.
 Brett Dawson, VK2CBD and the team of Parkes observatory have provided
 AMSAT-DL significant support from the "Dish" at Parkes in VK2.

 "A 4 MHz wide spectrum with centre frequency of 1097 MHz was scanned
 with high level technique in order to find the LO frequency of the
 AO-40 L1 receiver.

 The fact that nothing was heard of the L1 receiver's LO does not lead 
 to the conclusion that AO-40 is completely dead. The receivers of 
 Parkes are not really fitted for frequencies below 1.25 GHz, and 
 naturally one does not know how good the L1 receiver's LO is shielded 
 or how much of the signal would go through the antenna to the outside 
 world. During the next days more research follows".

 CB NEWS
 IMPROVEMENT TO CH7 UHF CB REPEATER IN LISMORE / SUMMERLAND REGION.
 In cooperation with the owner of Ch7, Northern Communications, it is
 intended to refit a preamp to the receive antenna. This will replace one
 taken by the previous owners for use on their commercial net.

 This will cost about $200 which will be raised by a couple of events.

 This should restore Ch7 to its previous usefulness and coverage.

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Communication is set to improve for one of Australia's most remote 
 indigenous Army Cadet Units following the donation of 24 state-of-the-art 
 two way radio's by Motorola Australia.

 Trevor Taege , VK4BAT has the details.....

 "Motorola Australia presented the radios destined for the Bamaga Cadet 
 Unit in Far North Queensland to the Parliamentary Secretary for the 
 Minister of Defence , Fran Bailey , at a ceremony in Melbourne.

 Ms Bailey says she was delighted with the generous support shown by 
 Motorola and acknowledged the contribution the company has made to 
 the Indigenous Participation Project.

 The 24 GP-328 radios will be specially factory set by Motorola Australia 
 and are expected to greatly enhance communication during bush activities.
 
 The Bamaga Cadet Unit comprises Two Adult Officers and about 15 
 cadets

 Bamaga is located the tip of Northern Queensland and is one of the most 
 remote parts of Australia".

 Shortly after stepping off Air Force One February 5 during a visit to
 South Carolina, President George W. Bush took a few moments to express
 his appreciation to ARRL member and Charleston County ARES Emergency
 Coordinator Charlie Hall, K4AOT.
 K4OAT, a retired US Army sergeant, 64, volunteers with a newly formed
 Community Emergency Response Team (CERT), a Citizen Corps  program.
 The president shook Hall's hand and thanked him for his efforts on
 behalf of the community.

 "QNEWS.. I am especially interested in how Amateur Radio can best serve

 On my wall map, it takes one hand to cover the Continental USA.
 It takes two hands to cover the Pacific Section.

 The ARRL National Traffic System does not reach every island in the
 Pacific Section. I am interested in finding every net, every scheduled QSO
 that occurs on a  regular basis as a back up to passing traffic in time of
 emergency.

 I have  been informed of a few nets that serve the Pacific triangle of
 Australia/New  Zealand - Marianas - U.S. West Coast.

 the Federal Office" succeeded in getting the papers marked and results
 returned with a turn-around time of 21 days !!! Excellent Work !

 Here in Townsville it's congratulations to Ian VK4LMD who successfully
 passed his Full Call Theory. Once Ian has stopped leaping for joy he'll
 be seeking a K call from the ACA. 

 South of here, on the Fraser Coast, my old stomping ground,  young CB'er
 the "125", Steven at age 15 sat for his exams Saturday Jan 31 and on
 Friday Feb 20  was notified of his success! Again just a 3 week turn around
 by the Exam Service run by your WIA.


 Now the brickbat...
 An open letter to the Federal President of the Wireless Institute of 
 Australia is doing the rounds of Amateurs with the suggestion they
 sign and then forward to VK1LK.

 It deals with the old chestnut of our Exam Service, expensive to sit for,
 long wait time till results and "why we can't revert to the examiner
 marking at the end of the session".

 Early checking by the Federal Education Officer Ron Smith appears
 to show the exam in question's paper work was not completed correctly
 and the WIA ACA MOU must be adhered to correctly, so just 7-8 days
 from correct completion/submission till candidate notified was time frame,
 not really too bad!

 I guess these 3 notes in this week re the same exam service are a
 little like.... "is the glass half full?,  or half empty?"


 BUT!!!!


 You'll recall how here at the Q, over the years, VK4BB our anchor,
 HAS highlighted the  excellent scheme in ZS land where a candidate
 enters the exam room and if successful, exits with licence
 call sign in hand!



 TEXAS HAM DONATES STATION TO SCHOOL
 Santa Rita Elementary School has received an impressive donation
 from W5ZJ. He plans to donate tower, rotor, antenna's and radio equipment
 to the educational institution.
 The radio gear and antenna system will allow students to learn about 
 telecommunications technology and earn their ham radio licenses.

 report all intrusions to your IARUMS Coordinator but also to try and
 check into the regions official monitoring net each week
 Under the expert control of VK4CEU David the intruder net runs
 EVERY Friday at 0730 UTC on 7.065.5

 Over the past weeks we've highlighted activity by stations  signing
 with a /vk area designator... eg /VK4 well with what might be even
 more bad news for them, and dealing with G stations operating on 5MHz

 Holders of UK 5MHz Notices of Variation have been reminded the only
 countries currently allowing 5MHz operation by individual stations are the
 United Kingdom and the United States of America and its dependencies.

 UK NoV holders heard operating on 5MHz from outside of the UK risk not only
 the loss of their 5MHz NoV but also the revocation of their licence. 
 These 5 MHz frequencies are granted to the UK amateur service by the
 Ministry of Defence for a specific period".

 pre-announced trek from Invercargill to Blenheim.  What's amazing is that 
 recording comes to you from the other side of the world.  From the United 
 Kingdom, where it was recorded by Ian Abel, G-3-Zed-H-I, in Yorkshire 
 England.  How?  Through the magic of Internet linked repeaters that will 
 allow the world of Amateur Radio to follow Tony's almost every step of the

 While it may seem like World Radiocommunication Conference 2003
 was just yesterday, the ARRL Technical Relations Office in Washington
 already is participating in a new cycle of meetings to prepare for what's
 tentatively being called WRC-07.
 One area of focus, possible allocation of additional broadcast spectrum
 in the 4 to 10 MHz band which could impact amateur allocations.

 Hong Kong to CANCEL ALL existing ham licences.

 Hong Kong who have announced they will drop the requirement for
 Amateur Radio applicants to pass a Morse code examination for
 access to frequencies below 30 MHz say they will also, in conjunction,
 CANCEL all existing amateur station license classes (and/or authority to
 operate), replacing them with a new authorisation that does not carry a
 license class.
 Hong Kong have also opened the 430 to 440 MHz band for portable and mobiles
 and allocated 10.45 to 10.5 GHz to the Amateur Service.
 Changes would "come into effect soon."

 FCC CHAIRMAN ASSURES CONGRESSMAN ON BPL STUDIES
 FCC Chairman Michael Powell has assured US Representative Greg Walden,
 WB7OCE, that the Commission will give "thorough consideration" to all
 BPL studies before it takes final action, and has pledged the FCC would
 continue to be vigilant in the area of BPL's interference potential and
 recognises the concerns of licensed radio service users.

 VK2AAB Barry White has just finished reading the FCC's notice of
 rule making and has a few comments that we may need to bear in mind.

 Mainnet in particular makes a big thing of the fact that only two 
 equipments can transmit at once, as it is a time shared system.
 However this means that a pulse of noise will still occur many times a 
 second, so while there is no summing of the noise level, it is for all 
 intents and purposes a continuos noise.

 Another supplier made the point that their equipment can dynamically 
 null out any active frequency. However no indication was given as to how 
 long it would stay notched out.  I presume from the comment that if it 
 detects a carrier (SSB ?  QPSK data ?) it will avoid using that 
 frequency, but for how long ? 1 second after the carrier disappears, one 
 minute perhaps, 10 minutes ? one hour ?

 The FCC commented that amateurs would endeavour to keep their 
 antennae 10 metres from the mains. This is probably true in relation to 
 the street wiring but the mains come right onto the property.
 In my particular case I have one antenna within 3 metres of the point of 
 attachment. This same antenna passes over the house and the lighting 
 circuits are in the ceiling space and quite close to the antenna.
 My HF yagi is on a 7 metre tower about 50 metres from the street mains 
 but my garage is under this antenna and the mains are in the garage and 
 about 5 metres below the antenna.

 Another part of the NRM is about measurement of noise emitted from 
 the mains and the methods to be used. They (FCC) feel it could be 
 dangerous to measure the radiation at the mains cable height at 10 
 metres distance. As our antennas will probably be at mains height I say 
 tough, that's where it should be measured.  They also intend to measure 
 the radiation at several points, in terms of wavelength, from the point 
 where the signal is inserted.

 We can expect that the PLC people will quote the FCC rather 
 extensively and we need to knock then down on these faulty assumptions.

 struck by lightning.

 According to Newsweek Magazine, two people on the set, including the actor
 playing the role of Jesus, were reportedly struck by lightning during the
 five months of shooting.

 In fact assistant director, Jan Michelini, was struck twice.

 Producer Steve McEveety says that he actually saw lightning coming out of

 VK4 Membership Statistics 
 Membership Chairman Ken Fuller regrets he has not received any advice
 about WIAQ membership from Head office for some time.
 The assumption of no response is because it is a busy time of year with
 many hundreds of WIAQ renewals, so best if we remain patient and get on
 with the many other tasks needing attention.

 Membership promotion incentives 
 The $20 club membership award to new members has not cost a lot so far.
 Of the 44 issued only 3 or 4 have been returned via clubs for a
 reimbursement. Ken asks clubs promote the scheme for our mutual benefit.

 "I have some good news that not all may be aware of. Firstly is that for
 members who would find it would find it financially easier you may pay
 your annual WIAQ membership fees in 2 six monthly instalments.

 Secondly the WIAQ has had for some time a wide range of membership options
 ranging from Full membership to discounted pensioner, student and
 family membership, about 11 options in total. These options are offered
 within the framework of the 3 basic options offered at federal level.
 If you wish to review your membership options please contact the WIAQ.

 Thirdly at its February meeting the WIAQ has raised an agenda item for the
 WIA Federal Convention 2004. This is to offer at Federal level a membership
 option for Students of Amateur Radio at very low cost.

 Our own WIAQ AGM will be held in just over a month. Nominations for Council
 are needed soon. If you have been serving amateur radio in your local club
 have you considered extending this to the wider amateur community? Amateurs
 throughout Queensland are deserving of representation too. A nomination form
 is printed in February and March editions of QTC.

 MARYBOROUGH AREA and we learn via QNEWS broadcaster for the region,
 Gary VK4TGB that Maryborough CBers are moving into the amateur radio
 scene, earlier you'll recall we've mentioned vk4hse Sam, now we have
 young Steven 15 yrs old.

 The "125",  Steven has only been on radio for a bit over a year and
 started asking questions after listening to the CB QNEWS transmissions.

 Steven sat for his limited novice with the Hervey bay Amateur Club
 on Jan 31 and on Friday Feb 20 was notified of a pass... now he's
 looking at call signs so shortly in Maryborough and on the bands
 vk4h-steven.

 And at  the rate it's going two other CBers on the Ch.14 uhf net
 are looking to sitting in 2 to 4 months and even more are popping
up with electronic questions and answers going to and fro
 until the we hours of the morning.

 As VK4TGB says "radio isn't dead in Maryborough....it's still a great hobby".

 ARRL FIELD DAY JUNE 26-27
 Rules and entry packets for the 2004 running of ARRL Field Day now are
 available on the League's Web site. Field Day in the USA is always the
 fourth full weekend of June, this year, 26-27.


 Speaking of the ARRL, last week we made mention of some League awards
 which have ceased, Rag Chewers being one.

 Well that is the ARRL Rag Chewers, NOT the CW Group FISTS Rag Chewers
 award which we are assured is still belting it out in fine style.

 
 The FISTS Rag Chewers Award is earned by making 100 two-way CW QSO's,
 each lasting at least 30 MINUTES!!!!

 Yes it IS a rag chewers award remember! 

 These QSO's are to be with another FISTS member on or after the date of
 September 1, 1998. Duplicate member contacts are valid, but they must be
 made on different dates. You may apply for this award only once. 

 Completed Logs and Claims should then be sent to the Awards Manager,
 Dennis Franklin, K6DF, preferably by e-mail, as an attachment.
 Dennis says that Excel or Microsoft Word Files are preferred, however
 he will accept other file types and try to convert them.

 WIA Federal Awards Manager Mal Johnson says Bill Webber VK6JQ in Broome
 has just  qualified for W.I.A. Federal DXCC on 6 meters.

 He achieved the "Open" Certificate No.301.
 Scoring 103/104 DXCC countries CW and SSB on 50mhz.

 Bill is the first VK6'er to take out this award, spending just on 20 years
 sleepless nights and cyclones to procure his goal in life.

 QNEWS Coordinator for Westlakes, Frank says there's always something out
 of the ordinary happening at their club.
 Following a recent meet, Greg VK2CW demonstrated his "The EYES HAVE IT"
 CW practice oscillator. Comprising of a Dick Smiths "Gravox" Tin, you
 know the one, with his caricature printed 'big n bold', well VK2CW
 built it with components neatly enclosed, a tone and volume switch
 adorned the outside as well as a socket for the key .

 What makes this unit unique is that as you operate the key Dicks Eyes flash
 a Satanical  red in time with the dits and dahs. Can't wait for the next
 brain storm.

 Those involved with Digital Groups, F6CTE has released version 3 of his
 Multipsk digital modes program.
 Built-in MFSK8 and MFSK16 with SSTV capability, as well as
 THROB 1 and 2 T/sec (in addition to THROBX).
 This makes it a freeware alternative to MixW.

 ALL IN THE FAMILY - ASTRONAUT CHATS WITH SON VIA HAM RADIO
 Ian Foale, son of ISS Expedition 8 Commander Mike Foale, KB5UAC,
 was among several youngsters attending his school who got to ask
 questions of his dad February 4 via Amateur Radio.

 Visiting the school for the event and taking part in pre-contact
 activities were Foale's wife, Rhonda, and his 12-year-old daughter, Jenna,
 who attended the school in her younger years.

 Rhonda presented a "video post card" from her husband that offered
 additional insights into daily life aboard the ISS.

 Daughter Jenna, meanwhile, told the youngsters about her Aibo
 http://www.us.aibo.com robotic dog, for which Dad writes programs
 while aboard the ISS.

 I.P.H.G nearing two years of age. 
 On march 18, 2002 the International Pharmacists Ham Group was 
 originated by two Pharmacists that were Amateur Radio Operators. 
 IK2UVR, Pier Luigi Anzini and IZ7ECB, Andrea Pagliula. 

 Their aim, to promote radio-initiatives and establish friendship 
 among colleagues from different countries and to lend a hand
 to people in need.

 Today, the primary core of about 20 has grown to almost 200 Pharmacist 
 Hams in over 40 countries and all the Continents.

 The I.P.H.G. members co-operate with the Medical Radio Council and help
 via the radio has been extended to some African  Missions.

 The Group has also created awards, free of cost!
 
 First Class requires 6 contacts or to hear 6 I.P.H.G. members, one 
 from each Continent.

 Second Class requires 5 contacts or to hear 5 members in 5 different 
 Continents.

 Third Class requires 4 contacts or to hear 4 members in 4 different 
 Continents OR 8 contacts or to hear 8 different I.P.H.G. members from 
 any combination of Continents.

 QSL cards are not required to claim the Award: applicants should fill 
 the form available on the I.P.H.G. website and send it on-line to the 
 Award Manager IK2UVR. The Manager will verify the existence of the 
 contacts from the mentioned I.P.H.G. members, then, if all is OK, the 
 Award will be sent to the applicants as PDF file, ready to be printed 
 by themselves with a common inkjet printer.

 NO FEE, NO TIME WASTED: applicants will get their Awards, free of 
 costs, in a few days, just the time to verify their contacts. For 
 SWLs  always indicate the other station in QSO with the I.P.H.G. 
 member. 

 NO TIME RESTRICTIONS: any contact / heard made at any time is valid.

 NEITHER BAND NOR MODE RESTRICTIONS: any band and any mode is valid.

 Contacts can be made with all different callsigns owned by the 
 applicants during their activity as Radio Amateurs, please indicate 
 in the Application Form the Callsign used, if different from your 
 present Callsign.

 REMEMBER: I.P.H.G. Members meet every 1st Sunday and 18th day of any 
 month on  28.318, 21.318, 14.318, 7.098 and 3.618 MHz.

 WW SPECIAL INTEREST GROUPS --- VHF AND ABOVE (the plumbers delight)

 On Tuesday the 17th of February at 2355z the XE1KK beacon in Mexico was
 heard in ZL2 and VK2 from around 2355z but the signal was very poor, no
 other stations were noted during this brief opening.
 


 The GIPPSTECH conference is made up only from its individual parts so with
 only a bit over 4 months to go to the next GIPPSTECH conference, the
 coordinator Peter VK3KAI has called for papers to be presented at this
 year's conference.  (Actually it will be in the March edition of Amateur
 Radio so it is not too far away)

 So if you have any topic you might like to present as a technical paper up
 to 1 hour or a short segment presentation of say 5 to 10 minutes, now is
 your chance to get those ideas down on paper and let Peter know what you
 have in mind.

 The topic to be covered should be in line with previous years should be
 especially on VHF, UHF and Microwave areas.

 FEEDBACK TO THE Q
 Most interesting note in from Kevin Peacock through the week, Kevin
 runs the One Man Tower company.

 He believes that an opportunity exists "to unite the Australian radio
 hobbyists in a cause that would mean far more to the hobby than the
 CW removal".

 He suggests "Australian hams need a unified code throughout the nation to
 allow us to install a workable station - it is wrong that a station on
 one side of the road can install a station in excess of 10m and the
 station on the other side of the road is restricted to under 9.5m -
 simply because they live in different shires or council areas.

 The unified code should determine the outdoor content of the Amateur station
 SURE it would mean the end of blokes throwing up a bit of waterpipe with a
 9el LPDA HF antenna swaying around on a still day - but that's the price
 we will have to pay - who will champion the cause?"

 Maybe something the new look, new body of the WIA can get their teeth into..
 For the good of ALL of us!
