Actually, it should read:
NAWS NAWS DE CTP CTP QSX 04 06 08 12 MHZ AR
but you have unshift-on-space on, and CTP does not send a separate figures
shift before every number group.
CTP = Lisbon, Portugal NATO
NAWS = group callsign of participating ships
QSX = listening on ... MHz
AR = "+" = end of this message
