Exactly what standard are you referring to?
The RS-232C standard did not even specify the 25 pin D connector and
thus did not mention anything about the connector sex for DTE/DCE, it
only specifies the operation of various circuits. This may have
changed with newer revisions of the standard, but I very much doubt
that in practice much has changed.
In practice "RS-232 compatible" means that the device has communicated
with at least one other device declared as RS-232 compatible :-). Very
few devices implement the RS-232 standard to the letter. This remark
is not intended as a defence for Kenwood, but only tells about the
practice in industry.

Some years ago I built a 1200 bd TNC from a kit - called a TNC2-DL. (a
German design purchased from the UK - MAXPAK group) I have a need for
another TNC for 9K6 and would like to build another TNC. Does anyone
know if such a PCB still exists??

I think PacComm in the U.S. still sells adapter boards for the TNC-2
which plugs in to the modem header. They would be assembled though.
If this is for home use, you might look into Linux with a sound card.
