No, and that would be contrary to the spirit of Usenet and the Internet, where
everybody has a voice.

However, just because somebody has a voice doesn't mean that anybody has to 
listen to it. Look in your software for something called a "kill file" or a 
"filter". If it's there, add Charles to it. Then he will vanish as far as 
you're concerned. I did that a couple of years ago, and the crap level in the 
newsgroup dropped dramatically for me.
