Using Skype from PC to PC is free ,but you can also use Skype by using
your PC and 'dialling' any phone in the world. However then you need to
have an Account with Skype and pay 'low' call charges.

There is also Voipbuster where you can dial any phone in the world and
have a truly 'free' call , but you will be cut after 1 minute ,unless you
pay a one-off GBP 5.00 fee.
Voipbuster is of course also free when communicating PC to PC
Ref: www.voipbuster.com

For all my normal phone calls I currently use www.18866.com meaning I dial
prefix 18866 followed by the usual 'full' number (also when you phone the
neighbours)
It is a UK company which uses the services of a Swiss company in Lugano.
Initially their connection fee was 1 pence ,but this has now increased to
3 pence. All normal calls within the UK are zero pence per minute (you
just pay 3 pence) Calls to many countries (Europe -USA-Australia -New
Zealand , etc) are 2p per minute on top of the 3p connection fee.
Overall cost still much lower than when using BT.
However calls to 0845 cost 4 p/min and 0870 cost 7p/min so you should
avoid those (although this is not always possible)

There are now also phone handsets available for VOIPcomms which plug
directly into an ADSL modem/router..............perhaps this will be my
next move. With a wireless ADSL modem/router there might even be a
VOIPcomms wireless handset (similar to DECT as used on land lines)

Also in 2005 they say the future is bright ; 2 of its challenges remaining
to be RENEWABLE ENERGY and LINUX.
