That's very true. The problem's arise when the bulletins aren't "placed" on 
the amateur network by a licenced station, rather they're simply being 
gatewayed onto the network with virtually no "human" intervention.

The fact that the bulletin *may* (or may not) have an amateur callsign as a 
wrapper is irrelavent.  It's illegal for an amateur to gateway (or relay) a 
message from a non-amateur station whatever the mode - be it voice or packet 
- except under very clearly defined circumstances, such as the US phone-
patch.

Bulletins from the likes of NASA may be sourced from NASA but they are 
*placed* onto the network by licenced amateurs after assessing their 
'worthiness' to be placed on the network. NASA must source hundreds of 
messages every day - most of which never come near the amateur network.

Bulletins from the likes of CB can be sourced from ANYWHERE and are being 
*gatewayed* onto the network without reference to their 'worthiness'.  They 
may (or may not) be electronically *filtered* but that's not at all the same 
thing.

In some ways, the difference is much like moderated and unmoderated 
newsgroups on the internet.  Bulletins in moderated groups are *manually* 
scrutinized for their 'worthiness' before being "placed" on the network, 
unmoderated groups are simply "gatewayed" regardless of content. Filtering 
simply looks for unsuitable words. Moderating looks for unsuitable content.

The amateur network sometimes gets into enough trouble with the authorities 
for allowing our own AMATEUR bulletins to get onto the network unmoderated. 
It would be just plain suicide to turn a blind eye to OUTSIDE bulletins 
doing the same.
