They probably do. What they DON'T do is make the deliberate decision to
permanently and consciously defy the law. I don't regard defrauding the
government of over a quarter of a million UKP (and putting the burden on the
rest of the taxpayers) every year as "some minor crime".
If 20% of CBers are prepared to do the decent thing and pay the government
in order to use it, there's no reason at all why the other 80% can't do the
same. - Except they've made the conscious decision that they're not going to
pay.
A more realistic comparision is with people who don't buy a TV receiving
licence. If 80% of viewers didn't buy a licence and your licence fee (as one
of the 20% who did pay) was increased by a factor of three or four to
subsidize it, I doubt that you'd consider it "some minor crime".
The mistake people make is thinking that CB is a hobby. CB is a public
access communications service, much like the telephone and, in recent years,
the internet.
In terms of what CB is used for and the language and behaviour that is used
on it, there is as little chance of making people tow the line on CB as
there is on the other public access services. The greater the distance
between it and amateur radio, the better.
