   There seems  to be  a blinkered  approach by  many amateurs  to the  recent
influx of BULLETINS on the amateur packet network.

  Look at them this way. 
They are bulletins carrying information from a source outside of amateur radio.

  They are NOT the ONLY bulletins carrying information from outside sources.

  You have to (collectively) decide if ANY bulletins shall carry traffic from
outside sources.


  If you do decide that 
 
"No bulletin traffic from outside of amateur radio shall be permitted"

  Then you must remove ALL bulletins from outside amateur radio.  This will
of course include those that are sourced from NASA public relations. There are
many bulletins which reproduce information from internet sources etc etc.


  The big problem that I see is the CB systems use of callsigns that are
contrary to the ITU allocations. For instance G is allocated to the UK.
For a BBS on CB to use a GR prefix is stupid & bad manners. It is also 
probably in contravention of ITU regulations.

  To sum up, if the bulletin is  placed onto the amateur network by a licenced
station then it is as legal as any other bulletin with outside information.


  ALL OF THE ABOVE RELATES TO BULLETINS NOT "P" MESSAGES.

  "P" messages,(I have never seen one)  are third party traffic and may or may
not be legal depending on the regulations in the originating, intermediate and
destination countries and are outside this discussion.

  I hope I have made it clear. You cannot have it both ways !
