Bob,
This is very interesting, but must require a specific radio to allow
mapping of all packets. The way my rigs are setup, if I have a CTCSS of
100 for RX, I will only receive packets that have this CTCSS and nothing
else period Is this the idea also to only to map APRS users that are close
to you?

Yes, good question. If you connect your TNC to a radio for APRS mobile, to
make Voice Alert work, you have to connect to the Discriminator output, and
not the speaker output. This way, the TNC hears everything, but the
speaker only hears other PL-100 Voice Alert users. That is how we get
DUAL-USE out of the same radio and the same channel.
If you connect your TNC to the speaker, and set CTCSS 100, then your TNC
wont hear anything except the very rare local simplex direct guy less than
5 miles away.. Not a very interesting APRS map... SO if connected to a
speaker, then you cannot run simultaneous Voice Alert.
You might be tempted to set the radio to TX PL100, but PLEASE DO NOT. If
you TX with PL100, that is like a VOICE CQ, and it MEANS: "Im running voice
alert and I am LISTENING for a call". SO the last thing we would ever want
to hear is PL100 pings with "no one home"... Thanks for asking...

This scheme works best with the Kenwood D700 or TH-D7 where the internal
TNC is connected directly to the receiver discriminator BEFORE the PL
squelching of the speaker audio. The TNC is always listening, even
with the speaker silenced by PL.
The voice-alert scheme will also work easily on any rig with the 6-pin
Mini-DIN data/packet connector. Connect your TNC here instead of using
the mic and speaker connections. One of the pins carries raw
unsquelched, unfiltered discriminator audio that is always live.

The one thing interesting to this is you don't even need an APRS setup to
use this "service". Listen to 144.39 PL 100 decode only and when you hear
packet using PL, switch to 52 and call CQ..

Thanks. Since just about all 1200 baud packet uses pre-emphasis on the TX
side, I wonder what is the degradation in packet success rate, if any, by
not using de-emphasis on the RX side. I guess the TNC could provide
de-emphasis. I have always thought that perhaps 1200 baud packet should be
run flat.

For demodulators like the 2211, you really don't want the low tone to be
higher in amplitude. Being off the other way doesn't make so much
difference, and that's what you get listening to the pre-emphasized signal
directly from the discriminator. In fact, you might be better off doing it
that way anyway, because the D700 transmits flat and de-emphasis makes it
hard to decode. The T2-135 runs a 2211 directly from the DR-135T's
discriminator and it does pretty well.

Although I think that report has crossed the line, I would not want to see
ham radio stores or hamfests scared away from reporting their positions.
Even though I guess someone could call a simple position report of a store
(without text) a commercial message, I would like to see simple position
reports of stores/hamfests without an ad like message continue.
Now I think we have two questions....
1. What can a commercial entity/hamfest report, ie. can it post a telephone
number or operating hours? How about a general description of what they
carry?
2. Aren't the digipeater/igate operators technically liable for reporting
an inappropriate message like spam (a commercial message)?
I think someone well known and respected in APRS (nuge nuge WB4APR) should
post a general guideline for hamstores/hamfests...until then I think it
might be unfair to get overly upset with HRO, because the exact location of
that line between a public service position report and a position report
that crosses the line can sometimes be hard to determine. If a position
report is ok, why not a list of hours or a tel number so that the position
report is useful? Well if you have all that info, dont users still need to
know what the store carries in general to know if the store can meet their
needs?
The sooner we have generally accepted written guidelines the better. There
are plenty of stores/hamfests out in the world, do we wait for each to
accidentally cross the line or can we at least give people selling things
(stores & hamfests) a generally accepted set of guidelines to help show
them the way?
