Scott, have you considered the Alinco DJ-196T? A friend of mine with
Muscular Distrophy (very limited arm strength so size was an issue) bought
one of those last fall and seems to enjoy it.

Cool -- my son was licensed at 10.
You might check the VX-2 by Yaesu, IF you can live with one watt output.
It uses LI batteries, and replacements are available - severeral cell phone
batteries fit this handheld.
Good, rugged, inexpensive, basic radio for V and UHF.

The VX2R maybe a bit too complex for a 10 year old...although learning
curves are pretty quick. For not much more you can consider the FT60r which
is a fully featured, full key complement machine. The VX2R requires that
you take a user guide with you or a cheat sheet to remember the embedded
command list.
The VX-1xx radios are cheap and good ease of use...but 2m only with extended
rx.
After owning just about every HT made, I keep coming back to Yaesu for
rugged constuction and reliability. Drop a VX series, dust it off and keep
using it. Drop a D7, F6, or IC (IC really means "I crack")...and you'll
probably end up sending it back to the factory.

Just brainstorming here, I don't even know if this is possible or desirable
but hopefully someone can answer this for me. Is there a web page that
exists that I can send and receive APRS messages on? Is this technically
possible? There are ways in my head that seem like it would be possible, but
I wasn't sure if something already existed before I start poking at it
myself (yea, like I need another project)

Not directly, but this is something that I was considering providing
through a simple password authentication scheme with my
aprskml.dev.java.net project. Since a server is already up and running, it
would be fairly easy to just provide another URL resource that would accept
messages, and another that would return any received for an indicated call.

I recall seeing something about an ultrasonic tide/flood gauge that's a
commercial offshoot product and incorporates APRS capability. I can't
find the reference.
If anyone's got a reference and could ship it to me off-line, I'd really
