It seems to me that a better step would be to adopt the WiMax standard.
The equipment is now manufactured but is on commercial frequencies.

A group  or national  organisation could  negotiate the  purchase of the base
station equipment and significant power and antennae could be used.
The 23 cm band would be a natural I would think.

The users modem equipment is quite modest in cost, around A$150 but of course
would need a  high gain antenna.  They normally use  a little vertical on the
desk alongside the computer.  They would also need conversion to say 23 cm.

In Sydney this equipment in good locations has ranges of up to 30 KM on 5Ghz.
Sydney is covered by about 80 base stations.
With good sites and much higher  powers and higher gain antennae we should be
able to achieve full city coverage with only one or two base stations.
The commercial  operators with  thousands of  users have  to adopt a cellular
technicque or  no one  would get  a lookin.  With our  much smaller  nuber of
users one base station per city might be enough.
I have no  idea of what  bandwidth is needed  but perhaps even  70cm could be
used for better coverage. After all we have two TV channels on that band.

Not exactly off the shelf but  haven't we been modifying commercial gear  for
ever ?

I am no expert on these things but can anyone see a problem ?
