 I am again confused re the bulletin of Ian,which appeared to be all in quotes
  including the footer ; so is Ian quoting himself or the other Ian ?
  As I see it Z is the last ,but also the beginning with A displaced by one
  hour . I fail to see any dastardly plot by the French-except for the
  UTC versus CUT .For all practical purposes GMT is equivalent to UTC so
  far as the average person is concerned- it is an unfortunate reult of the
  Earth being more inaccurate as a timekeeper than a bevy of atomic clocks.
  Greenwich observatory was established expressly to facilitate global
  navigation hence GMT. It is convenient to allocate letters to timezones,
  the reason for omitting a couple of letters is possibly that O can be
  confused with 0 and Apparently I anJ are interchangeable in some languages.
  The prime meridian is not the one where the day begins - it would be
  very confusing if it was .
     Regarding the topic of R lines in another bulletin, I have also looked
  at these and noticed the variation in times -it is a pity that BBS sysops
  do not take the trouble to adjust their clocks or timezone offset so
  that the R line time is correct. Some I am sure show local time but the
  R line shows Z. I see no reason to alter the software to show GMT or any
  other time than Z which most amateurs appear to understand as being
  UTC or GMT .Having said this I am aware that my local BBS appears to
  offend in this way and in fact the date is usually wrong also , but apart
  from setting up a rival BBS i have no control over this and must live with
  it , and also the problem of running my computer on local time with the
  odd half hour offset from the rest of the world. I make the best of this
  by setting my computer clock one half hour slow on official local time
  and setting the UTC offset to the full hour.
