Since when? Here's the poop.

When fully charged with no load the terminal voltage is 12.6 nominal.

When charging, terminal voltage is 13.8 nominal.

When terminal voltage falls to 9 the battery is considered discharged.

Under all running conditions terminal voltage should be 13.8 nominal, if 
otherwise something is wrong. I'll leave it to you guys and yor 
voltmeters to figure out what other voltage readings mean, it's not 
rocket science. I'll give you a hint just to get you started, the 
cranking terminal voltage should be 9 nominal. Anyone know why?

No, won't leave you in suspense, take a look at the dial on a load tester.
