AUSTRALIA Radio Australia to resume broadcasts to Burma/Myanmar. See:
broadcasts-to-burma-20090811-eh2o.html>
(Gary Daly, dxld Aug 12)
RADIO AUSTRALIA will again begin broadcasting to Burma in what the Prime
Minister, Kevin Rudd, called a "gesture of solidarity" with the pro
democracy leader, Aung San Suu Kyi, in the wake of her conviction
yesterday. Mr Rudd also hinted at stronger sanctions. ...
(Sydney Morning Herald as above via dxld Aug 12)
! The story says nothing further about the axual broadcasts. Does that
mean RA is adding the Burmese language? It has surely been "broadcasting
to Burma" all along together with the rest of South and SoEast Asia.
'Resume'? I don't recall RA ever having Burmese-language broadcast tho
possibly sometime sesquidecades ago. Perhaps it's just an empty gesture by
PM Rudd. The following story from RA itself does not explicitly say it
will be in Burmese either:
(GH, dxld Aug 12)
Extension of AUNG SAN SUU KYI's house arrest prompts resumption of Radio
Australian Burmese service.
"Australia's Prime Minister, Kevin Rudd, says the continued detention of
Aung San Suu Kyi is a new low for Burma's military regime. ... The Prime
Minister has also announced the Government and the Australian Broadcasting
Corporation have agreed to Ms Suu Kyi's previous request to have the Radio
Australia service resume broadcast service to Burma. He says it is a
gesture of solidarity to her and opens a new channel of international
contact for the people of Burma." Radio Australia, 11 Aug 2009.

(kimandrewelliott.com via dxld, Aug 12)
Radio Australia's own shortwave transmitters may be a bit far from Burma
for reliable reception. Even the more powerful former RA transmitters at
Darwin, which now must be leased from the present owner, religious
broadcaster CVC International, may not be ideally located. Transmitters
leased from VT Broadcast in Thailand might be the best bet. And then there
is the selection of an ideal evening time. Only 1800-1900 Burma time is
not now taken by BBC, VOA, or RFA Burmese. Burmese, however, prefer later
hours for international radio listening. Maybe 2200-2300, competing with
the second half of the VOA Burmese broadcast.
(Kim Andrew Elliott, ibid. via dxld Aug 12)
Radio Australia to resume Burmese service.
Australia's Prime Minister, Kevin Rudd, says the continued detention of
Aung San Suu Kyi is a new low for Burma's military regime. A Burmese court
today convicted Ms Suu Kyi of breaching the country's security laws and
sentenced her to spend another 18 months under house arrest.
The Prime Minister has also announced the Government and the Australian
Broadcasting Corporation have agreed to Ms Suu Kyi's previous request to
have Radio Australia resume broadcast service to Burma. He says it is a
gesture of solidarity to her and opens a new channel of international
contact for the people of Burma.
(Australia Network News; Aug 11, by Andy Sennitt, RNW MN blog
via dxld Aug 12)
Note the wording in this and two other stories about this I have seen. A
service to Burma does NOT necessarily mean in the Burmese language, which
I don't recall RA ever using before, so how can it resume? Yet it has
surely been "serving Burma" continuously in English on shortwave along
with the rest of south and southeast Asia. Perhaps this is just an empty
gesture, or might involve some slight shifting of azimuths or designated
CIRAF target zones to make it see, tp come true. I want to see them say it
will be IN Burmese.
(Glenn Hauser-OK-USA, RNW MN blog via dxld Aug 12)
Mike Bird sent the following press release from Radio Australia giving
more details of the plans:
Radio Australia today has announced plans to reach audiences in Burma
including a new special service in Burmese. Radio Australia CEO, Hanh
Tran, says events in Burma in recent times, including the devastation of
Cyclone Nargis, the extension and detention of Aung San Suu Kyi and the
prospect of coming elections, highlights the need for strong
communications into the region. He says the service to Burma in English
will be imminent with a Burmese language service to follow.
Director ABC International, Murray Green, said the ABC had been working
with the Federal Government looking for ways of improving the flow of
information to the people of Burma. Murray Green said the move reflected
the ABC's on-going commitment to serving people in those parts of the Asia
and the Pacific without press freedom.
Radio Australia has served audiences in the region for nearly 70 years,
however much of that capacity was constrained in the late 1990s as a
result of budget cuts. Mr Green said this latest move to re- introduce
Burma as a service area was another milestone in the strengthening of the
ABC's presence in the region.
The new services will utilise proven shortwave radio distribution as well
as digital technologies to communicate to Burmese nationals and Burmese
expatriates.
(Source: Radio Australia)
Andy Sennitt adds: A bit of Googling today turned up a piece from Radio
Australia written as long ago as 1997, in which it expressed the need for
a Burmese service, subject to funds being available: "In 1986, Radio
Australia received about 25,000 letters from Burma, most written in
response to RA's broadcasts in Standard Chinese, or Mandarin (understood
or spoken by many Burmese citizens of Chinese origin). Amid continuing
unrest during 1987, the number of letters received from Burma began to
drop, to about 1000 per month. The unrest culminated in serious riots in
March 1988, which were suppressed by the security forces, with many people
killed. Since, then, Radio Australia has only been receiving a few hundred
letters a year from Burma - although the actual audience is believed to
remain high.
In May 1990, Ms Suu Kyi's National League for Democracy won general
elections, but the military has refused to hand over power. The military
government imposes tight restrictions on all international communications.
Radio Australia has identified introduction of a Burmese language service
as a top priority, if funds were available."
(Source: BurmaLibrary.org)
In May 1997 the Senate Foreign Affairs, Defence and Trade References
Committee released its report on The Role and Future of Radio Australia
and Australia Television. The Committee recommended that additional
funding be provided to establish a Burmese language service and to expand
the Khmer language service.

2 john Aug 12, - I think it's worth noting the target audience
for Rudd's message. He may be playing off the loss of much of Radio
Australia's South East Asian broadcasts with the shutdown of RA's Darwin
transmission capacity. The Australian public remembers little about
international radio but that event has a strong resonance in the
community.
Glenn's right - RA has never had a Burmese language service. Any English
to Burma was severely curtailed by the 1997 shutdown of Darwin. Some
signal may reach Burma now but it's not specifically targetted.
3 Andy Sennitt Aug 12, - Thank you for the corrections. I
actually thought RA did once have a Burmese service, but obviously I was
wrong. They wanted one, but didn't get the financing. But now there *will*
be a new service in Burmese. See extended story above.
4 Glenn Hauser Aug 12, - Radio Australia already broadcasts in
English to Burma. One Shepparton transmitter on 329 degree azimuth is
targeted at CIRAF zone 49, which includes Burma and the rest of SoEaAsia
as far as Vietnam:
2330-0700 17750
0700-1300 11945
1430-1700 11660
[azimuth to Burma centered to 312degr from SHP, about 5300 miles distance,
wb.]
And the sesquihour in between, 1300-1430 is in Mandarin. It would be nice
if officials got their facts straight.
Altho Darwin would be better, we SWLs know how well RA gets out from
Shepparton, and it is part of RA's mythology that Shepparton is deficient.
See also kimandrewelliott.com where he speculates on possible Burmese
timeslots, clashing with other broadcasts in that language.

Jamming. They must be in the process of evaluating their effectiveness, as
they are experimenting with different combinations of jamming. August 13
at 1408 UT heard the unusual occurrence of solo Firedrake (without any
CNR-1 echo jamming) on 6030, 7130, 7185, 11805, 11975, 11990 and 12040
kHz. At 1411 Firedrake ended and was replaced by solo CNR-1 echo jamming
(except on 11805, 11990 and 12040 kHz, which had both FD and CNR-1 echo
jamming, which has been their usual format recently).

CONGO DEMOCR REP 6210 at 1930 UT, Radio Kahuzi first noted tentatively
Friday July 3 with French news prgm, poor level to close 2006 UT. After
regular daily monitoring got best reception on July 16 with VOA news prgm
in Fr, En & Fr idents at 2000 UT, several gospel songs played and closed
2007 UT.
Listed 1 kW so extremely pleased with this log and QSL!
Bryan Clark, Mangawhai [Northland] reports an excellent month DXwise
'showing our hobby is far from dead'! On Friday July 3 I found a French
language station on 6210 around 1930 UTC at weak level to closedown at
2007 UTC. I monitored the frequency daily and finally on July 16 the
signal was poor-fair with sufficient readability to extract program detail
and ID's in French/English for R. Kahuzi, Congo Kinshasa.
E-QSL in two weeks from station operator Richard McDonald. Listed as 1 kW
but reportedly only 800watt so this rates as one of my best logs/ QSLs in
48 years of DX!
(BCM Bryan Clark-NZL, NZDX Times Magazine Aug)
CROATIA 10 kW ? On our last Stuttgart DXer meeting with Erich
Bergmann, Roland Schulze and Y.T., we agreed that Croatian Radio on 3985,
6155 and 7355 kHz broadcasts on very tiny level in present 2009 year, --
like of 10 kW final power instead only. (wb)
DOMINICAN REP Special DRM Transmissions on SW to and from Punta Cana
during HFCC/ASBU Conference August 17-21.
In conjunction with the HFCC/ASBU B09 Coordination Conference in Punta
Cana, Dominican Republic, several special shortwave transmissions are
planned.
1. R Netherlands' relay station in Bonaire, Netherlands Antilles will
carry out special DRM transmissions on 9710 kHz on Thur and Fri, Aug 20
and 21, between 1700-2100 UT. This transmission will use 120 kW DRM at 350
degrees on a HR 1/1/0.5 antenna.
2. From Santiago, Chile, CVC La Voz will carry out a special DRM
transmission on Fri Aug 21 from 1700-2200 UT on 17640 kHz. The antenna
will be directed to Mexico, but should provide good coverage of the
Dominican Republic as well.
3. We are waiting on details of special DRM transmissions from TDF in
Montsinery, French Guiana; CBC in Sackville, New Brunswick, Canada; and
one other possible location.
4. We are also planning to conduct special tropical band transmissions
from the conference in conjunction with the inauguration of a new radio
station in the Dominican Republic. The Dominican Telecommunications
Institute, INDOTEL, has authorized provisional transmissions by R
Discovery (R Descubrimiento in Spanish) from the Dreams Punta Cana Resort
on the east coast of the Dominican Republic with low power (100 watts) on
the frequency of 4730 kHz in a combination of three different modes:
standard AM amplitude modulated, single sideband (SSB), and WinDRM, which
is a form of DRM transmission used by amateur radio operators. In order to
decode the WinDRM transmissions, a listener must connect his receiver
audio output to a computer with the WinDRM software installed. WinDRM can
be downloaded free of charge at
<http://n1su.com/windrm/download.html>
The broadcasts on 4730 kHz will take place throughout the week of the
HFCC/ASBU B09 Conference from August 17-21 during various daytime and
nighttime hours. The antenna used will be a half-wave dipole. Special QSL
cards will be available for reports on the 4730 transmission. Details will
be announced on the air. After the HFCC/ASBU Conference, R Discovery will
move to Santo Domingo, the capital of the Dominican Republic, and will
resume transmissions from there in the near future.

ECUADOR HCJB Global Voice Moves Up End Date of International Broadcasts
from Ecuador.
Greetings from Quito. The official press release regarding the imminent
shut down of the Pifo transmitter site follows.
(Allen Graham-EQA HCJB, Aug 13)
The end date for international broadcasts from Radio Station HCJB in
Ecuador has been moved up as the missionary radio ministry defines new
strategies for future outreach.
Anticipating the opening of the new Quito airport near the station's
international transmitter site in Pifo, staff members have already
dismantled all but 14 antennas and towers. Present shortwave broadcasts in
Portuguese, Spanish, German and indigenous languages, including Quichua,
had earlier been announced to end no later than April 1, 2010. These
international broadcasts will cease between September and November 2009.
Announcing the earlier closure date of Pifo, Graham Bulmer, HCJB Global's
director for the Latin America Region, said, "These times stretch us,
causing us both to doubt and to grow in faith and hopefully drive us to
confess our dependence on God. We believe He is guiding us. We hold all
things with open hands and pursue understanding of what God expects of us
as stewards of the resources of His kingdom."
The Pifo closure will impact Radio Station HCJB's Quichua Language Service
with some programming moving from the shortwave frequencies to the local
AM channel. Investigations are also being made regarding the possibility
of transferring HCJB-2, the ministry's 37-year-old FM station in Guayaquil
(Ecuador's largest city), into the hands of local partners.
The mission's newer strategy, begun in the 1990s, has been to reduce its
emphasis on shortwave in Latin America while focusing on "radio planting"
or assisting local ministries realize their dream of beginning a Christian
radio ministry. More than 300 local stations have been helped in these
endeavors worldwide, including about 60 in Latin America. HCJB Global also
continues to expand its training ministries across the region.
"The way people consume media has changed," said HCJB Global President
Wayne Pederson. "So we have the opportunity to change to delivery systems
such as satellite, FM Internet and podcasting. The closing of shortwave in
Latin America is strategic because of the planting of local FM radio
stations across the region and around the world. These stations are
staffed and programmed by local believers who can speak to the culture in
their own communities."
Pederson recently told the staff that a high priority for the mission is
its initiative for Latin America called Corrientes that launches in
October. The coalition of more than 10 Christian organizations involves
training Latin Americans for bi-vocational mission work around the world.
(HCJB Global Aug 13)
HCJB in Ecuador is the oldest Protestant evangelical shortwave station,
dating back to 1931.
<http://www.hcjb.org/about_us/hcjb_global/our_history.html>
HCJB continues shortwave broadcasts from Australia. It would not have been
especially difficult or expensive for HCJB to move one of its shortwave
transmitters elsewhere in Ecuador to serve remote parts of the Andean
region, where local affiliated FM and MW stations are not available. And
for old time's sake. Presumably this will also end program feeds from
Quito to partner stations in Brazil using Digital Radio Mondiale (DRM)
shortwave.

Dear Ulrich [mail to Uli Bihlmayer], Greetings from foggy Monterey /
Asilomar Beach, California, USA. Thank you so much for your email. I would
be happy to occasionally pass on information to you about the activities
in the 7100-7200 kHz range. I check there just about every day from about
1230 UT to 1430 UT.
I originally observed Sarawak FM correctly abandoning 7130.0 kHz back on
March 31 (I did hear them on the 30th, their last day there), so was sorry
when they returned again on July 19, this time on a frequency of 7130.50
kHz. Noted here from about 1230 UT to 1355 UT.
Of course 7130 has been completely covered starting at 1355 UT for some
time now, with the sign-on of jamming by CNR-1 echo programming against
Taiwan, but it is disappointing to find Taiwan has now added more hours of
programming, now on 7129.88v kHz. Their signal is fairly powerful, as you
may be able to hear from the attached audio file (MP3).
Thank you again for your email. Will be in contact from time to time. Best
regards, Ron Howard, Monterey/Asilomar Beach, California, USA.

PHILIPPINES 9395/11720/15190 Dear Dave at BrDXC-UK, re your R Pilipinas
Overseas observation on Sundays only, you've reported recently.
Stuttgart Germany based Roland Schulze and his wife Cora, latter who is a
Philippine national, both lived some 15 years in East Asia, reported today
August 9th:
We confirm the very special Sunday o n l y transmission via RPO Manila.
Domestic program DWBR "Bussiness Radio" of FM 104.3 MHz at Manila is
relayed - instead of RPO program.

6170.40 PBS - Philippine Broadcasting Service (tent) at 1217-1229 UT, Aug
9. Not sure what to call this. Is it the relay of 1278 AM MW DWRM Radyo
Magazin (or Magasin)? After numerous attempts at hearing this, finally
heard some audio above threshold level with a woman talking, but too weak
to ID language. Very nondescript, but definitely something here.
Adjacent QRM from Suara Malaysia on 6175. Later at 1259, New Zealand on
6170.0 covers frequency. Heard from 1217 to 1259, Aug 10 with even better
reception, with EZL ballads and sounded like the same woman announcer as
the day before, in possibly Filipino (did not sound English). (Aug 9)
[later] Update of the station on 6170.40. Thanks go to Sei-ichi Hasegawa
of Japan for providing the correct name of this station: PBS Radyo
Magasin-DZRM. He gives their audio streaming at
<http://www.pbs.gov.ph/dzrm/>
The name sounds like "Radio Magazine". On August 11 the reception
conditions here had reverted to being poor and I could only hear an open
carrier.

ST. HELENA DAY 2009
The following was received today from Robert Kipp about this year's
upcoming Radio St. Helena Day transmission.
Radio St. Helena Day 2009 will be on Saturday, 14. November 2009.
The "Party On-The-Air" will have the following schedule:
Time in UTC Target Area(s)
2000-2100 India / Southeast Asia
2100-2200 Japan / Asia
2200-2330 Europe
2330-0100 North America / Central America / Caribbean
The transmission will be on 11092.5 kHz in Upper Side Band, as usual.
Radio St. Helena is very pleased to announce that the newly designed RSD
2009 QSL cards will be sponsored by the highly respected Japan Short Wave
Club. This good news has been reported by Mr. T. Ohtake of the JSWC.
It can truly be said, that without the very generous help of the JSWC,
there would not have been a RSD Revival in 2006.
To get a QSL from Radio St. Helena, you must send a written and verifiable
reception report by AIRMAIL and include sufficient return postage. Email-
reports will be not be verified. Recordings will not be returned. In EURO-
countries, please send a 5-Euro banknote. Otherwise, please send 3 or more
US dollar banknotes to cover the required return postage.

via United Kingdom & Ascension Island.
The last two lines of the above address are very important and should be
written as shown. Be sure to use sufficient postage on your letter to RSH.
Ask at your local post office for the correct AIRMAIL postage for your
letter to go all the way to St. Helena.
Emails and telephone calls from DXers everywhere are very welcome during
the broadcasts.
A special e-mail address for RSD 2009 will, probably, be announced in
October.
Gary Walters and his Team at RSH wish everyone excellent listening
conditions, hope that you enjoy the programming, and hope that the
sunspots will be kinder to us this year.

SPAIN Biribilondo is the new tx. site for RNE and EITB in San Sebastian
(province of Guipuzcoa, Basque Country, Spain). It consist in 4x50 Kw
transmitters tetraplexed into the same antenna. It works on 558 (RNE
R5TN), 774 (RNE), 963 (R. Euskadi, Spanish lang.) and 1476 (Euskadi
Irratia, Basque lang.). Note the interchanged frequencies of Radio Euskadi
between San Sebatian and Vitoria (probably to meet the needs of the
tretraplexer instaled in San Sebastian). This is the actual situation of
the EITB stations:
Euskadi Irratia:
1197 EAJ162 Vitoria (Estibaliz)
1386 EAJ362 Bilbao (Ganguren-Artxanda)
1476 EAJ562 San Sebastian (Biribilondo-Zubieta)
Radio Euskadi:
756 EAJ462 Bilbao (Ganguren-Artxanda)
819 EAJ262 Vitoria (Estibaliz)
963 EAJ662 San Sebastian (Biribilondo-Zubieta)

>>
[later] The first MW station owned by the Basque Autonomous Gov. was EAJ-
62 Radio Vitoria. They bought the station from the bank who had the
ownership of it at that time. But they still want the presence in MW of
their other two stations: Radio Euskadi(in Spanish and based in Bilbao)
and Euskadi Irratia (in Basque and based in San Sebastian). As the Spanish
National Gov. did not allow more MW stations they used the "brute force"
way: they put on the air some one without permission and started the usual
political play: you need my votes in Madrid for approving the budgets and
I will not give it to you if you do not allow me to have my wished toys
(the MW stations). That form of blackmail of the nationalistic regional
governments has worked always very well in Spain and they got the licenses
for their stations.
And why all call signs ending in 62? I don't know for sure but as they
already owned the EAJ-62 station it seems that the person in charge just
decided to put an order number (from 1 to 6) before the 62 of Radio
Vitoria (being this one 062 in the listings for use in computers).

MSF NPL RUGBY closed in March 31, 2007:
MSF move to Anthorn [from BT to VT, wb.] 15 kW. The radio signal used to
set the UK s clocks is to move from Rugby where it has been transmitted
since 1927.
The nation's time signal, which is used to keep the well-known pips on
time, is being relocated to Anthorn in Cumbria from next year[2007].
<http://en.wikipedia.org/wiki/Anthorn_transmitting_station>
New Time Signal station Athorn testing schedule
<http://www.npl.co.uk/time/msf/schedule.html>
MSF is the radio signal which broadcasts the national time standard for
the UK. From the 1st April 2007 the MSF service broadcast will transfer to
Anthorn, up until then it will continue to be broadcast from Rugby. The
MSF signal is the principal means of disseminating the UK national
standards of time and frequency which are maintained by the National
Physical Laboratory. Transmission is 24 hours a day, and the carrier
frequency is maintained at 60 kHz to within 2 parts in 1012.
MSF will be broadcast from Anthorn in April 2007.
What do the letters MSF stand for? Well, they do not stand for anything.
MSF is simply a call sign which uniquely identifies the broadcast. M is
one of three prefixes (2, G or M) allocated to the UK by international
agreement for station identification. There is speculation that SF was
intended to represent the words standard frequency , but NPL has no
evidence for this.
Provision of the Service.
The MSF 60 kHz standard time and frequency service is funded by the
Department of Trade and Industry (DTI) as part of its provision of time
and frequency measurement standards in the UK. The maintenance and
development of those standards is carried out by the National Physical
Laboratory (NPL), with the MSF 60 kHz signal currently being transmitted
from the Rugby Radio Station by BT Radio Engineering Services under
contract from NPL. From the 1st April 2007 the signal will be transmitted
from Anthorn by VT Communications under contract from NPL.
The signal from Anthorn will be generated using atomic clocks and time
code equipment provided by VT Communications. The broadcast signal is
monitored and controlled relative to the national time standard at the NPL
site in Teddington.
Signal Coverage.
The transmitter at Anthorn is at latitude 54 55 N, and longitude 03 15 W.
The estimated equivalent monopole radiated power (EMRP) is 15 kW and the
horizontal radiation pattern is substantially omnidirectional. The signal
provides a field strength exceeding 100 'V/m throughout the UK, and it can
be satisfactorily received throughout much of north and west Europe. The
main cause of reception difficulties are local interference and screening
due to nearby metalwork, for example in a steel-framed building.

USA 10475 intermodulation. While scanning the band, I ran into a weak
AM signal on 10475. Listening for a few minutes made it clear this was one
of the US religious broadcasters, however there were two audio streams on
10475. Checking the frequencies of the various US religious broadcasters
solves the puzzle: 10475 is a mixing product of 13845 and 12160 kHz, with
audio from the program on 15825 thrown in. If there is another spur on
15530, it got covered up by Radio France in Portuguese. Heard on Aug 10
from 1648 UTC onward.

It seems the infomercials have run out on WRMI, so a number of DX programs
have resumed previous times, especially M-F 1430-1500 UT. This is when
9955 is on the NW antenna, puts a good signal into CNAm, and is usually
free of jamming. The 1430-1600 period is now scheduled as of August 8:
Mon
1430 Studio DX (Italian)
1500 DX Partyline
1515 Aventura DX
1530 Wavescan
Tue
1430 Frecuencia al Dia
1500 DX Partyline
1515 CDHD Brigade (English)
1530 WORLD OF RADIO
Wed

URUGUAY 6045usb The inauguration of the SW operation by 6045USB CXA61
R Sport 890, Montevideo, reported some time ago is delayed since there is
current work with the MW transmitters at the site and they want to avoid
RFI problems among the equipments, as said by Gustavo Cirino, Techn. mgr.
In fact the xter is ready to go to air and its operation has already been
authorized.
Power will be 2.5 KW USB. His E-mail is
<cx7at (at) adinet.com.uy> or <cx7at (at) hotmail.com>
So, we can expect two more weeks for resuming broadcasts on a 24h sked.
(Gustavo Cirino, R Sport 890, Montevideo, Uruguay via Horacio Nigro-URG,

In fact, the Sarandi 690 and Sport 890 MW xters are off, today local
afternoon, surely undergoing maintenance.

Yemen. I can definitely hear it \\ 909 kHz. But no idea from which site it

Western calendar: approximately Aug 22 to Sept 20, and you know what that
means for SW broadcasts from Islam-dominated countries.
