Tom, my 486/66-12 MB runs Win 95 (old laptop==right price!) and PSK31 with
no problems. I'll bet you don't have a 16-bit sound card. I had similar
problems when I tried PSK31SBW with an old 8-bit Sound Blaster Pro.

I suggest finding someone with a surplus 16-bit sound card that they'll
sell you for $10 and try it in your 486. That would be a lot cheaper and
easier than trying to find a new computer. But then, maybe this a great
excuse to convince your wife you really need a new computer! :-)

Greetings...
Until I just recently upgraded to a faster computer, I was
successfully running Peter's PSK31 freeware with Windows 3.1 and a
486/33 with 8M of RAM. (My sound card in that computer has the OPTi
82C931 chipset.)
