In the U.S. and North America, 7035 is in the heart of the CW band. I
don't think I have ever heard a PSK signal there from my Seattle QTH. My
one or two 40m PSK contacts were higher up, I think around 7080.
I suspect that CW ops would get pretty upset if a lot of us started
operating PSK down at 7035. I know I was a trifle annoyed last weekend
during the CQWW DX phone contest, when I heard a number of U.S. "Big Gun"
contesters in the U.S. phone band soliciting (and getting) DX replies not
just below 7040, but also below 7025, in the U.S. Extra Class CW band!
I agree, Region II folks should try to do as the rest of the world does on
any band where it's possible. Just as Europe has agreed to use 28.120 to
include U.S. Novices and Technicians. But on 40, realistically, it's
probably going to be the bottom of the U.S. RTTY sub-band (7080??) for
contacts in North America, and 7035 for occasional DX *if* we can get away
with it.
In the U.S., there appears to be a momentum towards lowering and maybe
eventually eliminating the CW testing requirement for U.S. licenses. Some
CW ops are afraid that this will lead to the loss of CW frequencies to
phone and digital use. Bearing this in mind, I suspect many CW ops will
view PSK intrusions into the *middle* of the customary CW area as a blatant
act of naked aggression against the indigenous peoples, as they say at the
U.N. It leaves a far different perception than an edgewise creep downward
from the RTTY area. As 40m is rather narrow, and often the only place you
can work DX at night, I can't say I blame them.
(PLEASE, NO CW TESTING DEBATES ON THE PSK REFLECTOR!!! I make no statement
pro or con on this issue. I both CW and PSK myself. I'm merely stating
what I see as the perception about "territory" as it relates to PSK.)
All this is just a reflection of the untenable situation of 40m worldwide.
Let's hope that one of these days WARC realigns the whole 40m ham band down
and the broadcasters up, so that all regions have a uniform band.
Something like 6900-7200 for the hams, 7200 and up for the broadcasters.
Or something similar, where we at least break even or maybe gain some
space. Let's hope it happens before the next sunspot minimum.

Still no one has given me a reason why europe can use
the same RTTY subband for RTTY as the US but not for
PSK31. I am reeeaaallllyyyyy curious about this. Is it
a rule of thier FCC equivilent ?

Subject: [psk31] MixWin 1.26 and HF Packet
Hey Psk guys...
I have been running the MixWin software since Nick first came out with it..
and frankly, I have found it great... Right at present, I am trying to get
a handle on the AX.25 mode.... and have tried to connect to a bunch of
different stations I see while monitoring, with only once managing a
connect...
Now.. I ran a ax.25 bbs on vhf and uhf for years.. (KF5PX#STX.TX.USA.NOAM
and KF5PX.AMPR.ORG) and am quite familiar with packet as a whole... but did
little or none HF packet... so, is there something that I need to know?? I
know all hardware is correct.. it works great on psk, rtty, etc... just not
hf packet... I transmit via vox... rig is Omni VI+.. so I know it will
trans/rec quick enough... but it does not seem that the other stations are
hearing me... cuz I see no packets in unproto mode attempting to respond..
Is there any docs on this mode with this software? Any suggestions would be
greatly appreciated...
