Hi Dan,
Idle power is 50% of PEP. On my rig, when I set up Tune to 100 watts,
Idle reads 80 watts or if I set tune at 15 watts which is a little more
accruate, Idle is 14 watts, so I'm sure that Tune and Idle are not the same.
My power meter will not read correct PEP on SSB and Idle, as it is an
analog meter and it is not fast enough to follow the peaks in SSB.
I believe it is reading average power. I'll set up my scope and get a good
reading and then let you know.

The duty cycle (or more precisely the ratio of mean power to peak
power) for an idling PSK31 is certainly 50% if it's nice and clean.
If it's overdriven, it tends towards 100% as the overdrive ratio
tends to infinity and the intermod figure tends to 10dB. I don't know
exactly how the duty cycle relates to intermod level in between these
extremes.
When sending traffic, the duty cycle is traffic-dependent and not
easy to estimate, but it's more than 50% because sending traffic
means sending some one's, and sending one's means omitting some
reversals, and that pushes the duty cycle up to 100% for the 32mS of
each missed reversal. However the duty cycle never gets to 100%
because the code is designed so that there are always enough
reversals to keep the timing in sync. The worst-case would probably
be someone sending continuous !!!!!!!!!!!!!!!! which has a duty cycle
of about 90%. The end-of-transmission tone is a 1 sec burst of 100%
duty cycle. But most rigs wouldn't overheat if you held the key down
for 1 second, so that's not a problem when it's right at the end of
the transmission.

Your configuration and power metering is correct, and you are getting the
correct ratios and behavior. A properly set up PSK31 station should exhibit a
2:1 ratio of Tune Power to Idle Power. It should be arbitrary, then, as to
whether or reporting be based on Tune power level or Idle Power level.
I suggested the Idle power level because I never, ever use the Tune button. I do
all of my tuning in idle mode and I usually report my power level that way. I
can stop typing and look at my wattmeter and get a reading without missing a
stroke.
If there seems to be a preference for reporting the Tune Power reading, I would
be happy to record the reports either way. I guess it should be explicitly
mentioned in the report as to which way you are measuring it.
