I turned the power level of the IC 706 down to the bottom (well almost - the
"1" position rather than "L") and got it set up for PSK31. Let's see, on
the Drake WH7 wattmeter, not permanently in the path from the 706 (long
story and I won't add to the bandwidth load to explain here), in the Tune
mode within the PSK31 program, I was reading 2 watts. Keying with the
keyboard, read up to about 2 watts and the idle was a bit over a watt. Does
that sound right to you PSKers? This tune-up was done on 20 meters.
Being the impatient sort and not hearing anything but noise in that portion
of 20, (its about 1900 UTC), I jumped up to 10. All sorts of PSK31 activity
there. Answered a CQ from a WA6. He was running 100 watts. Sent and got
in return, 599 reports. I asked him twice about that. He was copying me
100% all the way. Ok, I won't argue about it.
Wish I'd left the wattmeter in line because I suspect that my power out may
have even been a little less on 10 than on 20. So, do I brag, or is it a
ho-hum accomplishment? When 10 is open, you can work the world on a peanut
whistle, as they say. Oh yea, and the antenna is a Butternut HF9V vertical.
Sure wish it had been quieter on 20...

Hi Dan,
First, congrats on the definite QRP contact.
I don't know the exact answer, but let me tell you what I have found out.
The average power output when sending idle which is the same as
a two tone test signal, is 50% of the single tone average output. The
peak power of both is the same. So if you tune up using a continuous
CW (key down) signal of 5 watts, the two tone signal (Idle) peak power
will also be 5 watts. The average power output of the CW signal will be
5 watts, but the average power output of the psk31 idle signal will be
2.5 watts. I'm guessing that your meter reads average power.
Having said that, now what to do about it. We rate SSB at both peak
and average power. Legally, we can go to a power output of 2 KW which
is twice the legal CW output. I think that we should also rate the QRP
power as average power. QRP is power of 5 watts CW, and the average
power of 5 watts for psk31 would give a peak power on idle of 10 watts.
You said it goes up when text is sent. Correct, but it also goes down.
My transceiver will drop out of transmit if I use VOX on text, while
it holds in perfectly when in idle.
Question. What do we rate QRP power for SSB? One could argue that
we should do the same for psk31.
