Well, I too hope that each piece of paper represents more than
"...*only* provid[ing] the opportunity to develop those skills while
acting inside the law" (emphasis mine)

Otherwise, this is a confirmation (and indictment) of the deterioration
in educational and qualification systems over the last 40 years.

Surely you were required to demonstrate that you could drive to obtain
a driver's license? I agree that a ham license does not necessarily
demonstrate
that you can use a radio, but I had hoped that it would in practice.

APRS, Emergency Communications and Satellite Communication from remote
locations.  How about mobile email ?  These are all thing s being done by a
small group of hams.

There are a lot of good uses for packet other than for sale ads and
conversations about computers.  The problem is,  few hams are doing them.
