Hi Scott. I'm a ham and I've very glad to hear that you've decided to
talk to the fellow you believe to be involved with the interference
you're experiencing. Most hams are glad to know that there is a
problem and will happily work with you to resolve it. Many Amateur
Radio Clubs have technical committees that can help with difficult
interference issues.
You should know that most of the time, but not always, the problem is
with the TV and not with the ham station. Your idea for a filter is
right on the money. The ham radio generally doesn't transmit
interference on the TV frequency, rather the TV may not have adequate
selectivity to prevent "out of band signals" from forcing their way
into the TV. That's where the filter comes in. (by the way, the
posting about speaker leads and capacitors -- bad idea! Never put a
cap across the speaker leads of a modern solid-state Hi Fi amp. The
are other, safe approaches if you have problems with your stereo)
There are several types of filters and the style that Radio Shack
sells may not be what you need. Possibly you will need a "common mode
filter". Your ham neighbor can help with all of this.
You might also want to look at
http://www.arrl.com/tis/info/rfigen.html, which presents TV
interference from the ham's point of view. The ARRL is a national
organization that represents Amateur Radio.
The point I'm rambling toward is that your neighbor will probably
offer you much help in solving the problem, even if deficiencies in
his transmitter are not the cause of the problem. Hams are a friendly
lot!
Good luck

OK, that's what I thought. (20m gets into my hi-fi perfectly.)
What can I do about it? I have run a few turns through a ferrite core
at the speaker end and this makes very little difference.
thanks,
Hamish
