Well, if that the limit of your "Smartness", you're in pretty bad shape, OM.
There are a number of newsgroups dedicated to CB, and hundreds of web-sites
about CB Packet in particular.
I suppose though, that you were too "Smart" to figure that out for yourself.

one time detailing exactly how to do it but forget where it was. Also,
packet radio on CB **IS** illegal.

yes, too bad for Charles, seems he has some challenges in life ( I
believe that is the latest accepted euphemism). Anyway to the question,
it is possible as stated below, software is available, try some of the
shareware areas, but if done in the 11 meter ban it would be illegal as
digital modes are not legal there,voice only, either am or ssb, or
cb'ers would all be doing morse code. ;)
