Step 1:  Copy file onto diskette.
Step 2:  Mail diskette to the intended recipient.

Sorry, but that's about all you can do if there is no Internet connection.  If
there were licensed ham radio operators at each end of the link, then it'd
be quite possible to send the file over HF packet.  But as you said, you
aren't a ham.  I'm not sure about the licensing requirements in either
country, but you'd probably have to do quite a bit of studying to pass the
licensing exams.... might be overkill if all you want to do is send a single
file.  Your best bet in that case (if you insist on using radio) is to find a
local ham who can send the file to another ham near your intended
destination.

If this is for some sort of charity, you could use
an HF radio link, with hams at each end and RTTY.
Maybe you could get a ham to go along if you can
find one that is interested in either your cause
or going to africa.

If it's commercial, and you don't have phone or
internet, I think you're going to have to go
satellite.  magellan makes a handheld unit for
exchanging email messages, not sure about
binaries.  They have a website.

No, we want to set up a permanent connection. Where will I find
something about HAM study?
