Selina Mitchell writing in Australian IT says ACA's licence revenues
have plummeted in the past two financial years.
In its 2002-2003 annual report the ACA said it had raised just $25,800
through spectrum allocation in the last year.
"Over the past two years there has been little industry interest in spectrum
licences as a result of the general downturn in the communication sector,"
the annual report says.

INTRUDER WATCH - ENFORCEMENT ZONE
If any changes this month there seems to be an ever increasing number of
intruders taking over the Amateur Bands.
VK6XW reported over 130 Intruders, majority Indonesians, on the 14MHz band
Rest of them were other Asian Intruders, including fishingboats..
A lot of Indonesian Fishingboats have been escorted into Darwin as they
were caught fishing inside Australian Waters. They use Amateur Radio VHF
frequencies for ship-to ship communication.
VK2UW reports 'Pirates' in the Pacific using Amateur Radio Callsigns,
such as VK4ZLY, ZL and American Callsigns / vk using the 14 MHz band
and are a big nuisance to VK2UW NETS ETC..
Very few Amateurs have a good six element Beam and accurate Bearing Readout,
so almost impossible to locate these 'Pirates'. They could be all over the
Pacific from New Zealand up to Solomons some French speaking and
no French Speaking Amateur available for translation !!!!
VK4 reports A3E station on 14230 at 2159 who was giving out a list of
shortwave frequencies before closing down at 2200..
There are also pulse modulated stations 14225 and 14240.
Pyong Yang is still on 14250 on a daily basis.. UI High Speed Data
stations are also heard below 14100..
VK4 also reported 14 Unidentified intruders , majority also on the
14MHz band..
VK7GW reported the `Asian CW' at the bottom end of 14MHz. These Intruders
Have been heard just below 14MHz and also on 14100..

AMATEUR TO TURN IN TICKET IN POLICE RADIO INTERFERENCE CASE
The FCC says an Indiana amateur has agreed to relinquish his Amateur Radio
operator license for two years as a result of allegations that he
interfered with local police department radio transmissions.
The agreement calls on him to agree not to maintain an amateur station nor
to use anyone else's station.
The agreement would remain in effect until March 28, 2005.
The FCC meanwhile is seeking additional information from three other
licensees who allegedly used ham gear to transmit on police or emergency
frequencies.

New legislation has been introduced to Queenslands State Parliament to
provide a clearer framework for the structures, functions and powers
supporting the disaster management system in Queensland.
Emergency Services Minister Mike Reynolds said the Disaster Management Bill
2003 updated 28-year-old legislation to provide Queensland with the most
modern disaster management legislation anywhere in Australia.
Mr Reynolds also said the legislation recognises the changed security
environment and the requirement for contemporary arrangements to manage
the consequences of any event including a terrorist attack.
"Another feature of the legislation, which will result in improved service
delivery to local communities, is the provision to establish integrated
emergency service units incorporating the SES, Rural Fire Service and
Queensland Ambulance volunteers in rural and remote communities and
especially Indigenous communities".

Next Affiliated Club's Conference at Parramatta is Saturday 29th of November
It will be a half day meeting concluding at 1200hrs. It will be followed by
the VK2 WIA Christmas Party, (which all WIA members are welcome.)
Clubs should submit items to be discussed ASAP.
2004 will be the 40th Anniversary of Westlakes ARC and it is proposed to
promote a "member of the year trophy" as from next year.
A Function committee consisting of Dave VK2RD, Keith VK2PKT and Ted VK2UI
has been formed to seek additional suggestions for the coming anniversary
year.

Criminals watch out! James Cook University's new Electron Probe
Microanalyser is hot on your tail. Electro Micro what?
James Cook University has just launched one of the most up-to-date high
resolution electron microscopes in the Southern Hemisphere, which will be
used to help catch criminals, date historic art work and explore for
minerals.
This new equipment would open many doors for the Townsville based university
and further cement its reputation as a world-leading research institute.

REGIONAL TELECOMMS BREAKTHROUGH
Communication cables linking electrical substations will lead to lower
prices for high-speed broadband in regional hospitals, schools and
businesses.
Energy Minister Paul Lucas says telecommunications companies are being
offered the chance to plug major customers into Ergon Energy's own broadband
network for competitive phone and data services in regional Queensland.
Ergon Energy is installing 300 kilometres of fibre optic cable to achieve
better security and faster responses throughout its own network.
This will improve the reliability of its electricity supply to customers,
as well as provide competitive access to highspeed broadband in regional
Queensland.
Over the next two years fibre-optic cabling will be rolled out between
Ergon Energy substations throughout Cairns, Mackay, Toowoomba, Maryborough,
Gladstone, Dalby and Bundaberg.
Data transfer 10 to 1000 times the speed of ADSL.

UK/European Laser Distance Record
The UK and European distance record for laser communications has been
beaten - by the same team that set the previous record. On Wednesday
the 8th of October, David, G0MRF, and Allan, G8LSD, completed a
contact on a wavelength of 670 nanometres over a distance of 76.1
kilometres. G0MRF was at Butser Hill in Hampshire, while G8LSD went
to Ashdown Forest in East Sussex for the contact.
G8LSD used a 3 milliwatt laser diode to a beam expander with a Burr-Brown
detector, a replacement eyepiece for a Russian 4.5 inch reflector telescope
as a receiver. G0MRF used a 10 milliwatt laser diode without beam
expander and, on receive, a wider-bandwidth OPT210 detector.

CANADA
The RAC have issued it's members a brief report at the conclusion of the
twenty-first IC-RAC Canadian Amateur Radio Advisory Board meeting held in
Ottawa, October 23, 2003.
Among several on-going regulatory subjects on the agenda,
RAC presented its Board-approved recommendation that Morse code be dropped
as a qualification requirement.
Possible options for consideration related to four-character call sign
suffixes were discussed.
RAC provided IC with a copy of its submission to the Committee on the
National Antenna Tower Policy Review.
RAC's efforts to bring more young people into Amateur Radio through the
RAC Youth Education Program were introduced and discussed.
Industry Canada invited RAC to submit detailed proposals on dropping Morse
code and the use of four-character call signs. Industry Canada expressed
appreciation to RAC for its prompt and comprehensive response to the
department's request for input on significant changes to regulations arising
out of the WRC-2003 decisions.
UNITED STATES
The ARRL last week put officials in Manassas, Virginia, on notice that the
League will act on behalf of its members to ensure full compliance with
FCC regulations when the city's Broadband over Power Line (BPL) system
starts up in a few months.
The League was responding to media reports that Manassas--a Washington, DC,
suburb--has approved plans for a citywide BPL rollout.
ARRL CEO David Sumner, K1ZZ, has faxed the suburbs Mayor to point out
BPL's dark side--the potential for RF interference from and to any
BPL system.
AN OLDIE BUT GOODIE
David Clark, KB6TAM the oldest person to circumnavigate the globe
solo is back under sail, this time to spend some time in the Caribbean.
KB6TAM, now 79, completed his near-disastrous round-the-world sail on
December 7, 2001, when he sailed into Fort Lauderdale, Florida, after
two years on the high seas. During his adventure, Clark used ham
radio to keep in touch with his wife, Lynda, in California, and with
friends around the world.
Ham radio also helped save his life after his first vessel, the Mollie Milar,
foundered off South Africa and was lost. Clark subsequently resumed his
voyage in another vessel, which he named Mickey in honour of his canine
travelling companion of the same name who was lost when the Mollie Milar
went down.

UNITED STATES
Bakersfield California area cellular telephone would probably welcome some
FCC enforcement action. This, after they were awakened early Tuesday
morning, October 21st to a phoney text message.
According to news reports, someone managed to hack the areas wireless
communications' system. The hacker then posted a message urging cell phone
users to support a strike by many of the states grocery workers now in its
second week.
The United Food and Commercial Workers Union denies responsibility for the
message. A spokeswoman for the wireless service providers says that she
does not know how it happened. She says that that wireless providers have
no position on the strike. The sender of the message remains unknown.

There was to be a General meeting of the WIAQ on 25th October at the
Sunshine Coast. It was good to meet up with the club members from the area.
Unfortunately there were too few WIA members to make a quorum so a formal
meeting did not take place.
Thanks to those who did turn up or sent proxies. Thanks to all that take an
ongoing active part in the WIAQ.
However sometimes we wonder why we bother.

The matter of WIAQ Councillors being paid has been again mentioned as
a 'waste of monies' paying for them to "gallavant" around the Countryside.
Well again I guess we should refresh our screens and remind all that
when people like Ken pay trips to clubs they do not bill the WIAQ, much
of the work of our volunteers is a "donation", just part of what they
do for us!
The QSL bureau has been invited by the Gold Coast club to attend HAMFEST.
The GCARC is supplying tables to them at no charge. All amateurs attending
Hamfest are COMMANDED by Shirley (VK4HSG) to roll up and see them at the
right of the stage.

Just under a week away for the annual Hamfest on November 8th at the
Albert waterways Hall, Broadbeach. Refreshments will be available and
we look forward to catching up with friends we haven't seen for a year.
Remember the 30th November as this is the day we defend the Kortz Cup with
the Lismore Group and the picnic will take place at 10.30am at Bicentennial
Park, Pottsville. This is a more suitable venue as it is flat, plenty of
room and bush trails for fox hunting and also shelter should the day turn
bad.

G'Day all I'm VK4AA, I'll be the absolute master of brevity with this
week's Contests Report, for the report contains absolutely nothing on
the local front until the Ross Hull mercifully arrives on Boxing Day.
But the ARRL has come to our rescue with not one but five entries in
the eight-week headlong rush to the end of the year, and if you feel
sufficiently starved for the cut and thrust of a contest, log onto the
ARRL web site at www.arrl.org where you'll find all the details.
The first entry is actually for this weekend.
Running from November 1 to 3 is the ARRL November Sweepstakes,
a CW-only joust for the pure of spirit.
Two weeks until November 15 and 16 for the ARRL's International EME
Competition, which pits Moonbounce aficionados around the globe against
one another on the VHF, UHF and higher bands.
Also running on November 15 to 17 is the ARRL's November Sweepstakes
for phone operators.
Which reminds me. I had a letter one time from a youngster who'd read one
of many references to working phone in a magazine I had a small involvement
with. He wanted to know what number to dial.
True.
And so to December, which gets under way from an HFer's point of view with
the ARRL's wonderful 160 Metre Contest, which runs from December 5 to 7.
Our fifth and final end-of-year offering from the ARRL turns the knob to
the other end of the HF dial on December 13 and 14 for the ARRL 10
Metre Contest.
It was only a few weeks ago that we had umpteen P29 operators on the air
for one frenetic weekend, so we reckon you should now apply for the
Bird of Paradise Award.
This award is conferred when you are able to provide evidence of confirmed
contacts with five P29 operators in three separate provinces of PNG.
A certificate acknowledging that the holder has met the requirements of the
Bird of Paradise Award is sent to all successful applicants.
Stations meeting the Award requirements can apply for the certificate with
a US$5 handling and postage fee. Please note that no IRCs can be accepted
for the award due to PNG postal requirements.

And finally, here's a special event activity which may whet your appetite:
For the four days, November 7-10, members of the Stu Rockers Group will be
on the air from Whitefish Point, and Paradise, Michigan. This, for an event
called Remembering the Edmund Fitzgerald.
Sure enough, 2003 marks the seventh year in which the Stu Rockafellow
Amateur Society has sponsored a special event station in remembrance of
the famed ship Edmund Fitzgerald and her crew.
Look for the very special call N8F on 40 through 10 metres, then rush to
QSL via Richard Barker, W8VS.
Yes, it could only happen in America.

Fractal-Shaped Tiles Developed For New Broadband Class Antenna
Recently, engineers at an American university, Penn State (Pennsylvania),
have shown that fractal structures have been shown to produce many
interesting properties when they are used in antenna designs. Often fractal
structures can be used to build smaller antennas than their conventional
counterparts and send information over a broader range of frequencies.
In this presentation, fractal tree structures, which resemble trees found in
nature, are used to miniaturize the fundamental dipole antenna and spiral
fractal structures, which resemble spiral galaxies found in space, are used
to miniaturize the broadband cavity backed spiral antenna.
Many natural objects, such as tree branches and their root systems, peaks
and valleys in a landscape and rivers and their tributaries are versions of
mathematical fractals which appear pleasingly irregular to the eye but are
actually made of self-similar, repeated units.
Fractal-shaped tiles can be shown to offer anywhere from a 4:1 to 8:1
improvement in bandwidth compared to their conventional counterparts.
The new broadband antennas are composed of irregular but self-similar,
repeated fractal-shaped unit tiles or "fractiles" which cover an entire
plane without any gaps or overlaps. The outer boundary contour of an array
built of fractiles follows a fractal distribution.
This work has been led by Dr. Douglas H. Werner, professor of electrical
engineering and senior scientist in Penn State's Applied Research
Laboratory.

AMSAT OSCAR ECHO TO LAUNCH IN MARCH AMSAT-North America
Has announced that launch of the AMSAT OSCAR-E Amateur Radio microsat
the "Echo Project" has been moved up to March 31, 2004.
A Russian rocket, a converted SS-18 intercontinental ballistic missile
will carry the approximately 10-inch-square satellite into a low-Earth
orbit from the Baikonur Cosmodrome in Kazakhstan.
The satellite will incorporate two UHF transmitters, each running from
1 to 8 W and capable of simultaneous operation, four VHF receivers and a
multiband, multimode receiver capable of operation on the 10 meter, 2 meter,
70 cm and 23 cm bands.

HAM RADIO IN SPACE: THE AMSAT VOLUNTEER SURVEY
AMSAT North America says that it has developed an on-line volunteer
survey designed to identify the interests and skills of those who may be
available to directly help in efforts to develop the amateur satellite
program. The survey is designed to be completed and returned on-line, and
takes only a few minutes to fill out. To request the survey, simply send an
e-mail request to volunteer@amsat.org.

WW SPECIAL INTEREST GROUP --- MILITARY
ZS ANNUAL REMEMBERANCE SERVICE
Arrangements have been made with the SABC that the annual
Rememberance service for the amateurs who died while on duty for
the RSA will be broadcasted on the RSG service at 10:45 on 9th
November 2003. The service will be conducted by Rev. Lendes de
Villiers, ZS6LLV, minister of the NG Kerk, Rietfontein-Noord. We
request that amateurs maintain radio silence during the
transmission of the service.
Also, in recognition of both Veterans Day and the birth of the late General
Curtis LeMay, W6EZV, the Strategic Air Command Memorial Amateur Radio Club
will be operating stations K0AIR and K0GRL. This, on Tuesday, November
11th from 1200 hours to 2400 hours Zulu.
According to Darwin Piatt, W9HZC, the stations will take top the air in the
general phone bands on or near frequencies ending in the numerals
47. Piatt says that his is in recognition of the year 1947 when the Air
Force became a single entity. He says to QSL to the
Strategic Air Command Memorial Amateur Radio Club, P.O. Box 1292 Bellevue,
Nebraska, 68005.
