 This weekend, the 26th and 27th of July, the RSGB is celebrating its
 90th birthday with a series of `Party in the Park' events across the
 country.

 Each of the Society's 57 UK Districts has been invited to organise an
 event to demonstrate amateur radio to the general public. Each RSGB
 District also has an opportunity to take part by putting on a special event
 station and operating the `Special (Special)' callsign agreed by the RA
 for this commemorative occasion.

 The format of the callsign is GB-90-RSGB followed by the RSGB district number.

 We start today with a special report by RSGB News Reader Jeremy Boot
 G4NJH. 

 The RSGB has announced that, with effect Friday the 25th of July, there is
 no longer a requirement to have passed a Morse code test in order to operate
 on the HF bands in the UK.
 
 All Full and Intermediate Class B licensees are therefore automatically
 granted their respective Class A operating privileges and may operate on
 the HF bands using their existing callsigns from the 25th of July. Class B
 licensees need not take any action to obtain these additional operating
 privileges.
 
 A series of 'Frequently Asked Questions' and answers about these changes
 will be published on the RSGB website.

 Foundation Licensees.

 "Any changes to legislation will occur in early 2005." That previously stated
 ACA policy decision was reiterated to WIA President Ernest Hocking VK1LK
 at about the same time the news from the UK broke on the QNEWS web page

 Gill Kempton, Manager, Customer Services Coordination, Customer Services
 Group of the Australian Communications Authority told Erny,
 " I think it is unlikely that the ACA would implement arrangements
   specifically to cater for the Morse WRC changes along the lines
   that you have proposed.
   However, I have onforwarded your email to the Radiocommunications Policy
   Group for consideration and reply to you direct".




 NATIONAL VK NEWS

 The BLUEsat Project held its official Ground Station Opening
 Thursday, this in conjunction with the 3rd Australian Space
 Science Workshop (ASSW).

 Dr. Geldzahler, who is responsible for the NASA deep space networks,
 the largest civilian space tracking program in the world performed
 the opening ceremony.

 This was the most important event for the project since its inception,
 marking the first milestone for one of the world's only entirely student run
 microsatellite projects.

 The Groundstation's communication capabilities, as well as various
 in house satellite technology they have developed was showcased on the day..

 WIA ACA LIAISON OFFICERS are VK1GH, VK1ZKM, VK2BPN, VK4DU 

 The Australian Communications Authority (ACA) has recommended to the
 government that the current ban on the use, possession and supply of
 mobile phone jammers should remain in place.

 The ACA re-examined the issue following a call for the ban to be lifted
 so that the devices could be used by prisons.

 ACA say the disadvantages of allowing the use of mobile phone jammers 
 outweighed the advantages, even in high-risk locations such as prisons.

 The grounds for the general ban on jammers introduced four years ago have
 not changed. In 1999, after public consultation, the ACA declared mobile
 telephone jammers to be prohibited devices under the Radiocommunications Act
 1992 (the Act).

 ACA's Mr Tony Shaw had recommended to the government that alternative
 technical and operational solutions to prevent the use of mobile phones
 in prisons be considered more thoroughly by Corrective Services.

 These included improved searching at the point of entry to prevent
 mobile phones or their components from being smuggled into prisons .

 GENERAL INTEREST NEWS FROM 'DOWNUNDER'.
 Help For Queensland (VK4) Inventors To Turn Their Ideas Into Reality.
 Queensland's Innovation Minister has an offer that Smart State inventors
 will find hard to refuse.

 A scheme that provides up to $85,000 to help get smart ideas out of the
 backyard and into the marketplace.

 Innovators have only until August 29, 2003, to apply for a grant
 under the Innovation Start-Up Scheme.
 With a total of around $475,000 up for grabs, at least six Queensland
 innovators should each receive funding of up to $85,000 to help take
 their bright ideas off the shelf and into the marketplace.

 JAY THOMPSON, W6JAY, NAMED ARNEWSLINE(tm) YOUNG HAM OF THE YEAR

 He is not yet 18, but he is a champion class hidden transmitter 
 hunter as well as a young ham devoted to public service and to 
 bringing more kids into the hobby.  And for these reasons and more, a 
 select committee of judges has named Jay Thompson, W6JAY, of Santa 
 Ana California to receive the 2003 Amateur Radio Newsline Young Ham 
 of the Year Award.

 Jay has made news several times in the world of hidden transmitter hunting..
 In the five years that he has been licensed, W6JAY has participated in
 three championship hunts and won virtually every type of medal offered
 in his age group.
 One hunt  took him all the way to China.  And when you travel the world,
 hidden transmitter hunting can leave you with moments to remember:

 -- Thompson: "In China it was raining.  And in the bamboo forest, when 
 you shook the trees, you would get a mini-shower fall on you and it 
 would just cool you off after you had been running for a while."

 But  his exploits in T-hunting is not the only reason that Jay was 
 chosen as this years Young Ham of the Year.  He is also heavily 
 involved in emergency communications and is a member of the Orange 
 County Hospital Disaster Emergency Communications System.

 Right now we ask you to join us in congratulating Jay Thompson, 
 W6JAY, as he is named 2003 Young Ham of the Year.

 2003 marks the 17th consecutive year that the award has been
 presented.

 The increasing  use of more frequencies on various amateur bands by the
 Indonesians and other South East Asian  non amateurs for their personal
 or business traffic, is a VERY SERIOUS TOPIC to be dealt at the higher
 levels. The Indonesians are using the lower 40 kHz of 40 meters, and
 frequencies around 14100 kHz of the 20mb -most of the time.
 They have not spared EVEN THE 10.0 to 10.1 MHz segment which carries
 air-traffic-control communications. Thus, the seriousness of the situation,
 which may endanger the lives and safety of air  travellers  and aircraft
 in Region 3, has to be considered on TOP PRIORITY .

  NQ Forest Rally Cancelled !

  Word has just reached the newsdesk that the  North Queensland Forest Rally
  has been cancelled due to a lack of safety marshals being available for
  the event.
  When informing northern hams today, WICEN Co-ordinator Steve/VK4JUS
  thanked the Amateur Radio population of North Queensland for preparing
  for the event but advised that the event would not be happening.

  Steve also flagged some proposed WICEN events out of Townsville such as
  a mock call out in August
  some portable repeater usage at some sites around town



 RESCUE RADIO INTERNATIONAL
 AREN Net
 The Irish Amateur Radio Emergency Network operates nationally on the
 first Tuesday of each month.  A handy frequency to keep for reference in case
 of emergencies is 7.043 MHz.
 The net is at 2145 Irish time, pretty close to UTC on 7.043.



 ARES
 Amateur Radio Emergency Service teams and other ham radio
 volunteers continue to aid relief organisations in Texas in the aftermath
 of Hurricane Claudette.
 ARRL's Ray Taylor, N5NAV, says solar weather hampered Amateur Radio
 emergency and relief traffic via HF nets.

 Taylor said "We're using relays out of Mississippi and Alabama."
 Taylor also praised the hams who volunteered and pointed out that some
 were on duty for more than 20 hours at a stretch.
 
 The Salvation Army Team Emergency Radio Network (SATERN) relied on Amateur
 Radio HF and VHF communications to support its shelter and canteen
 operations in the afflicted areas.

 Tasmanian Division of the WIA. Due to some recent discoveries and donations
 of historical information a little more of the fascinating and sometimes
 fiery history of the Division has come to light.  August is the meeting.



 INTERNATIONAL
 UNITED STATES - THE 2 YEAR WAIT?
 Nobody can be quite certain when or even if the Morse requirement 
 will disappear in the United States, but here's the way it has to 
 play out due to the way that government works.  

 Since the agreements reached at WRC `03 are essentially an 
 international treaty, the document has to be ratified by the United 
 States Senate.

 After Senate approval the FCC begin the process under the
 Administrative Procedures Act and issue a Notice of Inquiry.
 A Notice of Inquiry or N-O-I is the first step in the rule making 
 process to make any change and gives the general public a chance to 
 voice its opinion.
 And by public we mean every American.  Not just ham radio operators.  

 If there is enough interest shown in going ahead then a Notice of 
 Proposed Rule making will be issued that again invites public 
 comment.

 This will be followed by another time period for reply
 comments by those who might have arguments to counter what some 
 initial commentators have to say.

 Then matter goes to the staff to prepare a Report and Order or Memorandum,
 Order and Opinion that is circulated to the five Commissioners who run
 the agency.  If they  approve, then the change become law on a date
 specified in the document.

 So once again the rhetoric question of how long?  Here's our guess.  
 About two years minimum.
 Why two years?  Well as Fred Maia W5YI of the NCVEC pointed out to 
 us, since Novice Enhancement some two decades ago, just about every 
 major change in the structure of ham radio has taken about two 
 years.  Fred is a pretty good Washington watcher and his guess is 
 2005 at the earliest.

 Of course we've heard already today that the UK Hams are "up and chatting"
 and that the Swiss Authority are writing to hams there giving them
 immediate, be it temporary, access to the  HF bands.

 In Australia though we also may have to wait until 2005 as the ACA have
 already flagged, "no changes" until that date. However as you've heard
 it is WIA policy to push for earlier access.

 Bob Collins, VK4AQA, late of Capalaba, Queensland, became "Silent Key"
 on Sunday 13th July 2003 in the afternoon.

 Bob was doing what he loved most, that is having a QSO with
 Mike VK2DJP, Richard VK2KIT and Mal VK4JLA when he suddenly stopped
 talking but left the mic. open.

 The group heard some unusual noises and suspected that Bob had become ill.

 Mal called Victor VK4WST via the Bayside 2mtr repeater to find out if
 Bob was a member of Bayside and also if his phone number was known.
 Bob's wife ,Mary-Jo was surprised to receive the phone call and upon
 going out to the 'shack' found that her husband was indeed very ill.

 He asked her to call an ambulance because he thought that he was having
 a stroke.

 The ambulance could not revive Bob.

 The funeral service took place at the chapel of Metropolitan Funerals,
 Mt Gravatt on Friday 18th July.

 Well it is getting that time of year when the activities at the Gold
 Coast Amateur Radio Society get a little busy. We are looking forward to
 the activities coming up.

 There is on the 29th November the return cricket match between the
 Lismore Club and ourselves for the Kortz Kup, the hamfest is also on the
 8th November at the Albert Waterways Hall at Broadbeach, and of course the
 JOTA-JOTI weekend in October.

 The club holds any exams at anytime for students who wish to do so can

 The clubhouse at 85 Harper St Nerang is open every Saturday at 2pm for
 members or visitors and friends for any workshop repairs and also to
 socialise at the club.

 VK4TRS the Sunnybank area BBS rub by Bruce seems to have been suffering
 from intrusions of hams belonging to other BBS's checking out and
 even at times sending mail from VK4TRS-1.
 Bruce has advised only registered users are now allowed onto the BBS,
 other hams are immediately disconnected, and don't have the opportunity to
 even leave a message asking for access.

 This BBS is now on the internet 24/7 called vk4trs.net
 Now there are bulletins from UK, EU, etc and Bruce says he is
 slowly weeding out the non english.

 New users on vk4trs come from Norman Park, Gympie and even a couple
 from Illinios in the USA.

 Eco Adventure Report
 Ahh, the hills were alive to the sound of misty radio signals last
 weekend at the Eco Adventure Race, held around the southern parts
 of the Atherton Tablelands from Friday 18th to Sunday 20th July.

 The event was held this year across the largest area of landscape so far
 with several teams becoming lost in the misty cold weather but eventually
 being tracked and found with the help of WICEN logistic communications
 support.

 Communications was carried out chiefly on 7062kHz during the day
 and 3570kHz at night,

 Amateur Radio will lend a hand!
 Although not WICEN, a largish bike ride will take place September
 and communications will rely on the use of the Sunshine Coast AR Clubs
 146.850 repeater.
 Riding from Warwick they will pedal towards Gympie and pass through
 Woodford to Caloundra on the 3rd and Caloundra to Kenilworth on the 5th
 of September.

 MAJOR GATHERINGS IN VK4 FOOTPRINT
 SEPTEMBER 13

 Sunfest, the Sunshine Coast Amateur Radio Club Hamfest, will be held in
 the Woombye School of Arts on Saturday 13 September 2003, from 9 to 3.

 The venue will be open to exhibitors from 7.00am with food and
 refreshments  available from the kitchen.

 Entry fees are $5.00 single and $6.00 family.

 Table bookings are $15.00 which includes entry for two persons.

 The hall is located in the centre of Woombye township just 100
 metres from the railway station.  Ample  parking is available in close
 proximity.  Entry ramps provide easy access to both halls for exhibitors and
 the disabled.  A talk-in service will be provided on 146.850 MHz FM.  Call

 Before hearing from VK4AA and contest news this week, we at QNEWS are asking
 for you to pause, to reflect on what has become known as
 Australia's Forgotten War.

 This weekend, Sunday 27th July we honour those who served in Korea,
 it is 50 years since the signing of the Armistice. It would be another
 4 weeks till the last Australians marched south, out of the DMZ,
 that on August 30 1953.
 
 Some 17,000 Australian service personnel served in Korea, 340 killed!

 Please, pause and pay honour to these brave men and women.



 CONTEST NEWS WITH VK4AA CHRIS EDMONDSON
 Thanks and G'Day to all once again. We have a mountain of material to get
 through this time, so we'll get straight into the timetable without
 further ado.

 This weekend, July 26 and 27, is the RSGB's most popular HF Contest -
 the Islands on the Air, or `IOTA' Contest. It runs for 24 hours from
 1200 UTC on the Saturday, meaning it's only just started,
 using 80 to 10 metres CW and SSB. Participants should exchange an RS or RST
 report, serial number, and IOTA Reference.

 The Remembrance Day Contest, the RD, is on August 16 and 17, then coming
 up on August 30 and 31 is the ALARA contest, while September 13/14 has
 PNG's Independence Day Scramble.

 Let's look quickly at the rules for the Remembrance Day Contest.
 It takes place on the 16th and 17th of Augustm running as usual for 24 hours
 from 0800z Saturday to 0759z Sunday, so it's a 6pm start in eastern
 Australia.

 This prestigious and long-standing contest remembers and commemorates the 
 amateurs who died during WWII, and is designed to both encourage friendly 
 participation and to help improve the operating skills of participants.
 It is held as close as possible to August 15, the date when hostilities
 ceased in the south-west Pacific area.

 It is preceded by a short opening address by a notable personality,
 transmitted on various WIA frequencies during the 15 minutes prior to the
 contest. During this ceremony, a roll call of amateurs who paid the supreme
 sacrifice is read.

 A perpetual trophy is awarded annually to the WIA Division with the best
 overall performance. The name of the winning Division is inscribed on the
 trophy, and that Division then holds the trophy for 12 months.
 The winning Division is also given a certificate, as are the leading
 entrants.

 It's really easy to partipate in the RD. Get on the aIr, and you'll find
 amazing activity levels. Amateurs throughout the entire country will be
 contacting other amateurs in other VK call areas, as well as ZL and P2
 on the original 1.8 to 30 MHz bands, but note that no WARC bands are used.

 Because Australia is such a vast continent, VHF operation gets special
 treatment.
 On 50 MHz and above amateurs may also contact other amateurs in their own
 call area, which makes things very interesting indeed.

 Please do note that, as a mark of respect, stations are asked to observe
 15 minutes' silence prior to the start of the contest, during which the
 opening ceremony will be broadcast.

 Closer to the date we'll let you know what to do with your logs, and so on,
 and next week a few clues on what you can do for extra RD fun.


 Now, how well did you go? It's time for some results:-
 These for the VK/trans-Tasman Contest for 2003.
 In all, 226 stations submitted logs, compared to 188 for last year, so
 participation appears to be growing. Good! The results also seem to
 indicate that the scoring system is now a fairly level playing field.

 First place was VK4SN with a score of 2639, second was ZL4DX with 2586,
 VK2CZ third, ZL3RE fouth, while in fifth position was VK3IO with 2398
 points. These are all worthy scores indeed, and weren't far separated at all.

 Some participating stations didn't bother submitting a log, and would you
 believe some stations that didn't enter a log had more contacts than the
 winner!

 The moral is always sumbit your logs! You might win something.
 And in fact, that's the very best piece of advice I can give for contests
 like the upcoming RD Contest.
 Submitting even a smallish log can make a significant difference to the
 overall results. A little bit of effort can yield a very big impact.


 Now very quickly we might just be able to sneak in a special event.

 The UK's Strathmore Amateur Radio Club is operating GB-100-MAS from the 
 Montrose Air Station this weekend, July 26 and 27, to celebrate 100 years
 of powered flight. QSL via the bureau or direct to MM-zero-ERK.

 Apart from tons of private requests, I've had had a large number
 from clubs all over Australia in every State, some reporting
 important functions that are coming up where they badly needed a
 Brochure to promote our great hobby.  It was excellent to feel
 their enthusiasm in getting AR back on the map. I'm impressed.

 I am really pleased to report that their are many like me in AR land
 that KNOW AR is NOT dying, they think its about to boom, and by the
 number of requests still coming in and Rons on-line courses attracting
 great numbers -  I agree with them.

 Now a quick bit of info about the Promo Brochure......
 Its suitable for home or professional printing -  and the
 contacts box is fully editable, so you can add your local -
 personal or club details, Web Sites etc.

 I hope everyone will at least go to the effort to print enough

 DID THE MOON MOVE FOR YOU?
 International Space Station Expedition 7 crew commander Yuri Malenchenko,
 RK3DUO, plans to get married next month while still in orbit. If it
 happens, the wedding--which would have to take place by proxy--would be a
 space first. Fort Bend, Texas, County Clerk Dianne Wilson told ARRL that
 she issued a marriage license July 17 to Malenchenko and Ekaterina
 Dmitriev.

 Texas law permits one or both applicants to be absent for the issuance
 of the marriage license and one or both applicants to be absent from
 the marriage ceremony by having a proxy stand in for one or both.

 Reuters reported that after Malenchenko returns from space in
 October, the couple have a church wedding in Russia followed by a
 honeymoon in Australia.
 Malenchenko is 41; Dmitriev, who lives in the Houston area, is 26.

 We ROAR-J had AGM year 2003 on 12th July at ISE Japan. Where is very famous 
 place as the mother land of MIKIMOTO Pearl. Over 50 members including XYL
 joined together and enjoyed eye ball meeting since 1 year. 

 We have Osaka World conference in 2004. Therefore, the main discussion is
 for the special radio station in the conference. We expect a lot of
 difficulties for the radio activities but we decided to cooperate together..

 Due to deep recession in Japan, the most of all Rotary clubs facing problem
 of loosing members. Also, the average age of Rotarians are getting old.
 Very difficult to get young members.
